HUMINT Targeting Specialist - Mid Responsibilities Include:
<ul><li>Conduct all-source intelligence analysis to describe the placement, access, accessibility, vulnerabilities, and motivations of individuals, who have access to foreign intelligence information of value to U.S. national security, and to describe the structures and functions of organizations and/or networks in which information of value to U.S. national security resides
</li><li>Identify potential HUMINT leads through exploitation of classified and open-source, multi-discipline intelligence reporting, databases, and finished intelligence production
</li><li>Produce comprehensive HUMINT targeting packages that clearly summarize a lead&rsquo;s likely placement and access to relevant information that has the potential to answer priority intelligence requirements, as defined by the Collection Managers, which the Division or Office is seeking to answer via HUMINT collection
</li><li>Work with Collection Strategists, Collection Managers, and analysts to define and task specific HUMINT collection activities in support of strategic-level collection strategies. Work closely with HUMINT Source Managers and Collectors to support hard target-focused collection operations
</li><li>Review, produce, and/or coordinate HUMINT plans, orders, annexes, target packages, variant analytical products, operational proposals, and tasker requirements
</li><li>Provide technical advice and guidance to enhance HUMINT targeting support to HUMINT Collectors
</li><li>Apply HUMINT targeting methodologies using available intelligence tools, applications, and databases to include, but not limited to, Voltron, Rockstar, Data Xplorer, RMT, CHROME, QLIX, Palantir, Proton, and i2 Analyst Notebook
</li><li>Performs other job-related duties as assigned
</li><li>Active TS/SCI with the ability to obtain a Counterintelligence Polygraph
</li><li>Have at least two (2) years of experience in operational and/or strategic-level targeting
</li><li>Possess a Bachelor&rsquo;s degree in Intelligence, Criminal Justice, Political Science, World/Regional History, and/or other history/political/intelligence or law enforcement topic. In lieu of a college degree, must have at least six years in a HUMINT Targeting Specialist or All-Source analytic role
</li><li>Professional knowledge of all-source target analysis concepts, principles, and practices, to include link analysis, network analysis, social media analysis, target analysis, and raw data fusion, and experience applying this knowledge to create comprehensive targeting packages
</li><li>Proficiency in computer-based tools, such as CHROME, CRATE, Pathfinder, M3, i2 Analyst Notebook, Palantir, and others, that are commonly used by the Intelligence Community

<ul><li>Conducts comprehensive research and obtains data and information from a variety of sources, including automated systems and the Arizona Criminal Justice Information System (ACJIS) network, to support law enforcement investigations and operations within the Sheriff's Department or County Attorney&rsquo;s Office;
</li><li>Prioritizes and validates requests for research assistance, determining the most appropriate procedures to collect and provide investigative information promptly and in the required format;
</li><li>Summarizes and disseminates investigative information to authorized personnel, law enforcement agencies, and relevant criminal information networks, ensuring compliance with all applicable federal, state, and local laws and regulations regarding access and dissemination of criminal information through the ACJIS operating manual;
</li><li>Maintains strict security and confidentiality protocols for all encountered information, adhering to established guidelines and procedures;
</li><li>Communicates with field investigators via radio or telephone from an office setting to assist in identifying and locating potential witnesses, obtaining pertinent information such as surveillance data, criminal histories, and financial records using restricted-access resources;
</li><li>Retrieves information from surveillance video tapes and audio records, copies video footage, and assists in organizing images in the picture database (MUG);
</li><li>Operates advanced audio and video systems effectively;
</li><li>Maintains, updates, and secures spreadsheets, databases, files, and networks to ensure the integrity and confidentiality of information;
</li><li>Indexes, classifies, compiles, codes, and files records, reports, and documents accurately;
</li><li>Prepares reports for submission to the Department of Public Safety, County Attorney&rsquo;s Office, and other relevant agencies regarding information inquiries and usage;
</li><li>Conducts training and orientation sessions for new employees on the use of investigative information resources, including the ACJIS network, picture database (MUG), evidence materials, and surveillance tapes;
</li><li>May provide testimony in court proceedings as needed;
</li><li>May assume a leadership role over clerical/administrative support staff.

Minimum Qualifications:
 
 
Bachelor's degree from an accredited college or university with a major in criminal justice, law enforcement, legal terminology, or related field as determined by the department head at the time of recruitment.
(Relevant experience and/or education from an accredited college or university may be substituted.)

Two years of experience with Pima County working in a criminal justice, legal, or law enforcement administrative job classification.

SUMMARY
 
Responsible for advanced operational processing, including complex endorsements, detailed billing reconciliation, elevated inbox management, claims follow-up, reporting, and external policy tracking. This role supports continuous process improvement, helps maintain SOPs, and serves as a resource for Operations Specialist I. Works closely with licensed SES personnel and leadership to ensure accuracy, efficiency, and consistent service delivery.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
 
Independently process complex property and insurance records in SES systems, including exception scenarios and non-standard workflows.
 
Review, validate, and correct work completed by Level 1 Specialists to ensure accuracy, completeness, and audit readiness.
 
Attach, index, and maintain supporting documentation in accordance with documentation standards and audit requirements.
 
Process complex endorsements involving special conditions and submit and track transactions through SES workflows, resolving routine operational questions directly.
 
Maintain external policy tracking for financial institution portfolios, ensuring accurate documentation, clear status reporting, and timely follow-up.
 
Execute advanced follow-ups for complex, incomplete, or non-standard policy documentation and escalate unresolved issues as needed.
 
Perform advanced billing reconciliation, including multi-system comparisons, GL coding validation, refund analysis, and discrepancy investigation.
 
Research recurring or systemic billing issues and coordinate with Accounting, Operations, or external vendors to resolve complex billing problems.
 
Serve as a primary point of contact for escalated calls and emails requiring advanced operational knowledge, providing clear process explanations within non-licensed scope.
 
Handle high-volume individual and shared inboxes, draft or refine non-template correspondence, ensure compliance with SLAs and communication standards, and provide guidance to Level 1 staff on professional communication and escalation practices.
 
Complete FNOL submissions for complex or time-sensitive losses, conduct proactive follow-ups with carriers or adjusters, manage loss-run requests, reconcile results with internal claim logs, and summarize findings for AEs or leadership.
 
Monitor team-level workflow queues, assign tasks to Operations Specialist I or offshore resources. Provide updates on queue status and risks, utilize Excel and internal systems for analysis and reporting. Assist with SOP and training material updates, support onboarding and mentoring staff, and participate in audits and special projects.
 
Performs all duties in accordance with all company policies and procedures, and all federal, state and local laws, wherein the Company operates.
 
Performs other duties as assigned.
 
QUALIFICATIONS
 EDUCATION/EXPERIENCE
 
Bachelor's Degree or equivalent combination of education and experience
 
Three (3) or more years in insurance operations, trust administration, financial services, or customer service.
