 Under the general direction of a designated supervisor, the incumbent is responsible for conducting thorough investigations into traffic-related incidents, with a focus on both traffic homicides and hit-and-run incidents. As a primary investigator, the incumbent will respond to accident scenes, assess the incident, secure the area, and process, collect evidence and document their findings. Drawing upon their expertise in accident reconstruction, the incumbent will analyze physical evidence, such as skid marks, vehicle damage, and debris patterns, to reconstruct the sequence of events leading to the incident. This job has no supervisory responsibilities.

The function of the CNAU is to provide for the effective enforcement and prosecution of those who violate drug nuisance abatement laws under Chapter 712, part V, Hawaii Revised Statutes (HRS) but only for offenses related to drugs and intoxicating compounds as provided under Chapter 712, part IV and violations of Chapter 329D as provided under section 712-1270. The primary purpose of this position is to supervise and participate in the enforcement and investigations for the CNAU. This position is responsible for managing the development, implementation, and enforcement of any violations relating to drug nuisance abatement laws.</b><br>

<b>The Investigations Division is responsible for providing investigative services to all State departments and law enforcement agencies within the State of Hawaii in conducting criminal, civil, and administrative investigations.</b><br>

<b>The current vacancy positions are located in the</b><b> </b><b>Department of the Attorney General, Investigations Division, Cannabis Nuisance Abatement Unit (CNAU), and report to the Investigator VI. The function of the CNAU is to provide for the effective enforcement and prosecution of those who violate drug nuisance abatement laws under Chapter 712, part V, Hawaii Revised Statutes (HRS) but only for offenses related to drugs and intoxicating compounds as provided under Chapter 712, part IV and violations of Chapter 329D as provided under section 712-1270. The primary purpose of these positions is to perform investigations and enforcement duties for the CNAU to ensure compliance with State and Federal laws relating to the use, distribution, and sale of hemp products within the State of Hawaii. These positions will provide assistance as needed and directed by the Chief Special Investigator, with all statewide investigations assigned and carried out by the Investigations Division.</b><br>

<b>The Investigations Division is responsible for providing investigative services to all State departments and law enforcement agencies within the State of Hawaii in conducting criminal, civil, and administrative investigations.</b><br>

<b>Quality of Experience</b><b>:</b><b> </b><b>At least one (1) year of Specialized Experience must have been comparable in scope, complexity and responsibility to work experience characteristic of the Investigator IV class of work in State service.</b><br>
The Investigator IV performs and/or supervises investigations involving suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements within an agency's jurisdiction; determines case approach and gathers supporting evidence or information; prepares reports; and performs other related duties as assigned.<br>
<br>
<b>Investigator IV positions referenced above consist of the following types:</b><br>
<b>A.</b> An investigator independently performing the <b>full range</b> of investigations within an agency's jurisdiction where the work regularly is of a <b>complex</b> nature and in which the violations are related to a specific program area;<br>
<b>B.</b> One of two investigators who are responsible for the small investigative program in an agency, without higher level investigative supervisory guidance; and<br>
<b>C.</b> The working <b>supervisory</b> investigator in an agency where investigations are carried out according to standard policies and procedures, from planning through fact-finding to reporting the results of the investigations.<br>
<br>
<b>Selective Certification Requirement (</b><b>Hemp </b><b>Investigations Experience</b><b>):</b> In order to successfully perform the duties and responsibilities of these positions, applicants must possess knowledge of interviewing and interrogation techniques, proper investigative report writing techniques; rules of legal evidence; search and seizure laws; laws of arrest; techniques of and equipment used in surveillance; proper use of force, including deadly force; and Hawaii Penal Code. Applicants must also be able to review and analyze financial and other written documents; and properly <b>use firearms in the performance of their duties.</b><br>

Therefore, certification of eligibles for these positions shall be restricted to applicants who meet the minimum qualification requirements for the class, Investigator V, AND:<br>
<b>A.</b> <b>Are currently, or have previously been, </b>qualified by a certified law enforcement firearms instructor to carry a department or agency-issued handgun to perform their duties; and<br>
