What are my responsibilities?
<ul><li>Ensure the working environment is safe and secure for all employees within the Project Execution.</li>
<li>Lead, manage, and develop a team of HSE personnel with a workforce of about 450&ndash;500 employees at the site.</li>
<li>Design safety, health, and environmental programs for the site and implement them effectively.</li>
<li>Design and structure HSE programs and ensure proper implementation across operations.</li>
<li>Lead accident investigations, formulate reports, and conduct effective analysis to identify leading indicators.</li>
<li>Contribute to developing new HSE standards and techniques, ensuring innovation, clarity, and compliance.</li>
<li>Ensure the HSE team is proactively managed and continuously trained, identifying CPD requirements and implementing training plans.</li>
<li>Review HSE policies to ensure they remain updated and aligned with current trends; assess HIRA, JSA, and other risk tools.</li>
<li>Develop and implement new procedures to reinforce operational controls, inspections, SUSA audits, and compliance activities.</li>
<li>Design and conduct various training programs and ensure HSE policies and procedures are followed.</li>
<li>Conduct safety audits and create awareness among employees regarding safety obligations.</li>
<li>Ensure safety comments and complaints are documented, disciplinary actions are applied when required, and report violations to higher authorities.</li>
<li>Ensure safe execution of installation, testing, commissioning, and maintenance activities.</li>
<li>Embed HSE into project planning and contractor management.</li>
<li>Monitor contractor and subcontractor HSE performance.</li>
</ul>What do I need to qualify for the role?
<ul><li>Bachelor&rsquo;s degree in safety, Industrial Engineering, Environmental Science, or a relevant field.</li>
<li>Minimum of 8 years of experience in health &amp; safety in an industrial or project-based environment.</li>
<li>Minimum of 5 years of experience leading and managing a team of HSE personnel and a large on-site workforce.</li>
<li>Excellent skills in writing incident and investigation reports and developing HSE policies.</li>
<li>Strong attention to detail, organizational abilities, and diligence.</li>
<li>Familiarity with international standards such as ISO 45001:2018 and ISO 14001:2015, as well as local HSE regulations.</li>
<li>Strong analytical and leadership skills, with the ability to drive positive changes and promote a safe work culture.</li>
<li>Excellent communication skills and the ability to engage internal and external stakeholders; experience working across diverse cultural environments.</li>
<li>Lead Auditor certification in ISO 45001:2018 or ISO 14001:2015 is a plus.</li>
<li>IOSH membership or equivalent association is an advantage.</li>
<li>Evidence of Continued Professional Development (CPD) is a plus.</li></ul></div>

Job Description 
What You&rsquo;ll Drive<ul><li>
Support senior and project management in implementing Six Construct, regulatory, and client HSE requirements and annual objectives.</li><li>
Define, communicate, and drive annual HSE objectives and action plans in coordination with Country/Regional HSE Management and Project Leadership.</li><li>
Act as a strategic advisor to line management by promoting HSE ownership at all levels through coaching, challenging, and supporting decision‑making.</li><li>
Hold full line‑management responsibility for Project HSE teams, including recruitment, competency assessments, coaching, and performance monitoring.</li><li>
Ensure adequate and competent HSE staffing across assigned projects.</li><li>
Develop, maintain, and act as custodian of the HSE Management System, procedures, and tools covering all risk areas in alignment with company requirements, Saudi regulatory frameworks, ISO 45001, and client HSE standards.</li><li>
Oversee the administrative control and proper documentation of the HSE Management System.</li><li>
Plan, organize, and execute HSE audits (technical and management system), ensuring timely follow‑up of corrective actions at both regional and project levels.</li><li>
Evaluate HSE trend analysis and coordinate with site management to establish action plans when required, verifying effectiveness through follow‑up inspections and meetings.</li><li>
Oversee subcontractor compliance and ensure their integration into the project&rsquo;s OSHMS.</li><li>
Review and provide expert feedback on risk assessments and method statements to ensure robust HSE controls that enable safe execution of work.</li><li>
Establish and maintain comprehensive Emergency Response Plans tailored to stadium operations.</li><li>
Lead or facilitate investigations of incidents, accidents, and near misses; ensure proper reporting and close‑out of corrective actions.</li><li>
Maintain oversight of HSE reporting quality, data integrity, and submission timelines for monthly HSE reports.</li><li>
Represent the company in HSE meetings with clients, consultants, and external authorities.</li><li>
Provide HSE assurance to clients during audits, inspections, and progress review meetings.</li><li>
Identify training needs and coordinate with the HR/Training Department to organize and track HSE training programs.</li><li>
Actively contribute to company HSE networks and federal‑level HSE improvement initiatives.</li><li>
