<p></p><div><p>The Nevada Department of Corrections is now hiring for a Budget Analyst 3 in Carson City supporting Fiscal Services. A Budget Analyst 3 will be responsible for preparing and overseeing budgets alongside the fiscal team. They will ensure that these budgets align with policies, regulations, and financial limitations, as well as monitor the budget performance, review reports, conduct financial analyses, and recommend adjustments as needed. This role would include presenting budget findings, analyze legislative proposals, and advise on resource allocation. Additionally, the incumbent will design and maintain financial reports, assess funding availability, and support internal control procedures. Work hours are typically Monday through Friday, 8:00 a.m. to 5:00 p.m., but extended hours and overtime may be required on short notice in cases of emergency.</p><p>

Present budgets at agency meetings and to administrators; may present budgets before the legislature as required; attend various budget hearings to make presentations and respond to questions; may provide testimony and consult with legislative fiscal staff; prepare and analyze legislative bill drafts and comments to fiscal notes; and estimate revenue impact of legislative proposals.</p><p>
Design, develop, maintain and enhance automated budgetary systems to track expenditures and revenue, monitor performance indicators, and conduct statistical analysis; develop and maintain spreadsheets, data bases and tables; design and generate standard and ad hoc reports, charts, graphs and related materials.</p><p>
Assist agencies with the strategic planning process including development of long and short range objectives; allocate agency and/or program budget resources; prepare periodic budget analyses for management.</p><p>
Project revenue and expenditures using trend analysis and statistical models and tools.</p><p>
Analyze expenditures and monitor fiscal transactions for each approved budget account to ensure compliance with budget limits, internal procedures, applicable laws and regulations, and legislative intent.</p><p>
Research and develop policy recommendations related to accounting practices, internal control procedures, allocation of personnel resources, and fiscal practices; review payroll allocations, work programs and cash balances; analyze funding availability for proposed expenditures and staffing.</p><p>

Under general direction, incumbents are responsible for agency budgets of moderate size and complexity as measured by the number and diversity of funding sources. Positions at this level may be assigned to a large department such as Administration, Transportation, Corrections and Health and Human Services. Budget Analyst III positions are distinguished from Budget Analyst II by the lesser degree of supervision received and by greater complexity and variety of duties assigned to Budget Analyst III positions. Incumbents in a large department may train, supervise and evaluate the performance of lower level Budget Analysts, professional staff, or technical/administrative positions. Responsibilities:

The Budget and Acquisition Analyst will be responsible for developing, updating, and managing cost estimates throughout the acquisition lifecycle for PMS 340 programs using Navy-approved systems. The role requires analyzing cost, schedule, and technical data to provide accurate forecasts and risk assessments that support program decision-making. The individual will collaborate with NAVSEA stakeholders&mdash;including program managers, contracting officers, engineers, and logisticians&mdash;to integrate technical and programmatic data into comprehensive cost analyses. Additionally, the candidate will evaluate vendor proposals and provide objective cost assessments to inform contract negotiations and award decisions. The position involves preparing detailed documentation and presentations of cost estimates for various program reviews and milestone decisions. Sensitivity analyses and trade-off studies will be conducted to optimize cost alternatives for program initiatives. The candidate will ensure compliance with cost-estimating policies, instructions, and standards as defined by Navy acquisition requirements.</div>

</div><div>The Fiscal Planning Unit (FPU) is responsible for the development and management of the State&rsquo;s Financial Plan, which governs the State&rsquo;s financial activity. The State&rsquo;s Financial Plan is statutorily required to be issued on a quarterly basis and is utilized in regulatory disclosure as the State is an issuer of debt. FPU provides DOB leadership with options for achieving and maintaining balanced budgets and addressing emerging public finance challenges. FPU works closely with staff across DOB to help identify, assess, and address risks to the State&rsquo;s Financial Plan and in the production of financial disclosure materials.</div><h3 class="jobSectionHeader"><b><br>
Responsibilities</b></h3><div><br>
Budget and Policy Analysts at DOB are typically involved in:</div><ul>
<li>Analyzing, developing, and implementing key aspects of the Financial Plan with a particular emphasis on reviewing and analyzing budget estimates and operating trends. Drafting recommendations and materials to guide decision-making, including articulating nuanced issues, illustrating trends and projections, and synthesizing data.</li>
<li>Managing the State&rsquo;s Financial Plan including tracking operational metrics, projecting and monitoring spending trends, , and working with counterparts to mitigate fiscal risks.</li>
<li>Providing support to examiners and agency staff in setting fiscal policy, determining appropriate funding mechanisms, transactional steps, and reporting methods.</li>
<li>Formulating and presenting recommendations and areas for review and/or improvement based on independent analysis, and interpretation of data and information.</li></ul><br>
