The Information Technology (IT) Vendor and Contract Manager (Manager-III (Download PDF reader)), Grade M3, leads and manages procurement efforts for the Department of Technology &amp; Enterprise Business Solutions (TEBS) and is the procurement subject matter expert for acquiring complex information technology-related resources, services, supplies, and equipment for the department. This position provides leadership and direction by managing a comprehensive, coordinated procurement program. The position is responsible for planning and directing procurement activities to support TEBS and County-wide users. It works with executive leadership to enhance value and efficiency for Enterprise-wide IT contracts. The position develops policies and procedures to ensure legal compliance, financial accountability, and effective resource utilization for assigned programs.</div>
<div><h2 class="jobSectionHeader">What You'll Be Doing</h2></div>
<div>The Information Technology Vendor and Contracts Manager (Manager-III (Download PDF reader)) serves as the strategic leader responsible for overseeing all vendor management and contract administration activities for the Department of Technology and Enterprise Business Solutions (TEBS) within Montgomery County Government. Reporting to the TEBS Chief Operating Officer (COO), this position provides high-level guidance on IT contracts, ensures alignment with enterprise technology goals, and drives efficient, transparent, and compliant procurement processes. The role also includes supervision of three full-time professional staff members who support vendor management and contracting functions. 
Key Responsibilities
Strategic Leadership and Contract Oversight<div><ul><li>
Lead the development, execution, and continuous improvement of TEBS&rsquo;s Information Technology contract and vendor management framework.</li><li>
Provide expert guidance on enterprise-level IT contract planning, procurement strategy, competitive solicitation, and contract award recommendations.</li><li>
Assess market trends, vendor capabilities, and emerging technologies to inform purchasing decisions and long-term technology planning.</li></ul></div>
Vendor Relationship Management<div><ul><li>
Serve as the primary point of contact for IT vendors, fostering productive partnerships that support TEBS&rsquo; mission and operational needs.<ul><ul><li>Monitor vendor performance, negotiate contract changes, and ensure accountability to service-level and performance requirements.</li></ul></ul></li></ul></div>
Contract Negotiation and Process Optimization<div><ul><li>
Lead complex contract negotiations, ensuring clarity, cost-effectiveness, and compliance with County procurement policies.</li><li>
Develop, refine, and implement standardized processes, templates, and performance metrics for vendor and contract management.</li></ul></div>
Team Management and Collaboration<div><ul><li>
Direct, mentor, and evaluate the work of the Vendor and Contracts team, fostering a high-performance, customer-focused environment.</li><li>
Partner with the COO and departmental leadership to align contract and vendor activities with strategic objectives, budget considerations, and operational priorities.</li><li>
Communicate recommendations, policies, and contract impacts clearly through written reports, presentations, and cross-departmental coordination.</li></ul></div>

<div><h2 class="jobSectionHeader">Minimum Qualifications</h2></div>
<div>Experience: Five years of progressively responsible professional experience managing contracts.
Education: Graduation from an accredited college or university with a bachelor&rsquo;s degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Probationary Period: Individuals appointed to this class will be required to serve a probationary period of twelve (12) months. Individuals promoted to this class will be required to serve a probationary period of six (6) months. During the probationary period, performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the probationary period.
Medical Protocol: This position requires completion of a pre-employment Medical History Form to assess your ability to perform the essential duties of the role safely.
Financial Disclosure: This position is designated as one that requires filing a Financial Disclosure Statement, and you will be required to disclose information about your financial affairs.</div>
<div><h2 class="jobSectionHeader">Preferred Criteria, Interview Preferences

Experience working with government procurement and acquisition policies and procedures, with demonstrated ability to apply regulatory requirements within an operational environment.</li><li>
Experience conducting or supporting contract negotiations, including clarification of requirements, evaluation discussions, pricing considerations, and resolution of contractual issues.</li></ul></div></div>

Pay Range
The typical pay range for this role is:
$100,000.00 - $231,540.00 
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company&rsquo;s equity award program.
