<div><div><div><div>Reporting to the Associate Dean of Administration and Finance , the Grants Manager will oversee the awards portfolio of the School of Nursing faculty in four academic departments and an Organized Research Unit (ORU). The position will manage a team of 7.00 FTE research administrators collectively responsible for a portfolio of 170+ awards totaling approximately $22M of state, federal, and private sponsored grants and intramural research awards for approximately 80 PI&rsquo;s/faculty. 
 
The Grants Manager will assist the Associate Dean of Administration and Finance in the creation and maintenance of a robust research administration team focused on financial integrity, customer service, and compliance. The position will be a strategic partner to our Associate Dean of Research in support of analysis of our research enterprise for strategic initiatives and developing viable funding streams to support research activities. 
 
Primary duties include but are not limited to:<ul><li>
Overseeing the management of research awards and traineeships, including meeting sponsors&rsquo; requirements on reporting and closeout activities, analyzing research funding trends and sources, forecasting and planning.</li><li>
Managing personnel actions for the Grants Management team including recruitment, training and mentoring, performance evaluations, management and discipline.</li><li>
Overseeing pre-award proposal initiatives that are not under the purview of the campus Research Management Services unit.</li><li>
Implementing policy compliance measures, developing workflows that are efficient and ensure internal controls, developing long-range strategies to solve current complex issues, providing guidance and expertise to effect needed changes in a way that optimizes resource utilization and minimizes risk.</li></ul>
Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel. Manages operations of contracts and grants office and professional staff.
The final salary and offer components are subject to additional approvals based on UC policy.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

Role Purpose
This role will have overall responsibility to ensure that all the grants in the country are properly mapped in the system. Responsible to ensure that capturing of data is done and ensure data integrity. Support project managers in grants compliance on financial matters and ensure that financial expenditure status is well communicated to project managers for proper actions. Monitors issues related to exchange rates and gains/losses of the projects to PMs. Review of all grants financial reports. Responsible for cost recovery for all grants and proper charging is done in the projects. In addition to lead the development of budget for new funding opportunities.

</li><li>Prepare the grants partner settlements journal voucher and follow up with finance team to ensure timely submission of partners required reports and related documents.
</li><li>Coordinate grants recharges and ensure that it is reflected in the corporate systems. Ensure that the CFM and Plan Egypt senior management are made aware of issues/challenges pertaining to full recharges of grant costs in corporate financial systems.
</li><li>Follow up and update all grants financial systems and share information with related staff.
</li></ul>Reporting
<ul><li>Prepare grants financial reports to ensure that management and donors receive the needed data with the required quality standards in line with Plan policies and guidelines.
</li><li>Prepare the monthly Indicative Grant Funding report and submit it to the RO on time
</li><li>Follow-up with the NOs regarding the FADs in errors and respond to IH on the grant monthly tracking report
</li><li>Contribute in the FFMR and Quarterly Reports, update the grant section only.
</li><li>Prepare analysis on grants for management ensuring that management has the needed information for decision making.
</li><li>Contribute in the annual budget preparation for Plan Egypt and tracking the regular updates on grant budget information

</div>ABOUT THIS OPPORTUNITY
The Department of Global Health has an outstanding opportunity for a Grants and Contracts specialist to join our team. The Grants and Contracts Specialist will provide grants management support for Principal Investigators in the Department of Global Health Core with an emphasis on proposal development and pre-award support. This role provides research management expertise, preparation, review, and execution of grants, contracts and subcontracts. This position must be able to balance multiple priorities and deadlines in a complex environment, with demonstrated ability to prioritize essential tasks with short lead times. This position reports to the Grants and Contracts Manager.
POSITION RESPONSIBILITIES:
Pre-award Responsibilities (70%):
<ul><li>Develop and administer proposal timelines.
</li><li>Create budgets in tandem with the Principal Investigator; including grants and clinical trials.
</li><li>Prepare and review administrative portions of proposals, including budget justifications, facilities and resource descriptions, biographical sketches, and other support documents.
</li><li>Direct the pre-award activities by performing or overseeing timely and accurate proposal and contract development in accordance with university, sponsor, and department requirements.
</li><li>Provide technical advice to investigators and support staff on research funding guidelines and restrictions, application procedures, deadlines, and appropriate budgets.
</li><li>Provide strategic planning advice to PIs about funding and resource allocation, considering pre-award plans with current and future awards.
</li></ul>Post-award Responsibilities (20%)
<ul><li>Award processing including sponsor requests, re-budgets, initiating internal award set-up and modifications: supplements and extensions, and de-obligations.
</li><li>Preparing and submitting progress reports according to sponsor requirements providing technical advice and interpretation of regulations to faculty and staff, preparing and submitting just-in time materials as well as other sponsor requests.
</li><li>Provide back-stop support to Department for sponsored program budget management including budget forecasting, effort allocations, subaward management and procurements.
</li></ul>General (10%)
<ul><li>Participate in department-wide grants management process improvement efforts including serving as a resource for pre-award process and procedures.
</li><li>Other duties as assigned.
</li></ul>POSITION REQUIREMENTS/DEGREE EXPERIENCE:
<ul><li>Bachelor&rsquo;s degree or any equivalent combination of education/professional experience.
</li><li>Three years of experience in sponsored project research administration at a University particularly in Pre-award.
</li></ul>DESIRED QUALIFICATIONS:
<ul><li>Experience with the preparation and submission of sponsored project proposals including a familiarity with Grants.gov, eRA Commons, Research.gov and other sponsored projects systems.
</li><li>Familiarity with UW systems such as SAGE, Workday, and Award Portal.
</li><li>Knowledge of UW policies, regulations, and institutional/state accounting and/or budget procedures.
</li><li>Self-motivated and able to work independently, as well as collaboratively.
</li><li>Experience with international research.
</li></ul>CONDITIONS OF EMPLOYMENT:
<ul><li>Periodically available for phone calls/meetings in the early morning and late evenings to accommodate worldwide time differences.
</li><li>This is a full-time position that will require flexible work hours outside of standard operational hours to meet deadlines. This position is eligible for 100% remote work or a hybrid work schedule with the expectation of 1-2 days per week in office.
</li><li>This position must be comfortable working with staff and faculty of all levels.

Department of Global Health was established in 2007, bridging the schools of Medicine and Public Health, with a mandate to harness the expertise and interdisciplinary power of all UW schools and colleges. Our mission is to improve health for all through research, education, training, and service; to understand and address the causes of disease and health inequities at multiple levels; and to collaborate with partners to develop and sustain locally-led, quality health systems, programs and policies.
