With over 5,000 employees, 97% of whom are covered by collective bargaining agreements, you will be responsible for advising or collaborating on complex employee performance management, union contract interpretation, workplace investigations and disciplinary decisions, and employee workplace complaints. Position Info:</b> This recruitment will be used to fill one (1) Career Service and one (2) Special Duty/Term Limited Temporary (SDA/TLT) Employee Labor Relations Representative classification vacancy. The SDA/TLT's are anticipated to last until 11/13/2026 and may be extended. In addition, this selection process may be used to generate an eligibility list for future Career Service (CS), Special Duty Assignment (SDA), and Term Limited Temporary (TLT), vacancies that may occur in this classification within this workgroup. The eligibility list will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.</p></div><p></p>

Routinely consult on and/or facilitate the resolution of employee and labor relations issues by working with managers, supervisors, employees, and union representatives.</li><li>
Work to resolve grievances/issues at the lowest possible level by working collaboratively within Transit Employee Services and other Metro Divisions, and externally with the Department of Human Resources (DHR) and Office of Labor Relations (OLR) to ensure overall program support and success.</li><li>
Ensure compliance with collective bargaining agreements through training and consultation with managers and unions.</li><li>
Consult with the King County Prosecuting Attorney's Office as necessary.</li><li>
Conduct workplace investigations to determine the validity of complaints and grievances.</li><li>

Prepare written responses to the EEOC and other similar state and local regulatory agencies regarding allegations of discrimination, harassment, and/or retaliation.</li><li>
Participate in grievance hearings, either as a hearing examiner or as a management representative in support of other Department staff.</li><li>
Provide support in arbitration and mediation proceedings by researching relevant cases, gathering supporting documents, and providing professional labor relations advice; may serve as a partisan member of arbitration panels.</li><li>
Provide training, guidance, advice, and coaching to supervisory staff on employee and labor relations matters including performance management, workplace policy application, investigative techniques, contract compliance, and appropriate corrective actions.</li><li>
Provide recommendations to Employee Services Management and/or King County Office of Labor Relations regarding labor strategies and management bargaining proposals.</li><li>
Draft memorandums of understanding to address labor relations issues.</li><li>
Work collaboratively with other human resource professionals and leaders in the department to deliver outcomes that further Metro&rsquo;s organizational health commitments, and are equitable, defensible, and provide the best outcome for the agency.</li><li>

Three years or more of progressively responsible experience with employee and labor relations issues, including conducting employment workplace investigations and writing investigation reports, advising on performance management issues, interpreting and applying federal, state, and local employment rules and regulations, as well as human resources policies and procedures.</div></li><li><div>
A Bachelor's degree in a relevant field and professional-level employee and labor relations experience in a highly unionized environment or any equivalent combination of education, experience, and/or skills sufficient to perform the listed job duties.</div></li><li><div>

The King County Sheriff&rsquo;s Office is seeking an experienced professional to support our law enforcement operations by making an impact providing their labor relations and negotiations expertise. This vital role as an <b>Employee &amp; Labor Relations Representative</b>will serve as the agency&rsquo;s primary consultant and be in the forefront of labor contract administration, workplace investigations and resolution of employee relations issues and grievances. POSITION PURPOSE
<br>Supports the development, implementation and standardization of system-wide colleague and labor relations strategy, policies, processes and programs throughout the Regional Health Ministries (RHM). In partnership with Colleague and Labor Relations Center of Expertise (COE) leadership, Human Resources Business Partners (HRBPs), and ministry leadership, implements and manages the day-to-day activities supporting colleague and labor relations strategic plans, policies, and procedures to achieve Trinity Health's Strategic Aims to realize a person-centered, mission-focused colleague culture. <li>Influences, collaborates and innovates in conjunction with Colleague and Labor Relations COE leadership, other COEs, HRBPs, and RHM leadership teams on a broad range of colleague and labor relations matters, conducting investigations, reporting on colleague and labor relations trends, and managing complex colleague transitions resulting from MD activities and organizational redesign.</li>

<li>Under the direction Colleague and Labor Relations COE leadership, provides support in collective bargaining negotiations, and contract interpretation, including planning and assessing performance and compliance. Similarly, provides support in matters pertaining to grievance procedures, mediations, and dispute resolution.</li>
<li>Coordinates the delivery and utilization of RHM communications, tools, and resources to support stakeholder alignment, adoption, and implementation of Trinity Health's national colleague and labor relations strategy.</li>
<li>Provides local dissemination of colleague and labor relations trends and data to monitor and measure the impact of ongoing colleague and labor relations programs and initiatives; uses data to gauge the potential of unionization and/or organizational wide colleague and labor relations issues that may lead to complaints, litigation, and investigations.</li>
<li>Partners with Colleague and Labor Relations COE leadership, key stakeholder groups, and</li>

MINIMUM QUALIFICATIONS

<li>Must possess knowledge of state and federal laws, regulations and requirements related to HR, colleague and labor relations, collective bargaining, colleague dispute resolution, conducting investigations, and fostering a positive colleague and labor relations environment as normally acquired through completion of a Bachelor's degree in Human Resources Management, Business Administration, Labor and Industrial Relations or a related field with five (5) years of progressive colleague and labor relations experience, including collective bargaining and program development; or an equivalent combination of education and experience. Previous people management or team leadership experience is required.</li>
<li>Master's degree and prior health-care experience preferred.</li>
<li>Demonstrated experience in successful development and implementation of the colleague and labor relations strategies, policies, procedures, and programs that ensure operational alignment and standardization across the organization.</li>
<li>Experience in supporting contract negotiations, resolving and defending grievances, arbitrations, unfair labor practice charges, and collective bargaining agreement compliance.</li>
<li>Possesses technical knowledge with demonstrated success in assessing organizational/business effectiveness, colleague and labor relations, communication and change management, performance and experience working to achieve results through labor management partnership.</li>
<li>Demonstrated leadership skills in providing support and guidance on daily business decisions for direct reports and clients, while collaborating with leadership as a credible, results-driven and valued partner.</li>
