Position Summary

Reporting to the Associate Director and Sr. Director of Human Resources &amp; Faculty Affairs the Manager will be responsible for managing the day-to-day human resources, faculty affairs of the Surgical Pod. The Manager will also function as team lead and will be responsible for managing staff.

Responsibilities will include but are not limited to:

Recruitment
<ul><li>Obtain required approvals to post positions in applicant tracking systems (Talentlink/ASR*/Interfolio/Clear Company) and relevant publications and/or websites;</li>
<li>Manage hiring transactions within application systems;</li>
<li>Participate in the recruitment process as needed, including pre-screening candidates and reference verification;

</ul>Faculty Affairs
<ul><li>Facilitate and track all aspects of appointments, promotions, reappointments, and credentialing for faculty (clinical and research), officers of research, student officers and other medical staff;</li>
<li>Liaise with International Student &amp; Scholars office to complete VISA processing and extensions for international hires and employees;</li>
<li>Process letter of non-renewal (LON) requests, stipend terminations and resignations;</li>
<li>Assist the Chair&rsquo;s Office with the Committee on Appointments and Promotions (COAP) and the Tenure process;</li>
<li>Review, edit and post Faculty and Research positions in the University&rsquo;s Recruitment of Academic Personnel System (RAPS) and posting of job advertisements in outside sources/websites.</li>
</ul>Payroll/Compensation Changes
<ul><li>Using TLAM, maintain timesheets and accrual balances for support staff, non-union support staff, and part-time employees;</li>
<li>Review and complete all HRCULES requests for promotions/reclassifications;</li>
<li>Assist with the annual salary and zero-salary roster.</li>
</ul>Employee &amp; Labor Relations
<ul><li>Provide support to the HR Director(s) and leadership pertaining to employee &amp; labor relation issues (including grievance resolution, disciplinary action, termination).</li>
</ul>Compliance:
<ul><li>Track and ensure compliance concerning I-9 processing, Annual Hospital Training, Influenza Program, HIPPA Training, Conflict of Interest, Medical Surveillance, Upcoming/Past Visa End Date Status, etc.</li>
</ul>Supervisor Responsibilities:
<ul><li>Train and guide HR/FA Generalist on all transactional processes;</li>
<li>Assist Generalists with identification of key priorities and problem-resolution, as required;</li>
<li>Meet weekly with Department Administrators to review task list and provide updates.</li>

Minimum Qualifications

What will I be doing?
As a Human Resources Manager, you would be responsible for assisting the Director in the overall management and administration of the Human Resources function.

Responsibilities

<li>Serve as a thought leader and advocate for organizational development, driving a program that communicates the organization&rsquo;s values and goals. Partner with the leadership team to provide proactive direction and effective communication, delivery and administration of HR programs and policies. Lead a comprehensive HR strategy and develop specific tactics around strategic hiring, change management, diversity and inclusion, employee engagement and development, compensation, and performance management. Collaborate with leadership and within committees of leaders and staff to define, communicate, and nurture the organization&rsquo;s work culture, collect ongoing feedback from employees on their level of alignment and engagement, and seek ways to make working at the Libraries meaningful and rewarding for all staff members.</li>
<li>Develop, implement, and oversee a comprehensive onboarding program for officers and support staff. Oversee recruitment and hiring activities for 212 non-union staff, 119 bargaining unit staff, and 200 student casual employees across 17 libraries on multiple campuses, as well as 49 professional staff members in the Center for Teaching and Learning. Analyze staffing requirements and collaborate with managers to determine the appropriate staffing levels and types. Work with hiring managers and search committee chairs to ensure sufficiently diverse candidate pools are developed for all searches.</li>
<li>Oversee department operations and develop, lead and mentor a team of four professional and support staff members; ensure team members are meeting defined deliverables by proactively managing and providing clear, timely, and University-compliant solutions to various administrative and HR-related matters; coach team in resolving various levels of complex problems. Improve existing systems and processes to support effective recruitment, onboarding, and retention. Direct recruiting and retention efforts to ensure they comply with University policies.</li>
<li>Manage the performance evaluation and salary increase processes for all non-union staff ensuring internal consistency and conformity with University performance management processes. Advise managers on performance criteria, skills assessment, performance improvement plans, and other processes to promote individual and unit effectiveness.</li>
<li>Develop strong partnership with Senior HR Business Partner in Central HR, the office of General Counsel, Labor Relations, and the Office of the Provost. Participate in University contract negotiations with local 1199 and 2110 and ensure that Libraries supervisory guidelines are in alignment with University policy and collective bargaining unit agreements. Serve as primary contact for all staff and labor relations issues; manage labor relations functions including oversight of disciplinary cases and union grievances. Represent the Libraries in third step grievances and arbitration hearings. Counsel managers, supervisors and staff regarding employment-related policies, procedures and regulations; analyze operational problems; develop and recommend solutions.</li>
<li>Manage the position classification process and System of Professional Ranks for Officers of the Libraries. Manage the position classification system for 1199 employees and serve as liaison to University HR regarding Officers of Administration and 2110 position classification.</li>
<li>Develop strategies for recognizing staff achievements and increase staff engagement. With leadership and staff, identify and implement staff training, professional development opportunities, and upward mobility activities.</li>
<li>Ensure compliance with federal, state, local and University regulations and guidelines by staying abreast of general best practice HR policies and laws; oversee flexible work request process; manage all HR records, including employee files, performance evaluations and job descriptions; respond to staff inquiries regarding salary, benefits, policies, etc. Establish effective mechanisms to receive and act on staff feedback; maintain discretion and professionalism while working with highly confidential and sensitive information.</li>

Position Summary

Reporting to the Manager and Directors of Human Resources and Faculty Affairs, the Senior HR Generalist performs human resources functions at an independent, professional level and may support responsibilities across several areas.

This role works closely with key stakeholders including the Office of Faculty Affairs, Human Resources, Payroll, and International and Immigration Affairs, as well as the Office of Onboarding Services to ensure a coordinated and efficient onboarding experience for faculty and staff.

The Sr. Generalist HR/FA will:
<ul>
<li>Support Human Resource/Faculty Affairs within the department and may, as necessary assist with special projects within the Pod.</li>
<ul><li>Meet weekly with HR/FA Manager and/or Director to provide updates on request status. May attend meetings with the HR/FA team and/or Department Administrator or his/her designee to review the status of HR/FA transactions.</li>
<li>Assist with training, mentoring and education of peers, colleagues and new hires in relevant areas of expertise.</li>
<li>Liaise with internal and external constituents to resolve issues and to ensure timely processing of new-hire/appointment, reappointment, termination and other related transactions.</li>
<li>Provide back-up support and guidance to other generalists, managers and directors, as necessary.</li>
<li>Provide Vacation and time-off back-up coverage for departments (may provide short-term or extended coverage assignments).</li>
<li>Demonstrates solid knowledge and ability, and can independently or with minimal supervision, apply the competency in the full range of typical situations. Supports and advises junior staff by providing guidance and sharing knowledge to help ensure consistent handling of routine HR matters.</li>

</ul>Recruitment
<ul>
<li>Assist with the recruitment of staff by posting positions using Columbia&rsquo;s job site (Talentlink and ASR/Interfolio) in addition to posting on outside advertising sources.</li>
<li>Assist with the recruitment of staff by posting positions on Columbia's job sites and appropriate advertising sources, scheduling in-person meetings, managing the I-9 process; completing pre-hire background checks, processing all new hires and any employment related changes.</li>
<li>Upon request, reviews applications and interviews applicants to match experience with specific job-related requirements.</li>
<li>Independently coordinates all pre-boarding activities for the various employee populations. Schedules in-person meetings, manages the I-9 process, coordination of pre-hire background checks, and ensures efficient on-boarding.</li>
<li>Liaise with internal and external constituents to resolve issues and to ensure timely processing of new-hire/appointments and other related transactions.</li>
</ul>
 Onboarding
<ul>
<li>Responsible for onboarding staff, faculty and researchers and students. This includes scheduling welcome program, medical surveillance and UNI creation.</li>
<li>Communication with new hires and departments to ensure smooth onboarding experience.</li>
<li>Initiate and process template-based hires in Peoplesoft and/or nominations ensuring accurate collection and processing of the information collected in PAC.</li>
<li>Process all short-term visitors and student utilizing JIRA.</li>
</ul>
 Payroll and PeopleSoft Process Management
<ul>
<li>Oversee the department's preparation and processing of payroll using TLAM and management of time-off tracking.</li>
<li>Manage the collections and verification of time off trackers for all Officers ensuring all submissions are up to date and approved by supervisors.</li>
<li>Process any employment related changes in Talent Link, as well as PAF (i.e. updating position numbers, for promotions, or reclassifications; leaves of absences and terminations) for PeopleSoft updates.</li>
<li>Liaise with internal and external constituents to resolve issues and to ensure time processing of new-hire/appointment, reappointment, termination and other related transactions.</li>
</ul>
Compliance and Immigration
<ul>
<li>Responsible for immigration related needs of faculty and staff. Assisting with sponsorship for the F-1, J-1, H-1, 0-1 and TN-1 visas and prepare visa documentation for accompanying family members.</li>
<li>Work closely with the other generalists and supervisors to process new visas and renewals utilizing Compass.</li>
<li>Maintain communication with ISSO as appropriate. Complete and submit Termination forms to ISSO.</li>
<li>Track and ensure compliance concerning I-9 processing, Annual Hospital Training, Influenza Program, COVID-19 Safety &amp; Monitoring program, HIPPA Training, Conflict of Interest, Medical Surveillance, Upcoming/Past Visa End Date Status, etc.</li>
</ul>
Faculty Appointments, Reappointments &amp; Promotions (In addition to the tasks noted under recruitment.)
<ul>
<li>Works with the Medical Staff Office to manage the credentialing process so that new faculty and other credentialled staff (e.g. nurses) are able to on-board smoothly and function in the capacity for which they were hired.</li>
<li>Manages the reappointment process every year. Works with colleagues in the department to manage the reappointment process with focus on adherence to deadlines.</li>
</ul>
Systems and Project Work
<ul>
<li>Use HRCULES Ticketing System to effectively manage all requests and communicate with HR/FA team.</li>
<li>Maintain and update employee records. Upload all employee forms and documents into Visual Vault.</li>
<li>Manage special projects as designated.</li>
<li>Other duties as assigned or requested.</li>
</ul>
Off Boarding

Conducts exit interviews and follow up as appropriate. Discusses data from exit interviews with Manager/Director to make recommendations to the management team for corrective action and continuous improvement.

Employee &amp; Labor Relations
<ul>
<li>Proactively responds to employee relations issues. Escalates all employee concerns, issues or complaints to Manager/Director. All issues related to harassment allegations and civil rights complaints will be escalated to Manager/Director.</li>
<li>With oversight and approval from Manager/Director, maintains working relationship with union delegates and CUIMC Labor Relations team and adheres to terms of labor contract by monitoring day-to-day implementation of policies concerning wages, hours and working conditions.</li>
</ul>
Minimum Qualifications
<ul>
<ul><li>Bachelor's degree or equivalent required plus a minimum of 3 years of relevant experience required.</li>
<li>Must be resourceful, organized and detail and task oriented with the ability to establish priorities and follow up on multiple issues in a time-sensitive manner. Skilled at working under pressure and with minimal supervision and sound independent judgment required.</li>
<li>Ability to exercise a high degree of professionalism, diplomacy, discretion, firmness, and collaboration in dealing with individuals at all levels.</li>
<li>Strong analytical and tenacious problem-solving skills necessary</li>
<li>Excellent computer skills including thorough knowledge of Microsoft Office, including knowledge of databases and advanced spreadsheet skills required.</li>
