Primary Purpose 
 
Under the direction of the Treasury Director, assists with the management of the district's investment and pension portfolios in accordance with the district's investment policy and the Public Funds Investment Act (PFIA). Monitors, analyzes and interprets investment portfolio performance evaluation reports to make recommendations to management and/or the investment committee and board of managers on changes to pension and investment policy. Frequently engages with bankers, investment brokers, and other key financial contacts. Duties include treasury accounting, activities related to issuance and maintenance of bonded debt obligations and manage audit of benefit plans. 
 
Minimum Specifications 
 
Education

Must have a bachelor's degree in public administration, Finance or Business with at least eighteen hours of accounting and/or finance courses.</li></ul>

Responsibilities

Works with Treasury Director and external asset managers to build and maintain investment portfolios, analyze the market environment, monitor portfolio performance, and make necessary rebalancing recommendations based on account balances and Parkland policy.</li></ul>

Manages District's operating cash and construction funds according to Board-approved policy. Works with asset managers, mitigates risks and optimizes returns for Parkland investment portfolios.</li><li>
Supports Parkland's benefit plan participants, securing future financial well-being by managing risk and providing a robust menu of investment options.</li><li>
Serves as point of contact for custodians and other relevant vendors to execute investment management directions, reconcile positions, review global market, and resolve issues.</li><li>
Assists with funds flows to and from managed investment accounts to maintain proper allocation of investments according to approved investment policies.</li><li>
Assists Treasury Director with rebalancing of portfolios on a quarterly basis, or more frequently if needed.</li><li>

 Position Summary:
 
 
 
 The Alternative Investment Operations Manager is responsible for reviewing and ensuring the proper settlement of executions across various financial instruments, including FX, MM, NDFs, interest rate swaps, options, repos, and other products traded by the treasury desk. Additionally, oversees daily account reconciliations and esnure timely processing of securities and cash movements to meet collateral requirements. Collaborates with Finance team to ensure accurate accounting and regulatory reporting, including the handling of documentation (agreements, confirmations, etc).
 
 
 Coordinates with custodians and various fund families, overseeing the review and processing of subscription documents and capital activity related to private equity and hedge funds. Works closely with internal departments to ensure proper approvals are obtained for establishing new relationships with administrators and fund families, including the preparation of required documentation. Additionally, manages corporate actions such as distributions, redemptions, roll-ups, drawdowns, and other related events. Works closely with internal departments to assist with client contact changes, transfers, documentation, and other adhoc requests.
 
 
 Provides training to team members and oversees their work to ensure accuracy and efficiency in daily operations. Must have experience with all aspects of securities settlement (Fixed Income &amp; Equities), as well as knowledge of cash and securities reconciliation processes.  Position Duties / Responsibilities

 Responsible for daily monitoring of options, FXs, repos, money market instruments, and NDF transactions, including margin control and related notifications. Initiate same-currency transfers between accounts to facilitate securities settlement, collateral management, and liquidity metric reporting for repos. Manage all settlement payments for these products and notify the trading desk of any last-minute payments or projected overdrafts.

 Supervise and coordinate with custodians and various fund families. Manages the review and processing of hedge fund and private equity documentation prior to submission to the administrator. Collaborate with CSA team on matters related to private equity documentation.
