Examines Brownfields Tax Credit applications, returns and other filings; verifying data through communication with the assigned Tax Examiner, the Massachusetts Department of Environmental Protection (MassDEP),and possibly the taxpayer or credit application preparer; gathering information from all available resources to make certain the net response and removal costs claimed by applicants are necessary to achieve the permanent solution or remedy operation status pursuant to G.L. 21E or whether and to what extent such costs are incurred for other purposes (i.e., construction, maintenance); as defined under G.L. c.63, &sect; 38Q and G.L. c. 62, &sect; 6(j). Coordinates findings with the assigned Tax Examiner and/or Appeals Officer assigned to the case.</p><p>
Documents to be reviewed include, but are not limited to Brownfields Tax Credit applications, DOR&rsquo;s tax credit audit findings, invoices, environmental technical reports, technical correspondence from the MassDEP, technical field notes, contract documents, financial reports, laboratory analytical reports, environmental site investigation reports, human health and ecological risk assessments, geotechnical investigation reports, environmental remediation planning and design documents, architectural designs and reports, construction drawings, and as-built records.</p><p></p><p>

</b></h3><p></p><p>The Land Protection and Mitigation Specialist will work within The Nature Conservancy&rsquo;s Ohio Stream and Wetland In-Lieu Fee Mitigation Program (OMP) and collaborate with other OMP staff to secure land for stream and wetland mitigation projects. This may include identifying and resolving title issues; negotiating agreements, conservation easements, and/or environmental covenants with landowners; developing and routing materials for internal and external project review and approval; ordering and reviewing appraisals, boundary surveys, and environmental site assessments; developing maps using ArcGIS Pro; managing conservation data; and assisting with the production of reports. The Land Protection and Mitigation Specialist may also work on developing baseline documentation reports and conducting easement compliance monitoring.
</p><p></p><p>Another key function of this role is managing mitigation credit reservations and sales, which are used to fund the program&rsquo;s land protection and restoration work. This involves responding to mitigation credit inquiries, conducting due diligence, developing maps, obtaining internal approvals, processing paperwork, and recording data.
</p><p></p><p>The Land Protection and Mitigation Specialist works under the supervision of the Associate Mitigation Program Manager, and collaboratively with other OMP staff and TNC staff.
