Incumbent serves as Bridge Program Engineer for the Highway Department, responsible for managing the Department&rsquo;s Bridges including Bridge Preservation Program, assuring the County Bridge Program meets state requirements and County/department policies and procedures.
DUTIES:
Consults with County Highway Engineer regarding bridge project priorities, plans, scope, and objectives.
Maintains Department&rsquo;s annual Bridge Asset Management plan, making recommendations for bridge maintenance priorities and bridge capital project priorities.
Responds to public requests and complaints regarding bridge repair/improvement projects, including meeting/discussing with complainants, investigating/inspecting project sites, recommending or taking appropriate action to resolve valid complaints, and attending meetings and public hearings as needed.
Oversees development of bridge projects, including directing design consultants, and reviewing design consultant invoices and authorizing payments. Performs utility and right of way acquisition coordination as needed.
Functions as the designated liaison for all bridge-related procurement matters, ensuring effective communication between internal stakeholders and external vendors, facilitating timely resolution of inquiries, and supporting the execution of procurement processes in accordance with established policies. 
Reviews bridge project design plans for compliance with department policies, procedures and standards. Consults with County Highway Engineer regarding bridge priorities, scope and objectives, making recommendations regarding approval.
Reviews or prepares surveys, specifications, contracts, and advertisements for bridge projects, and recommends contract award to County Highway Engineer.
Oversees bridge construction/repair, including coordinating or occasionally conducting inspections, reviewing invoices and authorizing payments to consultants and construction contractors, and ensuring timely completion of projects. Periodically issues binding statements as needed regarding department position on bridge specifications, standards and policies.
Periodically meets and consults with Indiana DOT, other municipalities, consultants, contractors, utilities, drainage districts, and railroads to coordinate department activities.
Coordinates Federal Aid project development as needed.
Periodically supervises and directs assigned part-time, temporary personnel, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, and maintaining discipline.
Maintains county bridge inventory and classification program, ensuring required inspections and maintenance of related records according to statutory requirements.
Prepares and recommends annual budget for bridge design, inspection, construction, and maintenance.
Reviews and recommends changes in bridge standards and specifications, and prepares/updates Five year Bridge Replacement Program.
May occasionally attend court proceedings and provide testimony regarding litigation by and against the County as assigned.
Maintains current knowledge of bridges by periodically attending seminars and meetings.
Serves on 24-hour call for bridge emergencies.
Performs related duties as assigned.
I. JOB REQUIREMENTS:
Baccalaureate Degree in civil engineering, and possession of valid Indiana professional engineer license, or successful completion/passage of Fundamentals of Engineering (FE) exam and minimum of one year relevant experience as civil engineer.
Thorough knowledge of and ability to ensure adherence to standard principles and practices of engineering, and applicable federal, state and local regulations regarding bridge construction and maintenance.
Ability to assess County bridge needs and effectively plan, coordinate, and oversee appropriate, cost-effective projects.
Working knowledge of standard English grammar, spelling, and punctuation, and ability to effectively communicate orally and in writing with co-workers, other County departments and municipalities, Indiana DOT, regulating agencies, utilities, contractors, consultants, drainage districts, railroads, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to supervise and direct assigned part-time temporary personnel, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, and maintaining discipline.
Ability to properly operate standard office and surveying equipment, including calculator, computer, printer, copier, telephone, scanner, plotter, digital camera, laser level, and distance measuring device.
Ability to effectively use a variety of technical reference materials, and department software, such as network, computer aided drafting, GIS, word processing, and spreadsheet.
Ability to analyze survey and other data, read and interpret detailed prints, maps, and specifications, and prepare or review and approve a variety of detailed documents.

II. DIFFICULTY OF WORK:
Incumbent's duties are somewhat restricted in scope, but are of substantial intricacy, involving many variables and considerations. Incumbent exercises independent judgment in ensuring compliance with state and local codes and standard practices of the profession in planning and completing bridge projects.
III. RESPONSIBILITY:
Incumbent receives general supervision, with purpose and desired results indicated. Incumbent makes recommendations based on department policies and accepted engineering standards, discussing unprecedented situations with supervisor as needed. Decisions and work product are reviewed for soundness of judgment, attainment of objectives, and compliance with department policies and legal requirements.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains communication with co-workers, other County departments and municipalities, Indiana DOT, regulating agencies, utilities, contractors, consultants, drainage districts, railroads, and the public for purposes of exchanging information, explaining/interpreting policies and procedures, coordinating/managing projects, resolving problems, and supervising/directing personnel.
Incumbent reports directly to County Highway Engineer.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs a majority of duties in a standard office environment and sometimes outdoors, involving sitting and walking at will, standing/walking for long periods, driving, lifting/carrying objects weighing under 50 pounds, walking on uneven terrain, color perception, hearing communication, speaking clearly, working in high places, and exposure to varying weather conditions and physical hazards normally associated with construction sites. Incumbent occasionally works extended, weekend and/or evening hours, and occasionally travels out of town for meetings and seminars, sometimes overnight. Incumbent occasionally serves on 24-hour call for bridge emergencies.

Develop an annual maintenance work budget by reviewing past expenditures, workload indicators, proposed projects and non-rental equipment and maintenance material needs; submit the budget recommendation to the Assistant District Engineer for review and incorporation into the district budget. 
 
Oversee submittals of samples of aggregate, asphalt and traffic paint to the Materials and Testing Division for specification requirements and review quality control tests prior to recommending purchase or manufacture of maintenance materials. 
 
Coordinate the activities of the district&rsquo;s maintenance and equipment programs and activities to ensure proper planning, implementation and budgeting goals are achieved; review and develop equipment specifications in conjunction with Assistant District Engineer and District Engineer; maintain communication with other districts, divisions, department staff and State and local entities to ensure activities are completed in a timely and efficient manner. 
 
Communicate with Equipment Division and district equipment shop personnel in the formulation and development of equipment maintenance schedules and repair procedures; schedule equipment required to accomplish maintenance projects and arrange for equipment repairs; review reports regarding equipment malfunction or failures and take appropriate action; investigate repair and replacement recommendations and/or identify potential equipment problems and recommend solutions; perform maintenance plan reviews of materials and equipment for the purchase of new or upgraded equipment; discuss specifications and request replacement of rental equipment; purchase materials. 
 
Oversee and maintain quarterly facility pollution prevention inspections and current knowledge of environmental issues such as erosion control, endangered species and air quality. 
 
Oversee and implement the district&rsquo;s Roadside Vegetation and Noxious Weed Management Programs; develop and maintain inventories of undesirable and noxious roadside vegetation as well as short and long-term plans for removal and continued management; communicate with landowners, city and county officials and district staff regarding program activities, priorities and health hazards. 
 
Provide assistance to the Assistant District Engineer by remaining current on district projects, inter-agency agreements, and local concerns; respond to inquiries and requests for assistance from the public, outside agencies, or other department staff; attend public meetings with city and county officials, the public, land owners, and contractors to provide information and answer questions pertaining to department and district maintenance operations and activities. 
 
Supervise a variety of staff including Highway Maintenance Supervisors, Equipment Mechanic Supervisors, maintenance workers, skilled craft workers and equipment operator instructors; hire, train, assign and review work; take appropriate disciplinary actions and evaluate performance; ensure maintenance personnel comply with federal, State and local laws, regulations and agency policies and procedures. 
 
Provide direction and coordinate the administration of the district&rsquo;s in-house training program for staff including the development of new methods, policies, and procedures.
