 This position performs highly responsible, professional, supervisory, administrative, technical, and operational work specializing in strategic public safety activities within the Office of the Fire Marshal, Fire Rescue Department.
 <br/>

 This position is responsible for planning, managing, coordinating, and directing the fire prevention and life safety management services and activities of the Office of the Fire Marshal. The incumbent shall apply and enforce adopted fire and life safety codes, and will direct and manage fire prevention services including: fire safety inspections, fire plan reviews of new construction, fire origin and cause investigations, fire data collection, fire code legislation development, and public safety education. Other duties may include map preparation, presenting recommendations for changes in legal provisions governing fire/life safety practices and procedures, and recommendations for changes in the policies and procedures of the Office of the Fire Marshal.

 Prepares or supervises the preparation of the goals and objectives of the Office of the Fire Marshal. Develops annual work program and establishes staffing and scheduling requirements.

 Prepares or supervises the preparation of monthly and annual activity reports for submission to the Fire Chief.
 <br/>
 <br/>
 Provides direct supervision of assigned personnel. Evaluates the work of reporting staff.
 <br/>
 <br/>
 Assigns, trains, and supervises the staff of the Office of the Fire Marshal in conducting fire/life safety inspection activities, plans examinations, educational programs, and the preparation and maintenance of reports and records relating to Office of the Fire Marshal activities.

 Identifies hazards, meets with builders, owners, and occupants to correct problems and appears before civic groups to inform, educate, and improve fire safety.
 <br/>
 <br/>
 Ensures that adopted fire and life safety codes are applied and enforced and code violations are corrected in a timely manner.
 <br/>
 <br/>
 Reviews new construction plans for fire code compliance and performs on-site inspections to assure compliance, annually inspects commercial structures for fire compliance. Prepares maps, fire plans, and inspections for fire safety.

 <br/>
 Investigates fires of suspicious or unknown origin and/or involving a fatality to determine arson probability. Interviews witnesses or suspects, obtains and preserves evidence, performs background research and provides expert testimony when required.

 <br/>
 Confers with architects, engineers, builders, building officials, professional associations, citizen groups and the general public to discuss matters of interest and necessity to the fire service.
 <br/>
 <br/>
 Promotes good customer service and public relations, coordinates operations and promotes partnerships with other divisions, departments, outside agencies, citizen groups and the general public.

 Coordinates projects and activities with other County departments that support Public Safety.

 Represents the County at Technical Review Committee and Compliance Code Board meetings.

  Minimum Qualifications

 Bachelor's degree from an accredited institution approved by the United States Department of Education in Fire Science, Public Administration, Business Administration or closely related field and five years experience in Fire Service Management, Fire Prevention and/or Inspection Management.

 Must possess and maintain State of Florida Fire Safety Inspector I Certification or a verified and approved equivalency (Fire Inspection Certification) to the State of Florida Fire Safety Inspector I Certification. If selected, must obtain State of Florida Fire Safety Inspector I Certification within one year.

 Must possess and maintain a valid Florida Driver's License.
 <br/>

<b>An Overview</b><br>

The Deputy Chief of Community Risk Reduction assists the Assistant Fire Chief or Fire Chief in overall division operations for the Fire Department and is responsible for planning, organizing, directing, and evaluating programs and services. Responsible for a division, the Deputy Chief will determine operational methodologies, commit resources, and develop effective strategies to support the direction and mission. This position may serve as a liaison between the Department and other jurisdictions, committees, and outside agencies; providing highly responsible and complex administrative support; as well as representing the Department in the absence of the Assistant Fire Chief. Work will be evaluated by an Assistant Fire Chief or Fire Chief.<br>

<b>The Opportunity</b><br>
<ul><li>Oversee a major division or functional area of the Fire Department including personnel management, development of plans and objectives for improving the level of operations, support services, and ensuring compliance within established rules, regulations, codes, policies and procedures. Coordinates and supports new initiatives and evaluates current policy and procedures with the Assistant Fire Chief. Monitors and ensures Federal, State and City-wide reporting requirements are being met.</li></ul><br>

<ul><li>Ensures the City Code reflects currency with the Virginia Statewide Fire Prevention Code; duties of the fire official, fire marshal, assistant fire marshal, deputy fire marshals, and inspectors are relevant; and specific City fire code provisions and changes in the Virginia Statewide Fire Prevention Code are relevant. Oversee the revenue generated from fire prevention permit and fire protection systems retesting fees in the fire operating budget.</li></ul><br>
<ul><li>Ensures City-wide service delivery of prompt, effective and professional emergency services through proper scheduling and staffing of personnel, and by proper allocation of related resources. Responds to major fire, emergency medical service, rescue incidents, and other emergency service calls; operates in an incident command structure (may assume command and generals staff positions as needed).Serves as a staff duty officer on a rotational basis. Serves as department representative in the emergency operations center (as needed).</li></ul><br>
<ul><li>Procures and maintains facilities, offices, supplies, equipment, and apparatus that supports the division. This includes conducting and/or overseeing inspections of assets, resources, and vehicles for operational readiness. Develops the training and needs assessments for their assigned division.</li></ul><br>
<ul><li>Communicates performance expectations, evaluates performance in a timely manner. Provides feedback and guidance to employees by recommending training and education, administering corrective action, coaching, and counseling team members .Addresses employee personal/performance issues, conflict management, and participates in the grievance process.</li></ul><br>
<ul><li>Assists in the development, administration and monitoring of the division budget including providing background information and data interpretation. Prepares and reviews forms, reports, schedules and other administrative documents in order to brief Assistant Fire Chief(s) or the Fire Chief routinely on division matters. Coordinates and communicates with fellow division leadership on matters related to, but not limited to, accidents, injuries, loss or damage to property, etc.</li></ul><br>

The Alexandria Fire Department employs more than 350 personnel, which include firefighters, paramedics, fire prevention staff and administrative support. A network of ten stations protects 15 square miles. Among the department's specialized teams are the Northern Virginia Regional Hazardous Materials Team, Technical Rescue, Marine Operations, and the Special Operations Team. The Office of Homeland Security and Emergency Management is also a city-wide function within the Alexandria Fire Department.</div><br>

<div><p>Candidates for this class must have HS Diploma, GED or equivalent; 30 credits at an accredited college or university and have completed all certification requirements listed in this section. Must have two years of experience at the level of battalion chief or greater in a local or municipal fire/emergency services department of comparable or greater size than Alexandria, including demonstrated executive-level competence (command, operations, planning, logistics or administration); or an equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Reporting directly to the University Fire Chief or other designated University official, a Deputy Fire Chief is accountable for managing an administrative or operational division of the fire department and the Fire Marshal Unit. Under general direction, directs, manages, supervises, and coordinates the administrative activities and/or operations within the UConn Fire Department including fire suppression, fire prevention, emergency medical services, hazardous materials response, technical rescue, and related services and activities; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Fire Chief. This includes proper management, evaluation, and training for all direct reports, as well as creating, implementing, or enforcing policies, rules, regulations, schedules, and procedures necessary for the efficient operation of the assigned work unit and the department. There are two primary duty stations (Storrs and Farmington), and a Deputy Chief will have responsibilities in both locations.</p>

DUTIES AND RESPONSIBILITIES</b></p>

<ul><li>Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and standard operating guidelines; oversees and/or participates in accreditation processes, and strategic planning.</li></ul>

<ul><li>Develops and maintains lines of communication and cooperation with peers in surrounding local, state, and federal agencies; coordinates joint operations with outside agencies; mitigates conflicts with other departments, divisions, or agencies; oversees and participates in the development of mutual aid, automatic aid agreements, as well as dispatch procedures.</li></ul>
<ul><li>Responds to emergency and non-emergency incidents and events; utilizes the incident command system to direct activities and communications in said incidents and events; takes action to mitigate hazards and treat patients; makes decisions affecting life and property under emergency circumstances; develops tactics and strategies for major or critical incidents and events.</li></ul>
<ul><li>May serves as the fire department representative for a variety of committees; prepares and presents staff reports and other necessary correspondence.</li></ul>
<ul><li>Provides responsible staff assistance to the Fire Chief; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to administrative matters or operational policies, guidelines, protocols, and procedures as appropriate.</li></ul>
<ul><li>Maintains awareness of new trends and developments in the operations and administration of an all-hazards response organization and incorporates new developments as appropriate.</li></ul>
<ul><li>Responds to and resolves difficult and sensitive citizen inquiries and complaints.</li></ul>
<ul><li>Manages the preparation and maintenance of records and files associated with the scope of work assigned.</li></ul>
<ul><li>May act on behalf of the Fire Chief in their absence or during periods of unavailability. Provides leadership during the Chief&rsquo;s absence, supports other Chief Officers, and provides guidance to the Division of University Safety&rsquo;s management team to enable them to make decisions.</li></ul>
<ul><li>May be assigned as the primary or secondary representative for the Fire Department in the Emergency Operations Center (EOC) when the EOC has been activated, and as a secondary representative in the Executive Policy Group (EPG).</li></ul>
<ul><li>Performs other duties as assigned by the Fire Chief or other designated University official.</li></ul>

<p><b>MINIMUM QUALIFICATIONS</b></p>
<ul>
<li>Bachelor's degree from an accredited institution and ten years of fire department experience that includes considerable knowledge of firefighting and fire prevention practices, emergency medical services, and hazardous materials response. Degree/training substitutions are as follows:</li>
<ul><li>A master's degree in a public safety or related field is the equivalent of 2 years of related experience.</li>
<li>A PhD in a public safety or related field is the equivalent of 3 years of related experience.</li>
<li>Full-time and/or paid experience/internship in a public safety or related field is a year-for-year equivalent.</li>
<li>Part-time and/or volunteer, unpaid experience/internship is a partial fulfillment. One year of part-time, volunteer, and/or unpaid experience is the equivalent of .5 years of related experience.</li>
<li>U.S. military veterans whose Advanced Individual Training (AIT)/Military Occupational Specialty (MOS) directly relates to fire service/public safety is the equivalent of 2 years of related experience.</li>
</ul><li>Five years' experience working as a &ldquo;manager&rdquo; performing administrative functions, demonstrating administrative-level leadership outside of, or in addition to, direct operational functions in a career or combination of organized fire departments.</li>
<li>A current and valid State of Connecticut or National Registry Emergency Medical Technician - Basic (EMT-B).</li>
<li>A valid motor vehicle operator&rsquo;s license with a &ldquo;Q&rdquo; endorsement or related qualification that allows for the operation of a motor vehicle in an emergency response.</li>
