Employees in this class are assigned to the Investigative Division. The Investigator position includes an extended salary above the position of patrol officer. The work involves investigating both routine and more difficult cases of suspected criminal activity within the county and requires the use of considerable discretion and application of specialized knowledge and ability in the investigation and detection of crime. Employees manage a caseload of up to 50 cases at one time and work on these cases to bring them to a successful conclusion. Assignments are received in both written and verbal form. Cases are normally concluded with the preparation of a case for prosecution. An Investigator decides what violations of law have taken place and determines if the violation is civil or criminal and proceeds to determine the course of the investigation. While work is performed in accordance with established rules and procedures, an Investigator must exercise considerable independent judgment in working on specific cases. Advice and assistance is available from the Sergeant of Investigations on unusual situations. Employees in this classification are occasionally subject to call outs while off duty time. Work is reviewed through observation of performance and personal inspection and review of written reports.</div></div><p></p>

Key Responsibilities:<br>

- Examine a wide range of records and data -including development filings, housing applications, financial statements, and agency records and policies -to detect vulnerabilities and irregularities.<br>

<b>RECRUITMENT PROCESS:</b><div>
The Office of the District Attorney Human Resources screens all applications to identify the qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition. After all the test procedures have been completed, the District Attorney's Human Resources will establish an eligible list of qualified candidates.</div><div><br>
The recruitment procedure will consist of the following steps. Each step will require a few weeks to complete.</div><div><br>

Application materials will be rated by a panel of job knowledge experts for those qualifications most needed to perform the duties of the job. The more qualified candidates will be referred to the next step. This is a competitive process; therefore, be thorough in your responses.</div><div><br>

Structured Oral Interview Assessment &amp; Written Exercise | (Weighted 100%)</b></div><div><i>
Please note: The following assessments may take place on the same day. Candidates will complete the written assessment first, and the structured oral interview will follow.</i></div><div>
Candidates will complete a written exercise that a panel of subject matter experts will evaluate on writing skills, clarity, preciseness of writing, content, grammar, sentence structure, and format. Following the written assessment, candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.</div><br>

Eligible List</b><div>
Once all assessments have been completed, District Attorney Human Resources will establish an eligible list of candidates. Only the most successful candidates will be placed on the eligible list. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.</div><div><br>

The Oregon Department of Justice (DOJ) &ndash; <div>Civil Enforcement Division</div> is seeking an Investigator 3 interested in joining our team. Our employees are currently working hybrid work schedules as business needs allow. The candidate selected for this position will do the same.</div><div></div><div>
Health care fraud enforcement is a national priority. The Medicaid Fraud Unit of our Civil Enforcement Division investigates and prosecutes fraud by Medicaid providers and allegations of abuse/neglect and financial exploitation of residents in long term care facilities. If selected, you will join DOJ as part of a dynamic, high-achieving, multi-disciplinary team charged with investigating and prosecuting health care fraud state-wide.</div><div></div><div>
DUTIES AND RESPONSIBILITIES (in part)</div><div></div><ul><li><div>
Collect, evaluate, and analyze computerized data and other evidence (e.g., medical records, Medicaid claims data, and social service, financial, records and legal records).</div></li><li><div>

Four years of recent (within last ten years) full-time investigative experience which included: 1.) conducting fact finding; 2.) collecting and preserving evidence according to the rules of evidence; 3.) examining records; 4.) locating and interviewing witnesses to verify or disprove claims of suspected law violations; 5.) and writing investigation reports sufficient for use at administrative hearings or in court. <i>Examples of qualifying investigation experience are in areas such as law enforcement investigation, insurance investigation, investigative trial support, or financial fraud investigation.</i> <i>College-level courses in Law Enforcement, Criminal Justice, Law, Accounting, or Auditing may be substituted on a year-for-year basis for up to one year of the required experience.</i></div></li><li><div>
Have and be able to maintain an Oregon State driver license, throughout employment; willing and able to travel as needed (i.e., investigations, court dates, meetings, trainings, etc.).</div></li></ul><div></div><div>
