Duties:

The incumbent will be responsible for the following:<ul><li>
Supervises plans, directs and evaluates the work of professional and technical human resources staff members, provides technical expertise to staff, and establishes section and staff work programs and objectives. Plans, assigns, and reviews the work of staff members performing a variety of human resources functions and recommends changes in practices and procedures to increase operating efficiency and expedite workflow.</li><li>
Participates as a member of the agency&rsquo;s management team focusing on human resources and related administrative inquires/issues. Works with the bureau/division leadership in human resource strategic planning.</li><li>
Counsels management in accomplishing organizational and operational goals and identifying and resolving human resources issues. Provides human resources policy guidance, technical expertise, and consultation to other managers and staff within the agency. Renders decisions in the interpretation of the human resources regulations to agency management and employees. Recommends human resource policy or operational changes, consistent with District human resource laws, rules, regulations, priorities, objectives, and any new mandates to the agency head and monitors implementation when approved.</li><li>
Coordinates the human resources liaison function with DCHR, as necessary, including monitoring, reporting and responding to special issues/problems. Works with DCHR entities, as appropriate/necessary, to ensure accurate benefits and retirement administration, position classification, and recruitment and placement of personnel within the agency.</li><li>
Provides agency human resource representation at meetings, hearings, presentations, proceedings, and committees, as appropriate. Assists subordinates, as necessary, in the delivery of human resources services to agency employees. Makes decisions on work issues/problems presented by subordinates.</li><li>
Makes decisions on work problems of subordinate employees. Provides advice and counsel to staff. Approves selections for subordinate positions. Makes decisions on training needs and training requests related to subordinate employees. Recommends awards for bonuses for subordinate employees as well as changes in position classification, subject to approval by the bureau head. Performs other supervisory responsibilities as required.</li><li>
Trains new staff members in human resources techniques and methodologies; orients staff with appropriate laws, policies, regulations, and procedures; and ensures that work conforms to standards, regulations, and laws.</li><li>
Conducts projects and studies with other agency managers. Analyzes and evaluates new and existing programs in terms of meeting the agency&rsquo;s human resource management needs in order to comply with legal and governmental requirements. Recommends changes and/or corrective actions to District human resource law, rules, and/or regulations, as appropriate.</li><li>
Resolves problems encountered during daily operations and determines standards for problem resolution. Develops the performance enhancement plan, documents performance, provides performance feedback, and formally evaluates the work of subordinate employees.</li><li>
Responds to formal and informal employee grievances and prepares written responses. Documents causes for disciplinary action and initiates letters of reprimand and formal recommendations for disciplinary action. Provides work instruction and assists employees with difficult and/or unusual assignments.</li><li>
Develops and implements standard operating procedures (SOPs).</li><li>
Performs other related duties as assigned.</li></ul>
Qualifications<ul><li>
Knowledge of the mission and functions, goals and objectives, organizational structure, and individual program responsibilities of the agency, including administrative laws, policies, directives, regulations and precedents applicable to the agency/assigned areas.</li><li>
Expert knowledge of human resource information systems, such as PeopleSoft. Expert knowledge of human resources management principles, concepts, regulations, and practices in the areas of recruitment, benefits and retirement, compensation, performance management, benefits, classification, employee or labor relations.</li><li>
Demonstrated ability to effectively supervise staff and provide leadership in a human resource department/division, including, but not limited to: establishing goals, objectives, and priorities in accordance with the agency&rsquo;s overall mission including planning, directing, coordinating, controlling, and evaluating multiple programs of the division.</li><li>
Demonstrated knowledge of human resources management and the policies, precedents, procedures, accepted practices, and regulations that govern District of Columbia human resources actions and procedures including planning, organizing, coordinating, and implementing the overall human resource operations in an organization.</li><li>
Demonstrated skill in the interpretation and application of laws, rules, regulations, policies, procedures, collective bargaining agreements and administrative guidelines combined with the expert ability to use sound judgment and reach logical/useful conclusions.</li><li>
Knowledge of, and skill in applying, analytical and evaluative methods and techniques to conduct in-depth research of policy issues, program operations, project issues; to review and analyze complex issues; and prepare clear, in-depth reports of studies and recommendations.</li><li>
Excellent communication skills sufficient to represent the agency in various settings and respond appropriately. Demonstrated ability to write effective memoranda, papers and reports. Excellent skills to maintain effective working relationships with a variety of people.</li><li>
Knowledge and skill in the use of the District&rsquo;s Schedule A&rsquo;s and human resource management system (PeopleSoft) is required. Knowledge of, and proficient in operating a personal computer (PC), utilizing Microsoft Word, Excel, Access, PowerPoint, etc., and a willingness to learn new technology associated with assigned work tasks. Demonstrated knowledge of and ability write and run automated reports from a variety of computerized systems.</li></ul>

Education
High School Diploma or its equivalent required. Bachelor&rsquo;s Degree preferred.
Work Experience
Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-13 grade level in the District of Columbia government, or its non-District equivalent, gained from the public or private sector. Specialized experience for this position includes: experience providing advice and counsel on the full range of civilian human resource issues, including recruitment/staffing, classification, performance management, and human resources operations; experience leading or managing an HR operations team or organization; experience providing coaching, guidance, and/or training to subordinate staff, team members, or other employees to develop their skills in an HR area; experience interpreting HR policies and regulations; and experience in employee benefits and retirement administration.
One year of prior management/leadership experience required.
Work Environment
Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

The incumbent is required to possess and maintain a valid motor vehicle operator's permit.

This position is &ldquo;At Will&rdquo;. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
