COMMUNITY MANAGER
The Community Manager is responsible for overseeing the entire operations of a housing community under the supervision of the Regional Manager. As a Community Manager, you will manage all phases of the operations, including personnel, leasing, maintenance, financial, administration &amp; risk management. As an on-site leader, you will supervise all aspects of the property and staff to ensure compliance with Asset&rsquo;s policies and procedures, safety and fair housing guidelines, and liability concerns.
As a leading affordable housing management company, we prefer the following experience in addition to the Essential Duties and Responsibilities outlined below for our affordable assets :<ul><li>
Minimum of 2 years' experience with affordable housing programs, including but not limited to : LIHTC, HUD (Project Based Section 8, Section 236, PRAC, 811 PRA, USDA - Rural Development (515), HCD, HOME Funds and Bonds)</li><li>
Affordable Housing Accreditation (HCCP, HCP-E, COS, BOS, TCS, CPO) or other applicable designations in affordable programs is preferred but not required.</li></ul>
Essential Duties &amp; Responsibilities<ul><li>
Personnel Management</li><li>

Use consistent techniques &amp; company directives to screen, hire, train, coach, and develop on-site staff</li><li>
Ensure the effectiveness of staff through ongoing training, coaching, counseling, and guidance in compliance with Asset training benchmarks.</li><li>
Complete weekly/daily office &amp; maintenance staff schedules and assignments</li><li>
Deal effectively and consistently with performance problems; document adequately, communicate with direct supervisor and HR, and terminate appropriately when necessary.</li><li>
Promote harmony and quality job performance of staff through support and effective leadership</li><li>
Ensure staff compliance and consistency with Company policies and procedures</li><li>
Financial Management</li><li>
Achieve the highest possible net operating income through the implementation of effective cost control and revenue &amp; leasing improvement; identify trends and recommend strategies and adjustments</li><li>
Develop yearly operating budgets/forecasts</li><li>
Monitor the timely receipt and reconciliation of deposits, rent collections, and charges to ensure they are submitted on a timely basis.</li><li>
Monitor the timely receipt, reconciliation, and coding of all vendor invoices</li><li>
Ensure property closeout is completed on time and ownership financial reports are accurate</li><li>
Strategic Leasing Management</li><li>
Develop yearly marketing plan and utilize marketing strategies &amp; systems</li><li>
Ensure staff leasing techniques are effective in obtaining closure, follow-up procedures met, signing/documentation of leases, and reporting systems are accurate and up to date.</li><li>
Deal with resident complaints, concerns, and requests to ensure resident satisfaction</li><li>
Develop and implement resident retention programs (i.e., resident functions, special promotions, monthly newsletter, etc.)
</li><li>Effectively show, lease, and move in prospective residents</li><li>
Administrative &amp; Maintenance Management</li><li>
Ensure all administrative &amp; leasing reporting is accurate, complete, and submitted on a timely basis</li><li>
Will head emergency team for the property; ensure proper response and handling of all property emergencies with staff, residents, buildings, etc., within company guidelines to minimize liability.</li><li>
Manage excellent customer service and monitor service request turnaround and responsiveness of maintenance staff.</li><li>
Maintain property appearance and ensure repairs are noted and completed on a timely basis (this requires regular property inspections and tours)</li><li>
Plan for and utilize property resources, equipment, and supplies economically (i.e., obtaining bids/pricing from vendors, suppliers, and contractors, dealing with inadequate service, etc.)</li><li>
Give direction to and monitor maintenance, construction, and rehabilitation activities to ensure quality and expediency (i.e., &ldquo;walk&rdquo; units to ensure make-ready and work orders are completed)</li></ul> 
Education/Experience<ul><li>
High School Diploma or Equivalent; Bachelor&rsquo;s degree preferred or four year&rsquo;s experience in the housing industry; or one to two years related experience and/or training; or equivalent combination of education and experience.</li><li>
Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.</li><li>
Ability to understand and perform all on-site software functions; basic computer skills required.</li><li>
Must have basic knowledge of Fair Housing Laws and OSHA requirements.</li></ul>

Housing Stabilization Case Managers work in conjunction with the wider array of homeless services to prevent and stabilize individuals and families in housing, help them navigate the process of obtaining housing, and secure all of the documents necessary to prove eligibility for those housing resources. Housing Stabilization Case Managers routinely engage with landlords to assist with securing housing as well.Primary Responsibilities/Essential Job Duties:<ul><li>Accept referrals from the WV Balance of State Coordinated Entry, which may include screening and assessing all potential participants evidence based assessments.</li><li>Aim to achieve housing stability into permanent housing resources for 100% of participants served.</li><li>Assist, through case management and linkages to mainstream resources, participants enrolled housing programs at WVCEH to maintain housing stability in the long-term.</li><li>Ensure connection with primary health services, job training, and educational services.</li><li>Maintain weekly contact with case load of 20 households</li><li>Participate in training opportunities as available</li><li>Provide after-hours and non-traditional hours of availability to meet individual needs of those served as needed.</li><li>Enter client-level data of services to the Homeless Management Information System in real- time, or within 48 hours of contact or service provision.</li><li>Provide opportunity for participants to participate in Peer Recovery supports.</li><li>Provide Community-Based Outreach Services outdoors, as available and able, as well as in places where people experiencing homelessness tend to gather.</li><li>Compile with all applicable standards of the WVCEH Personnel Manual and WVCEH Policies and Procedures.</li><li>Other duties as assigned</li></ul>This position is described as moderate physical activity performing daily activities of a face-to-face nature in client&rsquo;s homes and in the community. The Leasing Manager is responsible for overseeing all aspects of leasing and marketing at the property. The Leasing Manager works closely with the Community Manager to set leasing goals and develop a strategic marketing plan for achieving budgeted occupancy. The Leasing Manager is responsible for overseeing all aspects of leasing and marketing at the property. The Leasing Manager works closely with the Community Manager to set leasing goals and develop a strategic marketing plan for achieving budgeted occupancy.
