SUMMARY:
The Property Manager is responsible for independently managing and resolving all site-related issues, including property operations, tenant relations, budgeting, and compliance with housing regulations. Additionally, this role will oversee maintenance teams, ensuring all maintenance work is completed efficiently, safely, and in compliance with company standards. The Property Manager typically works a 35-hour work week, with on-site office hours Monday through Friday, from 9:00 a.m. to 5:00 p.m., with occasional evening and weekend duties as needed. Travel may be required.
ESSENTIAL FUNCTIONS:
1. Financial &amp; Compliance Management<ul><li>
Participate in the development of annual operating budgets.</li><li>
Monitor expenses to ensure spending is within the budget.</li><li>
Submit all requests for invoice payment via the company&rsquo;s procurement system.</li><li>
Ensure the timely submission of all monthly reports.</li></ul>
2. Occupancy &amp; Tenant Management<ul><li>
Work closely with Finance, Compliance, Waitlist, and Operations to meet occupancy, turnover, and collection rate goals.</li><li>
Maintain occupancy above 98% and rent collection rates of at least 95%.</li><li>
Monitor delinquent tenant accounts and pursue collections in accordance with established procedures.</li><li>
Enforce lease terms and coordinate eviction proceedings as necessary.</li><li>
Maintain tenant files and assist the Compliance Department with documentation in compliance with company policies, HUD, investors, and LIHTC requirements.</li></ul>
3. Maintenance Oversight &amp; Facilities Management<ul><li>
Supervise maintenance teams, ensuring efficient completion of repairs, work orders, and preventative maintenance tasks.</li><li>
Ensure timely response to maintenance requests and emergencies.</li><li>
Conduct regular property inspections to assess cleanliness, curb appeal, and compliance with safety standards.</li><li>
Coordinate and oversee third-party vendors for major repairs, renovations, and capital improvement projects.</li><li>
Monitor and ensure execution of all aspects of site safety, including OSHA compliance and fire safety protocols.</li><li>
Develop and implement maintenance schedules and ensure timely execution of preventive maintenance programs.</li><li>
Approve and track maintenance-related expenses and vendor invoices.</li></ul>
4. Community &amp; Stakeholder Engagement<ul><li>
Collaborate with local public officials, businesses, and agencies.</li><li>
Develop partnerships with funding agencies, public housing authorities, and social service providers to support residents.</li><li>
Work with the Resident Services Coordinator to assist residents in need of financial assistance or other supportive services.</li><li>
Support the efforts of the Tenant Resident Council.</li></ul>
5. Team Leadership &amp; Emergency Response<ul><li>
Supervise and manage the Assistant Property Manager and maintenance teams, including training, performance evaluation, and workflow management.</li><li>
Be available on-call for emergencies, including maintenance emergencies.</li><li>
Perform special assignments as requested by the Portfolio Director or 360 Management leadership</li></ul>
Requirements:

KNOWLEDGE, SKILLS, ABILITIES:<ul><li>
Demonstrated knowledge with housing management, budgeting, housing agency&middot; regulations and if applicable, the Low-Income Housing Tax Credit Program (LIHTC), HUD,&middot; and/or Public Housing program.</li><li>
Must possess a high level of organizational skills, management skills, and attention to detail.</li><li>
Must have the ability to multi-task.</li><li>
Proficient with Microsoft Office Suite and Elite or similar software.</li><li>
Possess knowledge of basic safety practices and procedures.</li><li>
