Under supervision of a Supervising Fraud Investigator I, Investigators are assigned law enforcement responsibilities of various complexity and volume commensurate with their background and training from entry level to highly complex duties and casework. Investigators conduct criminal investigations of felony violations of State and Federal law relating to insurance fraud and white-collar crime. Incumbents may work alone, with a team, or as a lead criminal investigator assigned to conduct investigations of criminal enterprises and profiteering and assist in the prosecution of cases involving these groups in both State and Federal courts; and conduct investigations involving a broad range of felony violations, both State and Federal judicial systems. Incumbents perform a full range of peace officer duties and responsibilities in the accomplishment of their assignments in accordance with the California Penal Code, Section 830.3.</p><div><br>
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.</div><p><br>
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. The Oregon Department of Justice (DOJ) &ndash; <div>Civil Enforcement Division</div> is seeking an Investigator 3 interested in joining our team. Our employees are currently working hybrid work schedules as business needs allow. The candidate selected for this position will do the same.</div><div></div><div>
Health care fraud enforcement is a national priority. The Medicaid Fraud Unit of our Civil Enforcement Division investigates and prosecutes fraud by Medicaid providers and allegations of abuse/neglect and financial exploitation of residents in long term care facilities. If selected, you will join DOJ as part of a dynamic, high-achieving, multi-disciplinary team charged with investigating and prosecuting health care fraud state-wide.</div><div></div><div>
DUTIES AND RESPONSIBILITIES (in part)</div><div></div><ul><li><div>
Collect, evaluate, and analyze computerized data and other evidence (e.g., medical records, Medicaid claims data, and social service, financial, records and legal records).</div></li><li><div>
Interview witnesses and suspects (including health care professionals, Medicaid agency personnel and Medicaid recipients).</div></li><li><div>
Draft accurate, detailed reports of investigative findings and interview reports.</div></li><li><div>
Prepare graphs, charts, reports etc. for presentations.</div></li><li><div>
Process referrals, conduct preliminary screenings, and make recommendations.</div></li><li><div>
Research Medicaid policies and programs.</div></li><li><div>
Testify in grand juries, hearings, and trials.</div></li><li><div>
Coordinate with social service agencies and local/state/federal law enforcement entities.</div></li></ul><div></div><div>
REQUIRED ATTRIBUTES AND SPECIAL REQUIREMENTS</div><div></div><div>
In order to be considered for this position, you must meet ALL the following minimum qualifications:</div><ul><li><div>
Four years of recent (within last ten years) full-time investigative experience which included: 1.) conducting fact finding; 2.) collecting and preserving evidence according to the rules of evidence; 3.) examining records; 4.) locating and interviewing witnesses to verify or disprove claims of suspected law violations; 5.) and writing investigation reports sufficient for use at administrative hearings or in court. <i>Examples of qualifying investigation experience are in areas such as law enforcement investigation, insurance investigation, investigative trial support, or financial fraud investigation.</i> <i>College-level courses in Law Enforcement, Criminal Justice, Law, Accounting, or Auditing may be substituted on a year-for-year basis for up to one year of the required experience.</i></div></li><li><div>
Have and be able to maintain an Oregon State driver license, throughout employment; willing and able to travel as needed (i.e., investigations, court dates, meetings, trainings, etc.).</div></li></ul><div></div><div>

Salary: $40,000 per year<br>

<p><i>General Duties:
</i></p><ul><li>Under the general direction from the elected District Attorney or Assistant District Attorneys, will handle sensitive criminal (and occasionally non-criminal investigations) which come under the jurisdiction of the Cameron County District Attorney.</li><li>
Assist victims of Felony and Misdemeanor crimes by keeping them informed on case status and court proceedings.</li><li>
Assist trial team (prosecutors) in trial preparation and provide court accompaniment.</li><li>
Assist trial team (prosecutors) in locating and transporting witnesses for trial preparations in Felony and Misdemeanor cases as assigned.</li><li>
Assist trial team (prosecutors) in securing information pertaining to cases as needed (i.e. - records, lab reports, etc.).</li><li>
Work on assignments outside of normal 8am-5pm office hours, including weekends, as requested by the District Attorney and trial teams.
</li><li>Represent the D.A.'s Office at community events to build and maintain positive relationships with the public.</li><li>
Complete all other duties assigned by the District Attorney.</li></ul><p><i><br>
Knowledge required:</i></p><ul><li>
Modern office practices and procedures</li><li>
Filing and record keeping criminal justice systems</li><li>
Operations of standard office equipment (including fax machines, copiers, and computers.)</li><li>

Education and Experience</i></p><ul><li>
High school diploma required.
</li><li>BA in criminal justice preferred.</li></ul><p><i><br>
Other Qualifications, Certificates, Licenses, Registrations:</i></p><ul><li>
Must be a TCOLE certified/licensed peace officer.
</li><li>Must have a valid Texas Motor Vehicle Operator's License and an acceptable record.
</li><li>Must be able to pass a criminal background check.</li></ul><p><br>
This is not a Civil Service covered position.</p><p><b><br>
