Under supervision of a Supervising Fraud Investigator I, Investigators are assigned law enforcement responsibilities of various complexity and volume commensurate with their background and training from entry level to highly complex duties and casework. Investigators conduct criminal investigations of felony violations of State and Federal law relating to insurance fraud and white-collar crime. Incumbents may work alone, with a team, or as a lead criminal investigator assigned to conduct investigations of criminal enterprises and profiteering and assist in the prosecution of cases involving these groups in both State and Federal courts; and conduct investigations involving a broad range of felony violations, both State and Federal judicial systems. Incumbents perform a full range of peace officer duties and responsibilities in the accomplishment of their assignments in accordance with the California Penal Code, Section 830.3.</p><p>
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.<br>

New to state candidates for the Investigator (8610) classification are entitled to the entrance salary rate (minimum) for Range A, which is currently $6,339. <ul><li>The Harris County District Attorney&rsquo;s Office employs investigators who are licensed peace officers as defined in Chapter 2.12 of The Texas Code of Criminal Procedure with a Texas Commission on Law Enforcement Officer Standards and Education (TCOLE). These Investigators are assigned throughout the Office of the District Attorney.</li>
<li>All applicants must meet the Texas Commission Rules 221.1 and 221.3 (Intermediate, Advanced, or Master Peace Officer Proficiency Certification Requirements).</li>
<li>District Attorney Investigators assist the prosecutorial staff in the preparation of criminal cases that occur in Harris County, conduct formal investigations, conduct investigations directly for the District Attorney, and assist law enforcement officers from other jurisdictions on a case-by-case basis. <h2 class="jobSectionHeader">Evaluates, summarizes, and communicates investigative findings through various oral and written communications. Prepares detailed, comprehensive internal reports. Develops comprehensive fact-based exhibits to ensure effective case presentations in administrative hearings and court cases, when required. Testifies and presents evidence in informal reviews and judicial proceedings (before administrative, civil, and criminal courts) as needed. (25%)</h2>
<h2 class="jobSectionHeader">Research potential interviewees related to the investigation. Conducts professional interviews with recipients, witnesses, providers, complainants, and provider&rsquo;s staff regarding investigations. (15%)</h2>

Establishes liaisons with the Office of Attorney General&rsquo;s Medicaid Fraud Control Unit, the Healthcare Program Enforcement Division, Managed Care Organizations (MCOs) other state and federal agencies, licensure boards, and other external entities to discuss and/or coordinate complex cases alleging fraud, waste, and/or abuse in the provision and delivery of all health and human services in the state. Reviews, develops, and recommends guidelines, procedures, policies, rules, and regulations to detect and prevent fraud, waste, and program abuse in the provision and delivery of all health and human services in the state.
