</b></p><p>Work involves providing community case management services for juvenile offenders under the jurisdiction of the Division of Juvenile Services. Additional case management of young adults up to 24 years old.</p><p></p>
<p><b>Duties and Tasks
</b></p><p>Develop and maintain professional working relationships with the courts, social service agencies, human service centers, and other relevant agencies within the community. Compile and analyze information to assess the needs of youth. Develop, implement, and monitor individual treatment programs. Arrange, facilitate, and monitor placements. Provide community-based correction services to youth through Community Placement Agreement and the Treatment and Rehabilitation Plan. Provide follow up to emergency services to youth and family; provide appropriate follow-up if necessary. Assess need for individual, family, and group counseling referrals and coordinate with service providers. Testify in court advocating in the best interest of the youth and work with concerned parties during the hearing process. Prepare documents and maintain files to complete case documentation required by the central office, court, county social services, and other agencies involved in the youth program. Complete time logs as part of targeted case management. Function as a community liaison for the Division of Juvenile Services. Provide crisis intervention and emergency services to youth and family; on existing caseload as well as those cases supervised by the technician position. Provide guidance to technician regarding daily operational decisions.
</p><p><b>Minimum Qualifications
</b></p><p>Community Youth Specialist requires a bachelor's degree in social work, psychology, counseling, sociology, criminal justice, juvenile justice, or other closely related field and applicants must have at least two years of work experience providing case management to juveniles. A master's degree in one of the above fields may substitute for one year of the work experience requirement.

Minimum qualifications for the Community Youth Technician are: Requires a Bachelor's degree in social work, psychology, counseling, sociology, criminal justice, juvenile justice, or other closely related field and experience working with youth, families or similar population.

Overview</b>
</p><p>This classification is responsible for professional case management work of considerable difficulty and lead work of routine difficulty; and performs related work as required. This is the lead level class in the DCS Case Manager job series. An employee in this class is responsible for leading and training subordinates in the performance of case management work for children under the State's supervision, in State custody, or at risk of State custody, and their families. This class differs from DCS Case Manager 2* in that an incumbent of the latter performs working level case management work. This class differs from DCS Case Manager 4 in that an incumbent of the latter performs supervisory work over an entire case management team or single/small in an institutional setting.</p><p><b>
Responsibilities</b>
</p><ul><li>Serves as a mentor for less-experienced case management staff by providing guidance and suggestions for difficult/multi-faceted cases. Participates in multi-disciplinary teams including Child Protective Services Investigative Team, Foster Care Review Board, Community Advisory Board, in order to gain a global perspective about case planning decisions.
</li><li>Determines if abuse or neglect has occurred, who the abuser is, the level of risk or harm to the child, determines the need for a safety plan, makes recommendations regarding permanency and/or termination of parental rights, monitors adoptive and foster families, recruits foster parents, conducts home visits, and coordinates/observes visitation.</li><li>
Maintains documentation for case files and other required documentation. Prepares for, participates and testifies in court proceedings.</li><li>
Conducts interviews with alleged child victims, individuals reporting alleged abuse or child neglect, child's family, and collateral contacts; gathers required information such as school records, demographic information, medical exam/psychological information, etc., identifies supports for children and families, administers client drug screens; and conducts required assessments/assessments of home. Conducts face-to-face visits with children, resource families, providers, kinship homes, and other relevant entities.</li><li>
Works flexible hours including weekends, holidays, and after hours. Schedules appointments, meetings, visitation with children on caseload. Transports children to various appointments safely, assists children in preparing for placement, and sitting with children who are awaiting placement.</li><li>
Communicates effectively and timely with others, engages with children and families to build trustful relationships, encourages clients to overcome barriers and achieve permanency, explains parental rights and other relevant documents to families, responds timely to families, providers, co-workers and supervision.</li><li>

   Prepares appropriate court reports to articulate the risk and needs of the juvenile and family, assisting the court in determining the most appropriate disposition of each case, attends court hearings of assigned juveniles and responds to questions of the judge or referee. Recommends dispositional alternatives to the court, including probationary terms, treatment programs, restitution, victims' rights action, removal from the home or other actions. Assumes responsibility for ensuring the disposition of the case is carried out and court orders are enforced.

   Supervises and responds to juveniles placed on probation or on informal supervision. Visits youth in the community (home, school, work, etc.) and at the court and counsels them on a variety of emotional, psychological and behavioral problems. Monitors and evaluates the juvenile's progress and responds to violations. Works a flexible and non-traditional schedule (including evenings and weekends) and collaborates with the others, including the detention center, in monitoring the juvenile's behavior and compliance with court orders.

   Coordinates role of appropriate community agencies including substance and mental health treatment centers, residential programs, community service work, educational programs, psychological, sexual, and substance abuse evaluations, job placement and training, and various other agencies. Coordinates the design and implementation of services to assigned youths with such agencies.

   Explains court process, orders, and requirements, such as sex offender registration, driver's license sanctions and juvenile record to juveniles and parents.

   Provides ongoing therapeutic and evidence based interventions of assigned juveniles through family, individual, and group therapy and crisis resolution, providing advice on how to improve the family situation and resolve conflicts to delinquent juveniles and their families.

   Evaluates the juvenile's needs and safety risk to the community and recommends placement decisions. Considers alternative care and custody options including parent or guardian home, detention, foster placement, psychiatric or substance abuse treatment facility or any other appropriate placement.
