<p><b>Experience Requirements</b></p>
<ul><li>Minimum 7 years of progressive HSE experience in oil &amp; gas, water infrastructure, construction, or industrial projects.</li></ul>
<ul><li>At least 3 years in a senior or lead HSE role on active project sites.</li></ul>
<ul><li>Demonstrated experience conducting HSE audits, inspections, and incident investigations.</li></ul>
<ul><li>Proven track record in developing and implementing HSE Management Plans, JSAs, and PTW systems.</li></ul>
<ul><li>Experience working under Saudi Aramco, NEOM, RCRC, or equivalent major client HSE frameworks is a strong advantage.</li></ul>
<ul><li>Familiarity with Saudi Arabian HSE regulations (MHRSD, MOMRA, NCEC) is required.</li></ul>

<p><b>Core Competencies &amp; Skills</b></p>
<ul><li>Strong knowledge of OSHA, ISO 45001, and ISO 14001 standards.</li></ul>
<ul><li>Proficiency in hazard identification, risk assessment, and LOTO procedures.</li></ul>
<ul><li>Ability to develop, review, and enforce Permit-to-Work (PTW) systems.</li></ul>
<ul><li>Competent in environmental monitoring, waste management, and spill response.</li></ul>
<ul><li>Skilled in conducting toolbox talks, safety inductions, and HSE training sessions.</li></ul>
<ul><li>Excellent written and verbal communication in English; Arabic is an advantage.</li></ul>
<ul><li>Proficient in MS Office and HSE reporting software/platforms.</li></ul>

<p><b>Key Responsibilities</b></p>
<ul><li>Monitor and enforce HSE compliance across all site activities and subcontractors.</li></ul>
<ul><li>Conduct daily site HSE inspections and report findings with corrective actions.</li></ul>
<ul><li>Investigate accidents, near-misses, and unsafe conditions; prepare investigation reports.</li></ul>
<ul><li>Maintain HSE records, statistics, and KPIs; submit periodic reports to the Project Manager.</li></ul>
<ul><li>Coordinate emergency response drills and ensure site emergency plans are up to date.</li></ul>
<ul><li>Liaise with client HSE representatives and regulatory authorities when required.</li></ul>
<ul><li>Ensure all site personnel complete mandatory HSE induction before commencing work.</li></ul>
