Providing guidance to other Fiscal Analysts and region employees on accounts payable processes.</li><li>
Providing interpretation and direction on the use of agency Chart of Accounts to ensure proper coding of expenditures.</li><li>
Independently interpreting and ensuring all vendor and travel payments are paid within the SAAM, OFM purchasing guidelines, agency policy and procedures, and agency and statewide contracts.</li><li>
Auditing, reviewing, and processing invoices and travel documents.</li><li>
Ensuring all payments are timely, accurate, and in compliance with OFM policies and DNR policies.</li><li>
Analyze and interpret recurring financial payroll data to identify any discrepancies in various payroll, leave, benefit functions, over/under payments, NTAR corrections, and leave accrual and use issues.</li><li>
Analyze, interpret, and apply complex Civil Service Rules and DNR policies in regard to regular pay, overtime eligible, and non-eligible employees.</li></ul></div><p></p>

<p></p><div><p>The Nevada Department of Corrections is now hiring for a Budget Analyst 3 in Carson City supporting Fiscal Services. A Budget Analyst 3 will be responsible for preparing and overseeing budgets alongside the fiscal team. They will ensure that these budgets align with policies, regulations, and financial limitations, as well as monitor the budget performance, review reports, conduct financial analyses, and recommend adjustments as needed. This role would include presenting budget findings, analyze legislative proposals, and advise on resource allocation. Additionally, the incumbent will design and maintain financial reports, assess funding availability, and support internal control procedures. Work hours are typically Monday through Friday, 8:00 a.m. to 5:00 p.m., but extended hours and overtime may be required on short notice in cases of emergency.</p><p>
Budget Analysts prepare and implement budgets including the development of expenditure projections, narrative justification of programs, and detailed biennial spending plans; review and analyze budget requests and adjustments; and ensure compliance with budgetary directives, policies, regulations and limitations.</p></div><p></p>

<p></p><div><p>Assist agencies in developing budget requests by explaining statutory requirements and providing fiscal guidance; analyze budget requests; make recommendations regarding additions, deletions and/or reductions; prepare written justification and summary statements for budget requests.</p><p>
Control and oversee budgets to ensure compliance with authorized spending limitations and determine the necessity of work program adjustments; monitor budgets through review of audit reports, verification of compliance, and review of agency internal controls and performance levels.</p><p>
Assist assigned agencies and/or programs by analyzing, organizing and balancing agency/program requests; review and make recommendations on work program changes; and analyze the impact on existing and future agency budgets.</p><p>

The State&rsquo;s Financial Plan is statutorily required to be issued on a quarterly basis and is utilized in regulatory disclosure as the State is an issuer of debt. FPU provides DOB leadership with options for achieving and maintaining balanced budgets and addressing emerging public finance challenges. Responsibilities</b></h3><div><br>
Budget and Policy Analysts at DOB are typically involved in:</div><ul>
<li>Analyzing, developing, and implementing key aspects of the Financial Plan with a particular emphasis on reviewing and analyzing budget estimates and operating trends. Drafting recommendations and materials to guide decision-making, including articulating nuanced issues, illustrating trends and projections, and synthesizing data.</li>
<li>Managing the State&rsquo;s Financial Plan including tracking operational metrics, projecting and monitoring spending trends, , and working with counterparts to mitigate fiscal risks.</li>
<li>Providing support to examiners and agency staff in setting fiscal policy, determining appropriate funding mechanisms, transactional steps, and reporting methods.</li>
<li>Formulating and presenting recommendations and areas for review and/or improvement based on independent analysis, and interpretation of data and information.</li></ul><br>
