COMMUNITY MANAGER
The Community Manager is responsible for overseeing the entire operations of a housing community under the supervision of the Regional Manager. As a Community Manager, you will manage all phases of the operations, including personnel, leasing, maintenance, financial, administration &amp; risk management. As an on-site leader, you will supervise all aspects of the property and staff to ensure compliance with Asset&rsquo;s policies and procedures, safety and fair housing guidelines, and liability concerns.
As a leading affordable housing management company, we prefer the following experience in addition to the Essential Duties and Responsibilities outlined below for our affordable assets :<ul><li>
Minimum of 2 years' experience with affordable housing programs, including but not limited to : LIHTC, HUD (Project Based Section 8, Section 236, PRAC, 811 PRA, USDA - Rural Development (515), HCD, HOME Funds and Bonds)</li><li>
Affordable Housing Accreditation (HCCP, HCP-E, COS, BOS, TCS, CPO) or other applicable designations in affordable programs is preferred but not required.</li></ul>

Use consistent techniques &amp; company directives to screen, hire, train, coach, and develop on-site staff</li><li>
Ensure the effectiveness of staff through ongoing training, coaching, counseling, and guidance in compliance with Asset training benchmarks.</li><li>
Complete weekly/daily office &amp; maintenance staff schedules and assignments</li><li>
Deal effectively and consistently with performance problems; document adequately, communicate with direct supervisor and HR, and terminate appropriately when necessary.</li><li>

Ensure staff compliance and consistency with Company policies and procedures</li><li>
Financial Management</li><li>
Achieve the highest possible net operating income through the implementation of effective cost control and revenue &amp; leasing improvement; identify trends and recommend strategies and adjustments</li><li>
Develop yearly operating budgets/forecasts</li><li>
Monitor the timely receipt and reconciliation of deposits, rent collections, and charges to ensure they are submitted on a timely basis.</li><li>
Monitor the timely receipt, reconciliation, and coding of all vendor invoices</li><li>
Ensure property closeout is completed on time and ownership financial reports are accurate</li><li>
Strategic Leasing Management</li><li>
Develop yearly marketing plan and utilize marketing strategies &amp; systems</li><li>
Ensure staff leasing techniques are effective in obtaining closure, follow-up procedures met, signing/documentation of leases, and reporting systems are accurate and up to date.</li><li>
Deal with resident complaints, concerns, and requests to ensure resident satisfaction</li><li>
Develop and implement resident retention programs (i.e., resident functions, special promotions, monthly newsletter, etc.)
</li><li>Effectively show, lease, and move in prospective residents</li><li>
Administrative &amp; Maintenance Management</li><li>
Ensure all administrative &amp; leasing reporting is accurate, complete, and submitted on a timely basis</li><li>
Will head emergency team for the property; ensure proper response and handling of all property emergencies with staff, residents, buildings, etc., within company guidelines to minimize liability.</li><li>
Manage excellent customer service and monitor service request turnaround and responsiveness of maintenance staff.</li><li>
Maintain property appearance and ensure repairs are noted and completed on a timely basis (this requires regular property inspections and tours)</li><li>
Plan for and utilize property resources, equipment, and supplies economically (i.e., obtaining bids/pricing from vendors, suppliers, and contractors, dealing with inadequate service, etc.)</li><li>
Give direction to and monitor maintenance, construction, and rehabilitation activities to ensure quality and expediency (i.e., &ldquo;walk&rdquo; units to ensure make-ready and work orders are completed)</li></ul> 
Education/Experience<ul><li>
High School Diploma or Equivalent; Bachelor&rsquo;s degree preferred or four year&rsquo;s experience in the housing industry; or one to two years related experience and/or training; or equivalent combination of education and experience.</li><li>
Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.</li><li>
Ability to understand and perform all on-site software functions; basic computer skills required.</li><li>
Must have basic knowledge of Fair Housing Laws and OSHA requirements.</li></ul>

Fairstead has an exciting opportunity at one of our properties, and we are looking for a strong Community Manager to join our team. The Community Manager is responsible for managing the day-to-day operations, all on-site compliance activities, and for the overall performance of their assigned property as detailed below. 


RESPONSIBILITIES:
<ul>
<li>Ensure adherence to laws relating to leasing, including but not limited to Departments of Housing and Urban Development (HUD), Fair Housing, Americans with Disabilities Act (ADA), and Fair Credit Reporting Act.</li>
</ul><ul><li>Remains compliant and knowledgeable in all aspects of the HUD 4350.3 Handbook.</li>
</ul><ul><li>Develops responses to regulatory agencies in coordination with the Compliance Department.</li>
</ul><ul><li>Implements intervention strategies with Regional Managers and Compliance Department for tenants who are non-compliant with lease/compliance requirements.</li>
</ul><ul><li>Prepares all site REAC reviews, EHS violations cleared, Management and Occupancy Reviews (MOR), Investor Site Reviews, Low-Income Housing Tax Credit (LIHTC) Reviews, and performs annual and interim recertification reviews.</li>
</ul><ul><li>Assisting tenants with requests, questions, problems, and complaints.</li>
</ul><ul><li>Monitors tenant and complex-wide arrears and litigation cases.</li>
</ul><ul><li>Document lease violations and coordinate evictions.</li>
</ul><ul><li>Direct collection of monthly rents and late fees, process applications, and pursue delinquencies through legal action and eviction. Monitor bad-debt write-offs.</li>
</ul><ul><li>Alerting staff of move-ins, move-outs, and any emergencies.</li>
</ul><ul><li>Supervise, direct, and monitor the preventive and emergency maintenance/repairs to ensure compliance with all regulations.</li>
</ul><ul><li>Coordinate vendor bids and contractor quotes.</li>
</ul><ul><li>Conduct and document unit inspections.</li>
</ul><ul><li>Conduct bi-annual walk-throughs with the Building Superintendent.</li>
</ul><ul><li>Create reports for review to ensure all buildings under the PM's responsibility are properly maintained and building needs are appropriately noted, planned for, and addressed.</li>

MINIMUM QUALIFICATIONS:

<li>QMHA-1 or QMHA-R required.</li>
<li>Must be registered with MHACBO to meet, at minimum, QMHA-R requirements.</li>
<li>Bachelor&rsquo;s degree in behavioral sciences field or a combination of at least three year&rsquo;s work, education, training or experience in healthcare, chemical dependency, mental health treatment, or social services.</li>
<li>Must possess a current driver&rsquo;s license, access to a vehicle, qualify as an Acceptable Driver as designated in Central City Concern&rsquo;s Fleet Safety policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.</li>
<li>Must meet CCC privileging requirements as required by FTCA.</li>
<li>Must have current CPR certification prior to start date.</li>
<li>Must pass a pre-employment drug screen, TB test, and background check. This includes clearance by the DHS Background Check Unit.</li>

ESSENTIAL DUTIES:

<li>Conduct regular community outreach, including street outreach, to identify and locate eligible participants.</li>
<li>Participate in regular team meetings and huddles.</li>
<li>Schedule eligible clients for housing assessments, including MSST, and connect them to appropriate medical and behavioral health programs.</li>
<li>Determine housing eligibility and coordinate placement in emergency shelter or transitional housing, or identify alternative housing options based on client needs and preferences.</li>
<li>Enter and maintain accurate client data in HMIS.</li>
<li>Coordinate with emergency shelter or transitional housing team members to support client placements and progress.</li>
<li>Support clients in maintaining temporary placements through behavioral interventions, advocacy, and participation in care conferences.</li>
<li>Engage regularly with clients to build housing readiness and independent living skills.</li>
<li>Assist clients in achieving housing readiness, resolving legal issues, and gathering required documentation.</li>
<li>Present housing opportunities through Shelter Plus Care and refer to alternative subsidy programs when SPC is not available.</li>
<li>Assist with housing applications, intake, and placement coordination with CAA staff.</li>
<li>Support voucher recipients with applications, appeals, and move-in processes, including arranging payment for fees, deposits, and rent when applicable.</li>
<li>Coordinate inspections with property management and guide clients through the lease signing process.</li>
<li>Arrange Community Warehouse services and help secure move-in items and funding.</li>
<li>Provide ongoing support such as annual renewals, emergency assistance, landlord mediation, eviction prevention, and coordination during moves.</li>
<li>Conduct regular outreach to clients&rsquo; homes and property management offices to ensure housing retention needs are met.</li>
<li>Coordinate, track, and assist with the completion of yearly Home Forward renewal paperwork and inspections.</li>
<li>Attend court hearings for criminal and eviction proceedings to support clients.</li>
<li>Build and maintain professional relationships with landlords and community service providers.</li>
<li>Offer continued support to SPC participants for the duration of their involvement in the program.</li>
<li>Complete all paperwork and documentation in electronic health records accurately, per compliance requirements, and in a timely manner.</li>
<li>Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and 
security. Support compliance with all privacy and security requirements pursuant to community partners&rsquo; and outside providers&rsquo; patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.</li>
<li>Attend all mandatory CCC trainings in a timely manner.</li>

This Housing Case Manager is assigned to project-based housing at 573 Meeting Street and will work exclusively with tenants of 573 Meeting Street. The primary goal is to assist vulnerable households in addressing the barriers to maintaining permanent housing using a strengths-based, Housing First approach. Functions performed include providing support to maintain housing, connection to community resources, home visits, rental payment monitoring, and problem solving. The principal duties are performed both in a general office environment and in housing units.
This position is funded in whole by One80 Place&rsquo;s Special NOFO Unsheltered grant.
One80 Place ends and prevents homelessness throughout South Carolina with offices located in Charleston and Columbia. This position will be based in Charleston.

Requirements:

SPECIFIC REQUIREMENTS:
1. Requires knowledge and belief in &ldquo;Housing First&rdquo; philosophy and strategies.
2. Bachelor&rsquo;s degree in Human Service field of study (social work, counseling, psychology or related field) required.
3. 2-3 years of human services experience working with clients who have a physical or mental health disability.

3. Assist clients in developing a strength-based/solution-focused individualized housing stability plan that promotes permanent housing and self-sufficiency; develop an effective, timely referral network in order to ensure ongoing direction and support as needed.
4. Refer clients to community resources to gain support for goals and follow up to ensure referrals were completed. A referral may include providing or setting up transportation for a client to access the resource effectively. It may also mean accompanying them and/or setting up an advocate to attend a meeting with the participant. Resources may be external to the organization or internal (SOAR, Legal).
5. Track and document client progress.
6. Hold clients accountable for achieving goals and objectives as identified on their housing stability plan.
7. Ensure that home visits are conducted at least monthly and more often, as appropriate.
8. Provide pro-active follow-up home visits to ensure stability and further progress towards self-sufficiency; this includes support, advocacy, lease compliance, reducing isolation, listening, problem solving, and identification of resources to assist with reintegration of clients in the community.
9. Provide information and referral assistance regarding available support from appropriate social service agencies and/or community programs.
10. Serve as an ongoing liaison between Supportive Services Manager and participants as well as between participants and neighbors.
11. Apply knowledge of residential lease contracts to educate clients of their rights and responsibilities.

1. Works in collaboration with shelter and housing program staff to facilitate a team environment.
