This position is primarily an independent, complex administrative, consultative, and technical position, providing managerial direction and operations coordination to Area 1 HIV/AIDS Program (Escambia, Okaloosa, Santa Rosa, and Fort Walton Counties). The position performs a wide range of duties under the supervision of the Public Health Services Manager &ndash; SES. This position spends the majority of the time engaged in supervisory responsibilities for assigned program activities in a state and local Department of Health concerning Human Immunodeficiency Virus (HIV) / Acquired Immune Deficiency Syndrome (AIDS) Surveillance, HIV/AIDS Contract Management, HIV/AIDS Prevention, Early Intervention, and AIDS Drug Assistance (ADAP) programs. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees&rsquo; work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Travel may be required.

General Program Development and Management:

Act as the liaison with the Florida Department of Health (FDOH) HIV/AIDS Section, the local regional Departments of Health, and the community on HIV/AIDS issues. Educate the community on FDOH and local Departments of Health goals, objectives, and available programs and services. Participate in statewide, regional, and county HIV/AIDS program planning, development, and evaluation, as needed. Initiates and directs the development of policy material. Responsible for providing technical assistance and monitoring of regional program services. Plans workloads, workflows, deadlines, work objectives and time utilization with employees. Maintain positive communications with the Administration and Directors of Nursing in the regional counties.

Maintain knowledge of HIV/AIDS policies, guidelines, statutes, rules, and protocols. Provide technical assistance to the community regarding confidentiality, testing, need-to-know, and reporting issues. Ensures that all data set(s) under this position&rsquo;s responsibilities are available to those who need to know, protects the integrity of those assigned data set(s), and assists the Information Security Coordinator as needed to comply with policies and procedures described in Security Policy 3 - areas of responsibilities. Assist the HIV/AIDS Section Quality Improvement Liaison with scheduling site visits to County Health Department (CHD) locations in the region. Supervises and administers the quality assurance activities of the regional program services. Maintain knowledge of local HIV/AIDS funding and work closely with the Public Health Services Manager E - SES and the Health Medical Executive Director &ndash; SES regarding HIV/AIDS expenses and the development of spending plans. State purchasing (P-Card) holder responsible for abiding by purchasing guidelines, including documentation, justifications, and reporting.

Coordinate with staff and community partners for outreach events. Ensure reports are submitted to the HIV Section of the DOH Central Office on time. Participate in monthly HAPC conference calls. State abreast of current legislation, activities trends and funding sources relative to HIV care. Ensure that all relevant HIV/AIDS, contracts, MOAs, and MOUs (responsibility of EIC) are appropriately managed and monitored by working with the EIC and contract manager to assure that they are meeting their HIV contract management responsibilities. Plan, develop, and coordinate an Area 1 HIV/AIDS education program for professionals, the community, and for providers. Educates the community on available programs and services (i.e., presentations and material).

Prevention:

Utilize HIV/AIDS staff to identify and develop a plan for service gaps in the region. Coordinate special events, i.e., World AIDS Day activities, National HIV/AIDS Testing Day. Supervise the Early Intervention Consultant (EIC). Assist the EIC in assuring HIV trainees are meeting Technical Assistance Guideline requirements. Ensure that the local counseling and testing programs are managed and evaluated correctly (direct responsibility of the EIC). Promotes or assists in promoting the development of community resources to address program needs. Ensure local outreach activities are occurring in the target populations identified in the local prevention plan. Ensure timely, complete, and accurate reporting by coordinating with surveillance staff.

Surveillance: Ensure the surveillance staff are providing education on reporting requirements and the importance of reporting to providers. Ensure that reporting is done in a timely manner and reports are shared with Area 1 CHD Administrators and other programs within the Health Department.

Patient Care: Ensure the planning and coordination of HIV/AIDS patient care,i.e patient's linkage to care and ADAP activites. Oversee the duites and tasks of all linkage activites and staff.Coordinates with public and private agencies to promote integrated service delivery. Provide technical assistance to community patient care HIV/AIDS programs throughout the region. Participate in area consortium meetings and planning activities. Ensure ADAP database is properly maintained. Ensure that ADAP staff review client files for the required documentation needed for determining client eligibility.

Minimum Qualifications:
Valid Driver&rsquo;s License

One to three years of direct supervisory experience (selection and hiring of new staff, setting employees performance expectations, etc.)

One year of conducting community presentations

Successful completion of HIV 500/501 course within 6 months of hire.

Bachelor&rsquo;s degree from an accredited educational institution.

Preferred Qualifications:
Bachelor&rsquo;s degree in social sciences or health discipline from an accredited educational institution.

<li>Assists with family contact when medical issue is involved and provides information about residents' conditions and discusses alternative actions;</li>

MINIMUM TRAINING AND EXPERIENCE:

General Summary:
The Felician Sisters of North America is seeking a full-time Nurse Administrator in Enfield who will plan and oversee the day-to-day health services and nursing activities for our 20-bed Care Center with approximately 30 staff members.
This position ensures quality, person-centered resident care and adherence to facility policies, procedures, and standards and applicable governmental regulations. The successful candidate for our small Care Center will be excited to be a hands-on Nurse Administrator and work the floor on a regular basis. The Felician Sisters of North America are a Felician Franciscan community of sisters with central convents throughout North America. Our nursing staff provides high-quality, clinical care for our Sisters, many of whom are aging in place in their convent homes. Our Health Care Center nursing staff provides nursing care similar to a long-term care facility.
Responsibilities:
<ul><li>Set and monitor achievement of goals for the Nursing Department consistent with established philosophy and standards of practice.</li><li>
Participate in the development of Nursing Service's standards. Communicates and interprets standards to personnel.</li><li>
Responsible for meeting required department staffing ratios.</li><li>
Schedule, direct and document regular meetings with nursing staff.</li><li>
Provide in-service education sessions on a regular basis.</li><li>
Oversee Restorative, Wounds Prevention and Infection Control Programs.</li><li>
Assess resident care needs and assist in the individualized plans of resident care and make recommendations for specialized rehabilitation.</li><li>
Coordinate the daily functions of the nursing department and interacts with nursing staff, families and physicians.</li><li>
Assist with assessment of residents, including hospital visits for intake as appropriate. Prepare or supervises preparation of work assignments of unit staff.</li><li>
Make regular nursing rounds to review work in progress, evaluate resident care and handle routine nursing matters necessary to facilitate operations. Function as a resource for staff concerning resident care issues.</li><li>
Evaluate resident's needs, condition and care and developing nursing care plans for individual residents including rehabilitative and restorative activities, and instruction in self-help. Periodically review care plans with resident's physician and nursing team. Make referrals for spiritual and physiological/psychological needs to appropriate personnel.</li><li>
Assist with the investigation of complex resident care problems and assists staff in the analysis and resolution of such problems. Assist with the investigation and resolution of complaints from residents, family members and physicians through direct action/intervention or referral to appropriate supervisory/managerial personnel.</li><li>
Assists with the development, implementation, and monitoring of any plans of correction.</li><li>
Assist the Administrator with employee relations to include recruitment, orientation, performance evaluations, disciplinary actions, terminations, job description updates, training, staff development and enforcement of policies and procedures</li></ul>
Education and Experience:
<ul><li>Graduate of an accredited school of nursing required. Bachelor of Science in Nursing (BSN) preferred.</li><li>
Current Registered Nurse (RN) licensure in good standing required in the state of Connecticut or willingness to apply for licensure in the state of Connecticut.</li><li>
Minimum of five (5) years of nursing experience in long-term care or similar health care environment required.</li><li>
Minimum of five (5) years of experience in a supervisory position required.</li><li>
Comprehensive supervisory experience including hiring, employee disciplines, performance evaluations, staff scheduling, staff engagement.</li><li>
Technical aptitude and proficient computer skills are vital.</li></ul>
