Description of Work
The Environmental Specialist II is the lead for coordination and implementation of the animal feeding operation (AFO) program in the RRO. The position conducts inspections of animal operation facilities, provides overall guidance related to inspections conducted by other staff, conducts compliance oversight and enforcement for animal feeding operations, conducts review of permits and other responsibilities as needed to effectively carry out the program objectives.
 
 
Key Responsibilities:
 
 
<ul><li>Inspect AFO operations to ensure that waste management plans and permit conditions are being followed.

<ul><li>Perform detailed record reviews and visual inspection of the site and waste management system components.
</li></ul> 
<ul><li>Review plans and specifications to evaluate whether the facility meets minimum regulatory requirements and will be protective of the waters of the state.
</li></ul> 
<ul><li>Review closure plans and inspect lagoon closures; initiate and support compliance enforcement cases.
</li></ul> 
<ul><li>Collect samples of waste, soil, sediment, and water to evaluate the extent of impacts to the environment, and implement enforcement actions.

<ul><li>Train new AFO compliance employees and review staff work for technical accuracy.
</li></ul> 
<ul><li>Address public complaints and information requests, and emergency response.

The Division of Water Resources (DWR) is responsible for protecting North Carolina&rsquo;s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands, and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance, and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach, and other efforts. The Division comprises six sections: Water Quality Regional Operations, Water Sciences, Public Water Supply, Water Quality Permitting, Water Quality NPDES Permitting, and Water Planning. The Water Quality Regional Operations section focuses on service to the regional surface water and groundwater concerns of citizens, local governments and business communities. Regional office staff issue permits for sewer extensions, wetland and stream impacts, and well construction. Regional offices personnel also conduct permitted facility inspections and incident investigations.

Summary
This position will assist with federal and state regulatory compliance in areas including air quality, waste, water and provide project support for Chugach. Additionally, this position will assist with data gathering, reporting, sampling, and inspection in compliance with permit, plant and department procedures.
Essential Functions<ul><li>
Assist with the development and maintenance of environmental programs, procedures, policies, and projects for compliance with federal, state, and local environmental regulations, statutes, and policies including, , the Clean Air Act (CAA), the Clean Water Act (CWA), the Resource Conservation and Recovery Act (RCRA), the Toxic Substances Control Act (TSCA), the Solid Waste Act (SWA), the Emergency Planning Community Right to know Act (EPCRA), and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).</li><li>
Assist with environmental permits and plan for facility permits.</li><li>
Assist with representing Chugach during facility inspections or other official inquiries by regulatory agencies regarding compliance with environmental regulations.</li><li>
Provide technical review of proposed regulations. Assist in the preparation of position papers, briefing papers, and presentations on regulations.</li><li>
Provide technical information, assistance, and review to staff regarding environmental programs, policies, and regulations to ensure the projects meet environmental compliance requirements.</li><li>

Work Environment

Minimum Qualifications and Experience
Education
Bachelor&rsquo;s degree in environmental, physical, biological, or natural science; engineering; planning; or natural resources, required.
Experience
Five (5) years of progressive work experience in the environmental field in the following areas: water quality, hazardous materials handling, solid waste, hazardous waste disposal, PCB compliance, and environmental analysis preparation. Experience in air quality, required. Experience in utility/union environment, preferred.

 Responsibilities
 
 
 
 <ul>

 Bachelor&rsquo;s degree in Environmental Science, Environmental Engineering, or a related field.
 </li>
 <li>
 14 years in environmental management roles, preferably within infrastructure or large-scale construction projects in the Middle East.
 </li>
 <li>
 In-depth understanding of Qatar's environmental laws and regulations.
 </li>
 <li>
 Relevant certifications in environmental management or sustainability (e.g., ISO 14001, CEEQUAL) are advantageous.
 </li>
 <li>
 Proficiency in environmental data analysis tools and reporting software.
 </li>
 <li>
 Fluency in English is required; proficiency in Arabic is a plus.
