CARF Accreditation

</li></ul>SUPERVISION AND COORDINATION OF RESPONSIBILITIES
The Compliance Manager is responsible for reporting directly to the Chief Operations Officer. The Compliance Officer supervises the Streamline Medication Training Auditor position. The Compliance Manager collaborates with all other disciplines through interdisciplinary teamwork and assigned responsibilities.
The Compliance Manager adheres to the ethics of their respective profession.
DESIRABLE MINIMUM QUALIFICATIONS
Knowledge, Skills, and Abilities:
Demonstrated knowledge of behavioral health regulations, including Maryland COMAR regulations, Medicaid requirements, HIPAA, and applicable federal and state regulatory standards.
<ul><li>Experience supporting or leading accreditation activities (CARF, Joint Commission, or similar accrediting body).
</li><li>Experience conducting compliance audits, monitoring activities, and developing corrective action plans.
</li><li>Strong analytical, organizational, and project management skills.

Job Responsibilities:
<ul>
<li>Review all move-ins by the end of the next business day from receipt; and review all initial certifications, annual re-certifications, and interim certifications within 48 hours of receipt; and provide written approval upon completion of the certification packet.</li>
<li>Regularly review Recertification schedule to ensure all re-certifications are processed at least 60 days prior to the effective date of the certification. If a certification will not be completed in a timely manner, it is the Compliance Specialists responsibility to communicate this with the Compliance Manager and propose a plan to get the certification processed as soon as possible.</li>
<li>Work with the Compliance Manager to ensure compliance with all funding sources and regulatory agencies including HUD; State Tax Credit Agency; Syndicators, and other local, State and Federal lending/governing agencies; Limited Partners and other investors. <li>For all HUD subsidized properties, upon move-in approval, the Compliance Specialist will be responsible for providing the Community Manager and/or Assistant Manager with the prepared Form HUD-50059 and the completed HUD lease for signature(s).</li>
<li>Work with the Community Managers and Assistant Managers in preparation of certification notices, interviews, verifications of household information, and completion of the Tenant Income Certifications.</li>
<li>Work with the Community Managers in the preparation of all compliance related forms and documents as directed by the Compliance Manager.</li>
<li>Provide weekly status reports during initial qualification period.</li>
<li>Pull EIV reports for all move-ins (applies to HUD subsidized properties only).</li>
<li>Complete monthly EIV zero income checks, and resolves EIV discrepancies (applies to HUD subsidized properties only).</li>

<li>Review all regulatory agreements for each property and conduct a review to ensure full compliance. In the event a community is found out of compliance, the Compliance Specialist will report and submit recommendations for implementing a correction plan, to bring the community back into compliance, to the Compliance Manager, Regional Manager and the Director of Property Management.</li>
<li>Review and monitor compliance policies and procedures on property wait lists, and communicate any items of concern with the Regional Manager.</li>
<li>Conduct pre-audits of the properties in preparation for scheduled file audits and inspections which require detailed file review, and will be required to represent the company at the audit for the file review.</li>
<li>Work with the assigned Regional Manager to generate a response to any audit findings received from a Monitoring Agency. Prior to distributing the written response to the Monitor, the Compliance Specialist will provide the Compliance Manager with a drafted written response to audit findings for review and approval.</li>
<li>Ensure adequate records of communication with lenders, regulatory agencies, limited partners, and other investors are kept on file.</li>
<li>Complete and submit all required reports to the required local, State, or Federal lending agencies.</li>

<div>Position Summary &amp; Primary Responsibilities
The Assistant Real Estate Manager supports the Real Estate Manager in the daily operations of assigned communities, including financial administration, compliance, leasing support, and resident relations. This role serves as a key operational partner and ensures consistency across leasing, collections, and compliance functions.
In addition, this position is responsible for the following:<ul><li>
Supporting daily office operations and ensuring consistent coverage
</li><li>Assisting with workflows, policies, and acting in the Real Estate Manager role as needed
</li><li>Processing rent payments and maintaining accurate resident ledgers
</li><li>Managing delinquency, notices, and payment plans in alignment with company policy
</li><li>Assisting with eviction processes and monthly financial reporting
</li><li>Supporting compliance with LIHTC, HUD, and Section 8 program requirements
</li><li>Processing certifications and maintaining audit-ready resident files
</li><li>Processing applications, leases, move-ins, and move-outs
</li><li>Supporting leasing efforts, follow-ups, and occupancy goals
</li><li>Responding to resident concerns and assisting with conflict resolution
</li><li>Ensuring timely communication and delivery of notices
</li><li>Coordinating with maintenance on work orders and unit turns
</li><li>Tracking work orders and supporting vendor coordination as needed
</li><li>Maintaining accurate records within property management systems
</li><li>Assisting with reporting on occupancy, delinquency, and compliance metrics
</li><li>Supporting team training and reinforcing operational expectations
</li><li>Performing additional duties and special projects as assigned</li></ul> 
Education &amp; Experience<ul><li>
High school diploma or equivalent required
</li><li>3-5+ years of affordable housing experience</li><li>
3+ years HUD experience in project-based Section 8 compliance</li><li>
Experience with leasing, collections, and compliance processes
</li><li>Experience with Yardi or similar property management systems preferred</li></ul> 
Knowledge, Skills &amp; Abilities<ul><li>
Strong organizational and time management skills
</li><li>Effective communication and customer service skills
</li><li>Ability to manage multiple tasks and priorities
</li><li>Attention to detail, particularly in financials and compliance
</li><li>Professional demeanor and conduct
</li><li>Ability to work independently and as part of a team
</li><li>Proficiency in Microsoft Office Suite and property management systems</li></ul></div>
