Employment Opportunity: FOC Enforcement OfficerThe Hillsdale County Friend of the Court Office seeks a highly motivated, detailed orientated individual that has strong client relation skills to fulfill the role of Enforcement Officer.The Hillsdale County Friend of the Court Office (FOC) is responsible for the enforcement of domestic relations orders of the 1st Judicial Circuit Court. Additionally, the FOC investigates parties and circumstances involved in domestic relations cases and makes recommendations to the Court regarding custody, parenting time and/or support. The Enforcement Officer is a key member of the FOC team in meeting these statutorily mandated duties. The primary duties of the Enforcement Officer, while managing in conjunction with a Financial Account Officer, a caseload of approximately eight hundred cases are:-Meeting with all clients at the inception of a case to explain Friend of the Court procedures and help identify and facilitate areas of agreement relative to the terms of custody, parenting and support. -Reviewing and approving as to form, initial and subsequent judgments of custody, parenting time and/or support. -Facilitate parties&rsquo; interactions and draft stipulated domestic relations orders.-Initiate and respond to Interstate Support actions under the Uniform Interstate Family Support Act (UIFSA). -Utilize the automated Michigan Child Support Enforcement System (MiCSES) to monitor and enforce support. -Petition the Court to assist in the enforcement of delinquent payers of support and non- complying sources of income. -Working independently, and in conjunction with the Friend of the Court, counsel with the individual parties of a case to enforce custody and parenting time provisions of a governing court order. - Conduct home investigations and conference directly with the parties of individual cases to explain custody and parenting time parameters. -Attempt to mitigate conflicts between parties through referral to Alternative Dispute Resolution (ADR) processes or petition the Court directly for a hearing. -Work, in conjunction with the Locate Specialist, to resolve difficult unknown location of case participants. -Correspond and work with Law Enforcement, Prosecutors, the Michigan Department of Health and Human Services, the Michigan Attorney General&rsquo;s Office, the State and Federal Offices of Child Support and other governmental agencies in order to perform the above duties.The position reports directly to the Supervising Enforcement Officer and, secondarily, to the Deputy Friend of the Court and the Friend of the Court Director. The position requires acumen in working with computers and the ability to independently formulate clear solutions to complex problems. The enforcement officer must demonstrate strong client relations skills as the officer works with individuals of diverse backgrounds often in high conflict relationships. SUMMARY: Tribal Police Officers are responsible for patrolling the reservation and tribal trust lands to prevent crime and enforce laws and regulations, responding to all calls for service, and performing specialized technical, administrative, and/or investigative assignments. ESSENTIAL DUTIES AND RESPONSIBILITIES:<ul><li>Maintains law and order within the jurisdiction of the Flandreau Santee Sioux Tribe.</li><li>Provides law enforcement services to the tribal community, co-workers, and public in a tactical, ethical, pleasant, and courteous manner.
</li><li>Responds to all calls concerning non-emergencies and emergencies such as traffic accidents, suspicious activity, confrontations, disturbances, altercations, and disorderly conduct.

SUMMARY: Tribal Police Officers are responsible for patrolling the reservation and tribal trust lands to prevent crime and enforce laws and regulations, responding to all calls for service, and performing specialized technical, administrative, and/or investigative assignments. Police Officers should possess an understanding of tribal sovereignty, laws, and regulations, as well as the need for enforcement. The principal duties of this class are performed in a variety of emergency and non-emergency situations, which may involve exposure to potential personal danger.
ESSENTIAL DUTIES AND RESPONSIBILITIES:<ul><li>Maintains law and order within the jurisdiction of the Flandreau Santee Sioux Tribe.</li><li>Provides law enforcement services to the tribal community, co-workers, and public in a tactical, ethical, pleasant, and courteous manner.
</li><li>Responds to all calls concerning non-emergencies and emergencies such as traffic accidents, suspicious activity, confrontations, disturbances, altercations, and disorderly conduct.
</li><li>Maintains law and order within the area of assignment by patrolling the area in a patrol vehicle, investigating suspicious situations, and taking action as appropriate.
</li><li>Where serious crimes or personal injury traffic accidents are involved, determines necessary action, notifies appropriate authorities, safeguards scenes, preserves evidence, identifies and obtains information from witnesses, and develops preliminary investigative leads.
</li><li>Performs investigative work such as investigation of domestic/civil disputes, felonies, and misdemeanors, traffic accidents involving property damage or personal injury, or incidents of alleged or suspected burglary or vandalism.</li><li>Investigates, apprehends, arrests, and/or detains all persons charged with violation of Federal or Tribal Law &amp; Order Codes.
</li><li>Conducts preliminary investigations at crime scenes, including the gathering of evidence and the locating of witnesses and victims.</li><li>Assesses crime scenes where children may be in the home and adheres to Mandatory Reporting procedures.</li><li>Collects and preserves evidence associated with crimes.</li><li>Searches persons, places, and things; seizes and impounds property and evidence.</li><li>Process, collect, and label evidence or property as required</li><li>Interviews victims, witnesses, suspects, etc.</li><li>Photographs crime scenes and prepares reports.</li><li>Makes arrests in cases of crimes and transports person(s) arrested to the appropriate authority for booking or formal charging.</li><li>Performs such assignments as working radar on busy highways, patrolling, operating night surveillance, coordinating traffic and crowd control activities at celebrations and community functions.</li><li>Helps to direct traffic at times of funerals, emergencies, or congestion.</li><li>Conducts traffic stops, issues citations for violation,s and uses a breath-analyzer to determine the degree of intoxication of drivers, and operates other technical equipment.</li><li>Testifies at hearings and trials as an expert witness as required.</li><li>Prepares written reports and documents incidents or cases for Tribal Prosecutor and/or Tribal Child Protection staff in a timely manner; completes and maintains; reports, logs, and other records as required in a legible manner.</li><li>Prepares and serves legal documents as required.</li><li>Maintains confidentiality of investigations and cases. Protects the privacy and constitutional rights of all persons.</li><li>Performs public assistance activities.</li><li>May conduct search and rescue duties.</li><li>Administers first aid when necessary, including the use of oxygen, CPR, and other equipment and techniques to those in need when appropriate.
</li><li>Must be able to quickly assess situations in accordance with the operating rules, regulations, and laws, while considering the needs of the tribal community in order to protect the health and safety of the tribal community, public, other officers, and self
</li><li>May participate in special task forces assigned by supervisory staff, which may include school resource officer duties, such as student, staff, and community education and training, as requested by the tribal community, tribal government, and the Tribal Council
</li><li>Must be available for emergency law enforcement duties at any time.</li><li>Serves as training officer as directed, providing indoctrination and instruction to Bureau, Tribal, or other law enforcement personnel</li><li>Establishes and maintains effective working relationships with the community, Tribal Courts staff, Executive Committee, representatives of federal, state, local, and other tribal agencies.</li><li>Works in partnership to build positive relationships with the tribal community and other agencies by solving law enforcement issues to improve the quality of life for the tribal community and its residents
</li><li>Assists the Tribe with public education programs to enforce law and order.</li><li>Assists the tribal community with crime prevention measures whenever possible.</li><li>Attends department and staff meetings.</li><li>Maintains assigned equipment and vehicles, in a clean and serviceable condition.

MINIMUM QUALIFICATIONS &amp; REQUIREMENTS:<ul><li>
Must have a High school Diploma and/or GED equivalent.
</li><li>Must be at least 21 years of age.
</li><li>Possession of a valid South Dakota Driver&rsquo;s license.</li><li>
Must pass a pre-employment drug and alcohol screening and P.L. 101-630, and Law Enforcement background check.
</li><li>Must be able to handle multiple tasks and/or situations and work odd hours, nights, weekends, and Holidays.</li><li>
Must be able to communicate effectively both verbally and in writing to interface with a wide range of people and/or other human service and justice departments.
