Job Duties</b></p>
<ul><li>Direct all Bureau operations to ensure accurate processing of payroll, leave, and benefits transactions in full compliance with state and federal deadlines, policies and guidelines.</li><li>Complete all required reconciliations and information returns within established deadlines.</li><li>Oversee the development and distribution of management information reports.</li><li>Lead onboarding/offboarding and transition activities for agencies utilizing Bureau services.</li><li>Monitor service delivery levels and ensure effective execution of all business processes.</li><li>Establish program objectives, policies, and procedures to support Bureau operations.</li><li>Identify opportunities for process improvement and implement best practices.</li><li>Supervise and manage Bureau staff to ensure high-quality performance and service delivery, including but not limited to, ensuring that staff are adequately trained to execute all processes and provide excellent customer service.</li></ul>

Minimum Qualifications</b></p>
<ul><li>Education or professional experience in payroll and benefits accounting required.
</li><li>Comprehensive knowledge of generally accepted accounting principles and state/federal regulations related to payroll and benefits.</li><li>Expertise in internal controls, compliance, and automated systems</li><li>Strong analytical and decision-making skills</li><li>Extensive customer service experience and ability to communicate with diverse audiences with various backgrounds and knowledge levels</li><li>Experience managing professional teams and large-scale payroll/benefits processes</li></ul>

Assist with month-end close activities including transaction review, journal entry preparation, and financial data validation.</p></li><li><p>

Budget &amp; Financial System Support</b></p><ul><li><p>
Assist with uploading and maintaining grant and contract budgets in IRC financial systems.</p></li><li><p>

Minimum of 2&ndash;4 years of experience in accounting, finance, or financial operations.</p></li><li><p>
Experience with accounts payable, reconciliations, and financial data entry required.</p></li><li><p>

Experience working in nonprofit organizations and/or donor-funded environments is an asset.</p></li></ul><p></p><p><b>
