Ruchman and Associates, Inc. is currently seeking a highly skilled Senior Financial Investigator (SFI) with white collar criminal fraud experience to support forfeiture related tasks at the Defense Criminal Investigative Service (DCIS). The DCIS is a federal law enforcement organization whose mission is to protect America&rsquo;s warfighters by conducting investigations in support of crucial National Defense priorities involving fraud, waste, and abuse.<br>
<br>
As an SFI, you will provide support to DCIS agents in the forfeiture-related aspects of their investigations. The support will require extensive consultation with the case agent and prosecutor(s); analysis of voluminous business, financial, and other records; and complex link analysis of events and records.<br>
<br>
Key Responsibilities:<br>
<ul><li>
Provide guidance to fully develop the forfeiture aspect of an investigation.</li><li>
Develop sufficient probable cause to enable the Government to pursue seizure warrants, temporary restraining order, civil complaints, and forfeiture counts against targeted property and parties.</li><li>
Assist in determining the amount to seek for forfeiture.</li><li>
Identify and trace assets during investigations. Maintain case documentation and database files of financial investigative research to trace proceeds of criminal activities and investigative interests in targeted property.</li><li>
Review, analyze, and prepare financial reports to document the source of targeted property; prepare seizure warrants.</li><li>
Assist in the location and repatriation of assets that are subject to forfeiture.</li><li>
Prepare the necessary information for presentation so that seizure warrants can be obtained.</li><li>
Traveling (local, long distance) when needed to support asset forfeiture-related work.</li><li>
Testifying in court proceedings related to the financial analysis conducted on forfeiture investigations.</li><li>
Conduct monthly liaison with agency partners.</li><li>

Required Qualifications:</b><br>
<ul><li>
Bachelor&rsquo;s Degree in a related field.</li><li>
A minimum of ten (10) years of law enforcement experience with planning, conducting, and participating in complex financial investigations</li><li>
A minimum of five (5) years in a specialized area of expertise such as Forfeiture, Organized Crime, White Collar Crime, Fraud, Drug, Money Laundering, or similar area of criminal activity is required.</li><li>
Have strong analytical and investigative experience.</li><li>
Must be able to work on client site (some telework is allowed). Travel to other locations is required.</li><li>
Must have an active DOD clearance.</li><li>
Experience working independently with minimal supervision and guidance</li><li>

 </strong>
 The Bureau of Investigations is responsible for conducting investigations pursuant to the Public Health Law (&ldquo;PHL&rdquo;). This includes investigation of fraud, abuse, and misuse involving public-health systems and programs administered by the Department of Health (the &ldquo;Department&rdquo;) and other high-priority violations of the PHL. The Investigative Specialists, working closely with Investigative Counsel and an Investigative Auditor, will have primary responsibility for conducting investigative field work. This includes interviewing witnesses, drafting investigative reports, conducting surveillance, gathering various evidence, and serving legal process. The Investigative Specialists will also partner with program staff and other enforcement agencies, as necessary, to advance their investigations. As required, the Investigative Specialists will serve as deponents in criminal and administrative actions and testify at hearings related to their investigations.

 Strong written and oral communication skills; experience drafting formal investigative reports and testifying before factfinders in a criminal, civil, and/or administrative context.

 Superior interview skills; deep experience and training conducting formal and informal investigative interviews preferred.

 Ability to work independently and with a cross-functional, multi-disciplinary team. Experience conducting investigations in collaboration with prosecutors or attorneys involved in affirmative litigation highly preferred.
