Job Summary
We are seeking a proactive and experienced HSE Officer to oversee health, safety, and environmental compliance across construction projects in Dubai. The ideal candidate will be responsible for implementing HSE policies, conducting safety inspections, ensuring compliance with UAE regulations, and promoting a strong safety culture on-site.<div>
Key Responsibilities 
<ul><li>Implement and monitor Health, Safety, and Environment (HSE) policies and procedures.</li><li>Conduct regular site inspections, risk assessments, and safety audits.</li><li>Ensure compliance with UAE HSE regulations, company policies, and client requirements.</li><li>Investigate accidents, incidents, and near misses, and prepare detailed reports with corrective actions.</li><li>Deliver safety inductions, toolbox talks, and HSE training for site personnel.</li><li>Monitor the proper use of Personal Protective Equipment (PPE) and enforce safety standards.</li><li>Identify workplace hazards and implement preventive and corrective measures.</li><li>Maintain HSE documentation, records, permits, and compliance reports.</li><li>Coordinate emergency response procedures and conduct emergency drills.</li><li>Work closely with project managers, engineers, and subcontractors to ensure a safe working environment.</li></ul></div>
Requirements<ul><li>Diploma or Bachelor's degree in Occupational Health &amp; Safety, Engineering, Environmental Science, or a related field.</li><li>NEBOSH Certification (Mandatory).</li><li>IOSH Certification (Mandatory).</li><li>Minimum 3&ndash;5 years of HSE experience in the construction industry.</li><li>Strong knowledge of UAE HSE legislation and international safety standards.</li><li>Experience conducting risk assessments, incident investigations, and safety training.</li><li>Excellent communication, reporting, and interpersonal skills.</li><li>Proficient in Microsoft Office (Word, Excel, PowerPoint).</li><li>Ability to work independently in a fast-paced construction environment.</li></ul><div>

The role is responsible to ensure on-site implementation of HSE requiremnets for all site activities and facilities by conducting inspections, advising, aassisting and supporting the construction superviors, foremen and chargehand on HSE requirements.
<ul><li>Proactively identify the safety &amp; health risks and liaise with the projects team in implementing the control measures.
</li><li>Conduct daily inspections at site covering tools, scaffolds and other equipment and render necessary advices to construction supervisors &amp; workers.
</li><li>Conduct periodic awareness sessions, inductions, tool box talks focusing on site rules, regulations, tools, chemicals, ladders, scaffolds &amp; other equipment.
</li><li>Ensure prestart brifings are conducted by the formen, chargehand and supervisors.
 
Evidence based reporting of unsafe conditions and unsafe acts at site and recommend corrective actions
</li><li>Report nearmiss and incidents and preserve the incident location pending investigation.
</li><li>Furnish employee with the proper personal protection equipment, instruct them in its proper use, and make certain that it is working.
</li><li>Hazard identification and immediate action to minimize the risks as required by the MSRA. Further recording of all hazards identified and action taken by the Construction Management
</li><li>Assist the HSE Manager and HSE Supervisors in conducting emergency evacuation drills at least once every six months on site.
</li><li>Check plant and equipment and the validity of all appropriate test certificates and valid stickers.</li></ul></div></div>
