Maintain a safe, clean, professional environment to the youth and families of Jasper County.</p><p><b>Duties and Responsibilities</b></p><ul><li>Supervise activities of juvenile detainees.</li><li>Supervise the daily chores assigned to the youth, such as cleaning, laundering of detention clothes/bed linens and other laundry as needed, recreational activities, meal classroom periods, on a 24 hr. basis.</li><li>Supervise telephone calls and visits by family members.</li><li>Escort youth to designated areas in the facility when necessary.</li><li>Must help in the providing of meals for juveniles.</li><li>Apply CPI restraining techniques (training provided) when necessary.</li><li>Attend to the Control Room , including telephones , monitors, electronic door systems, intercoms, radios, visual monitoring of detainees sleeping units/ movements, and maintain Activity Logs of such.</li><li>Maintain the general cleanliness and order of the secure detention area, and provide for proper placement of all equipment and supplies.</li><li>Assure proper maintenance of all equipment, including radios, chargers, intercoms, etc.</li><li>Meet training/ certification requirements as prescribed by the Jasper County Youth Detention Facilities management and attend all mandatory staff meetings/ training sessions.</li><li>Maintain a healthy and professional appearance by wearing a clean, assigned uniform (provided) that will pass inspection requirements.</li><li>Keep physically fir to carry out the duties of a detention officer.</li><li>Preform all intake procedures to include but not limited to search and personal property documentation.</li><li>Submit Incident Reports and other reports on a timely basis.</li><li>Computer requirements needed for this job include but are not limited to Microsoft Office, Excel, secure Case net, knowledge of and ability to use the statewide Juvenile Information System( JIS training provided.</li><li>Understand and use mandatory reporting of child abuse and neglect system.</li><li>Any additional duties assigned by the Detention Superintendent , or Supervisors</li></ul><p><b>Qualifications</b></p><ul><li><b>Must be at least twenty-one years of age with a High School Diploma or GED</b>.</li><li>Preference given to candidates with college degrees/ credits or Associate&rsquo;s Degree in the area of Child Development, psychology, Sociology, Criminal Justice or related fields.</li><li>Minimum of 1(one) years&rsquo; experience in a youth- related program.</li><li>Communicate effectively, orally and in writing.</li><li>Ability to handle stressful situations with courtesy and good judgement</li><li>Create and maintain a positive image and rapport with youth, law enforcement officials, co-workers and the public.</li><li>Pass drug/alcohol test prior to and as a condition of continued employment.</li><li>Meet physical standards in a post job offer physical examination.</li><li>Must have no criminal or child abuse/neglect history. This is a highly responsible position in the criminal justice system. The employee is expected to perform all the duties in the optimum responsible manner, demonstrate leadership by being a positive role model for staff, youth and the community, and treat all persons with dignity and respect.</div>

Responsible for adhering to agency or facility policies and procedures. Responsible for maintaining a safe and secure environment for youth, themselves and other staff. Ensures the maintenance of an environment which is safe and creates an atmosphere that has &ldquo;zero tolerance&rdquo; for detained youth escapes, detained youth abuse, sexual harassment and inappropriate conduct by the staff with the detained youth (Red Flag Behavior). Assists in the operation of a secure detention center, assuring the safe and secure custody of all assigned detained youth while ensuring that all detained youth are provided their constitutional rights with special concern for legal, medical and mental health issues.
</div><div>Assists the supervisor to ensure that the detained youth&rsquo;s services and programming are in compliance with court orders, rules, Departmental policies and procedures, and Quality Assurance standards.</div>
<div>
Successfully completes training requirements to maintain proficiency on the proper methods for dispensing medications to the youth. Distributes medication in the absence of a designated medical health authority or a facility nurse.</div>
<div>
Performs duties in Master Control, admissions, releases, and transportation, as necessary.</div>
<div>
Supervises youth in all activities and maintains control of detained youth by giving directives, counseling and/or utilizing appropriate levels of verbal or physical use of Protective Action Response (PAR) as needed to properly control detained youth in accordance with the departmental and facility policies and procedures.</div>
<div>
Inspects facility, youth, visitors and packages delivered to the facility for contraband.</div>
<div>
Trains and/or coach&rsquo;s employees concerning their duties and orients them concerning facility policies and procedures.</div>

In the absence of the supervisor, assumes acting supervisor&rsquo;s role.</div>
<div>
Writes reports and prepares required records regarding incidents, detained youth movement and noteworthy information, and ensures the documentation of all violations of facility operating procedures, rules and regulations, and state and federal statutes. Prepares detained youth for court appearances, and transports and escorts detained youth to medical, criminal justice, social services and judicial facilities as needed according to departmental and facility policies and procedures.</div>

Uses security and emergency equipment to ensure the safety and security of the detained youth and the facility.</div>

Completes 10-minute checks, 5-minute checks or Constant Sight and Uninterrupted Sound Supervision for every detained youth confined to room confinement or designated as suicidal.</div>

Assesses and analyzes information available through the Juvenile Justice Information System.</div>
<div>
Initiates and maintains detained youth counts as directed by departmental and facility operating procedures and policies.</div>
<div>
Attends and successfully completes all training required by DJJ&rsquo;s Direct Care Training Policy and other training as assigned and required. In case of an emergency, will utilize Cardiopulmonary Resuscitation (CPR), Automatic External Defibrillator (AED), and First Aid techniques and procedures taught during certification training.</div>

Attends required meetings.</div>

Maintains a valid Driver License and reports any change to his/her supervisor within 72 hours. Will not knowingly drive a state vehicle or use a private vehicle on state business if his/her license is revoked, suspended, or given any curtailment of use.</div>

For those candidates who are not currently in the state system as a direct care worker for DJJ at the time of application, the top-ranking candidate(s) after the interview phase will be required to take and pass Ergometric's IMPACT Assessment and Training Test to be considered for this direct-care employment opportunity. This test will be used to measure the candidate's overall suitability for working with Juvenile Justice involved youth. Test results will be used for a period of six months after initial testing for candidates who reapply during that period for another position for which testing is required.</div>

Responsible for adhering to agency or facility policies and procedures. Responsible for maintaining a safe and secure environment for youth, themselves and other staff. Ensures the maintenance of an environment which is safe and creates an atmosphere that has &ldquo;zero tolerance&rdquo; for detained youth escapes, detained youth abuse, sexual harassment and inappropriate conduct by the staff with the detained youth (Red Flag Behavior). Assists in the operation of a secure detention center, assuring the safe and secure custody of all assigned detained youth while ensuring that all detained youth are provided their constitutional rights with special concern for legal, medical and mental health issues.</p>
<p>
Assists the supervisor to ensure that the detained youth&rsquo;s services and programming are in compliance with court orders, rules, Departmental policies and procedures, and Quality Assurance standards.</p>
<p>
Successfully completes training requirements to maintain proficiency on the proper methods for dispensing medications to the youth. Distributes medication in the absence of a designated medical health authority or a facility nurse.</p>
<p>
Performs duties in Master Control, admissions, releases, and transportation, as necessary.</p>
<p>
Supervises youth in all activities and maintains control of detained youth by giving directives, counseling and/or utilizing appropriate levels of verbal or physical use of Protective Action Response (PAR) as needed to properly control detained youth in accordance with the departmental and facility policies and procedures.</p>

Inspects facility, youth, visitors and packages delivered to the facility for contraband.</p>
<p>
Trains and/or coach&rsquo;s employees concerning their duties and orients them concerning facility policies and procedures.</p>

Writes reports and prepares required records regarding incidents, detained youth movement and noteworthy information, and ensures the documentation of all violations of facility operating procedures, rules and regulations, and state and federal statutes. Prepares detained youth for court appearances, and transports and escorts detained youth to medical, criminal justice, social services and judicial facilities as needed according to departmental and facility policies and procedures.</p>
<p>
Uses security and emergency equipment to ensure the safety and security of the detained youth and the facility.</p>
<p>
Completes 10-minute checks, 5-minute checks or Constant Sight and Uninterrupted Sound Supervision for every detained youth confined to room confinement or designated as suicidal.</p>
<p>
Assesses and analyzes information available through the Juvenile Justice Information System.</p>
<p>
Initiates and maintains detained youth counts as directed by departmental and facility operating procedures and policies.</p>
<p>
Attends and successfully completes all training required by DJJ&rsquo;s Direct Care Training Policy and other training as assigned and required. In case of an emergency, will utilize Cardiopulmonary Resuscitation (CPR), Automatic External Defibrillator (AED), and First Aid techniques and procedures taught during certification training.</p>
<p>
Attends required meetings.</p>
<p>
Maintains a valid Driver License and reports any change to his/her supervisor within 72 hours. Will not knowingly drive a state vehicle or use a private vehicle on state business if his/her license is revoked, suspended, or given any curtailment of use.</p>

 The probation officer is responsible for analyzing and screening all assigned cases referred to the Lubbock county Juvenile Justice Center. The officer shall provide services to and supervise assigned juveniles and their families under the auspices of Title III Texas Family Code and departmental policies. The field officer will be responsible for the assessing the individual treatment needs of each probationer and assigning the appropriate level of supervision to ensure the child&rsquo;s accountability and rehabilitation. The field officer will be responsible for developing a treatment plan designed to meet the individual needs of each probationer and their family, ensuring their compliance with the plan and updating all plans according to policy. Field officers will monitor children to ensure their compliance with all court orders and report to the court any violations.

  Essential Duties

   Receive assigned incoming juvenile referrals and make personal contact with the juvenile within 5 working days of receiving the assigned case.
  </li>

   Determine appropriate action for each referral based on case facts of the offense, child's history, familial status, assessment instruments, progressive sanctions and departmental policy.
  </li>
  <li>
   Refer juvenile to appropriate service agencies within 2 weeks of determination of needs. Ensure their needs are identified in their case plan.
  </li>

   After consultation with the Assistant Probation Supervisor make detention/release decisions in accordance with Title III Texas Family Code.

   Maintain current, accurate statistical information on caseworker system regarding each child. Ensure that each contact with child, parent, school, placement, and all secondary contacts are documented in caseworker within 5 working days of the contact.

   Conduct initial interview within 10 working days of receiving all assigned cases, complete all required supervision and agency referral paperwork.
  </li>
  <li>
   Complete individual case plan and CSE-IT on all official probationers within 30 working days of case disposition. Reassess individual case/program plan every 30 days or when there is a change in the program or needs while the child is under supervision with child and family. Reassess individual CSE-IT no less that once every six months or when there is new information gathered. Conduct Case Plan Reviews within 15 calendar days after a child&rsquo;s probation is modified or a Courtesy Supervision is received.
  </li>
  <li>
   Update all changes (school, phone number, addresses, etc.) in JCMS and maintain accurate, current documentation in chronological order in dictation section of files. Ensure that each contact with child, parent, school, placement, and all secondary contacts are documented within 5 days of the contact.
  </li>
  <li>
   Provide counseling, crisis intervention and assessment/referral to all youths and families, as needed, assigned to your caseload. Provide informal supervision, pre-court supervision and regular probation supervision to children in accordance with risk assessments and the supervision and merit system.
  </li>
  <li>
   After consultation and approval of the assistant probation supervisor, file violations of probation and new referrals with the Criminal District Attorney&rsquo;s office in a timely manner. File petitions with CDA on children in detention in accordance with the 15/30 day filing deadline. All other cases should be filed within 10 working days.
  </li>

   Take juveniles into custody according to policy.
  </li>
  <li>
   Restrain residents who are out of control, damaging property, and/or presenting a danger to themselves or others. Utilize non-violent physical restraint methods and mechanical restraints as warranted in accordance with departmental policy. Submit written report of mechanical restraint usage to assistant detention superintendent within one hour of usage, unless restraints are used for transporting residents.
  </li>
  <li>
   Recommend disposition of adjudicated youth to the juvenile court following progressive sanctions guidelines, as well as assessment of court fees, probation fees, restitution and support fees.
  </li>
  <li>
   Ensure all ordered fees are collected. Inform your supervisor in writing quarterly when the child is not meeting their ordered financial responsibilities.
  </li>
  <li>
   Maintain files in an orderly fashion according to file maintenance policy (i.e. sectional content, labels, etc.), including electronic uploading

   Maintain current information form on each child. Ensure that information is accurate and corresponds with dictation section.

   Prepare all other reports, applications, billing and statistical information as required.

</li><li>Provides support services for routine maintenance, etc.; checks premises and ensures safety of juveniles; attends staff meetings, case conferences and trainings.
</li><li>Maintains the booking program to record youth's daily behaviors and interactions between courts and family visits to document disturbances and other unusual events of behavior.
</li><li>Oversees the juveniles during program functions at the detention centers.
</li><li>Completes incident reports and other documentation as needed according to detention center rules; assists juveniles in complaint procedures.
</li><li>Attends staff meetings, case conferences and trainings as required.

Additional Information:
<ul><li>This position is deemed essential and has been designated for mandatory operations by the Appointing Authority; therefore, the incumbent is not eligible for Adverse Weather Leave.
</li><li>May be required to work overtime and any shift as needed and directed.
</li><li>Required to successfully complete the Department of Juvenile Justice Training Academy; which entails two weeks on the job training, four weeks (Monday &ndash; Friday) at the academy training location (Louisville, Kentucky). Overnight lodging and travel is required for the ACT and provided by the department.
</li><li>This position will receive locality premium pay ($5.228 added to the hourly rate) pursuant to 101 KAR 2:034. The locality premium pay is not considered a raise or part of base pay; rather, it is a temporary measure being taken by the department to improve recruitment and retention to meet the continuing critical staffing needs in these counties.
</li><li>Additionally, a shift premium of $2.13 an hour has been approved for all correctional series positions working between 3:00 p.m. and 11:00 p.m., a $1.13 an hour between 11:01 p.m. and 6:59 a.m., and $2.13 an hour on weekends and holidays.</li></ul>

Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification.
