 GovCIO is currently hiring for a Netwrok Operations Manager. This position will be located in Islamabad, Pakistan and will be an onsite position.
 
 
 
 Responsibilities
 
 
 
 Provide network operations. The contractor shall:
 
 
 <ul>
 <li>
 Use AFCENT provided standard network devices for routing and switching;
 </li>
 <li>
 Operate, maintain and sustain IP based routers, switches and standard AFCENT approved operating systems on AFCENT network devices;
 </li>
 <li>
 Configure Tier 2 routing and switching devices IAW SPIN-C.;
 </li>
 <li>
 Design and implement solutions, and install and maintain network equipment to support new and emerging requirements;
 </li>
 <li>
 Provide responsive services, real-time network level configuration control, network restoration, quality control and performance standards, status reporting, MSL, and other actions IAW SPIN-C;
 </li>
 <li>
 Support projects deployed by the NOSC;
 </li>
 <li>
 Ensure network rights and privileges are commensurate with roles and responsibilities; do not delegate network rights and privileges without the approval of the NOSC or local communications squadron commander;
 </li>
 <li>
 Maintain compliance with: SPIN-C, CTOs and NOTAMs, DOD, USAF, CENTCOM, AFCENT, and local instructions;
 </li>
 <li>
 Use Remedy to report and track local and enterprise issues associated with network and systems operations;
 </li>
 <li>
 Monitor and sustain network operations;
 </li>
 <li>
 Assist the government in maintaining positive control over hardware and software;
 </li>
 <li>
 Maintain hardware accountability using the Standard Base Supply System (SBSS) and Asset Inventory Management System (AIMS);
 </li>
 <li>
 Ensure equipment transfer is IAW AFH 22-123 SPSS and Information Technology Asset Management (ITAM) policies and directives;
 </li>
 <li>
 Assist government with packing and shipping of equipment;
 </li>
 <li>
 Be responsible for encryption equipment used on the network;
 </li>
 <li>
 Ensure control and safeguarding configuration and &lsquo;user-level&rsquo; maintenance of Ethernet and serial encryption devices;
 </li>
 <li>
 Coordinate with COMSEC manager to ensure approved encryption keys are available for encryption equipment used on the network;
 </li>
 <li>
 Install and maintain network wireless equipment to support new and emerging requirements;
 </li>
 <li>
 Use AFCENT provided wireless network devices for routing and switching;
 </li>
 <li>
 Provide responsive services to include real-time network-level configuration control, wireless network restoration, and quality control and performance standards;
 </li>
 <li>
 Provide a heat map for the area support by AFCENT wireless.

 Update and submit the Network Configuration Data Sheet (Deliverable) and Tier 2 Network Diagrams (Deliverable) for both NIPR and SIPR every month

Job Purpose: 


The role shall assist, oversee &amp; direct the delivery of the field Operations and Maintenance for Wet utilities within RSU, thereby ensuring seamless support towards all the field-based users of Utilities services. He/she shall supervise end-to-end in-field operations and maintenance processes, create guiding principles &amp; lay clear directions for on-site teams and ensure continuous improvement across in-field operational methods adopted by the team.

The role will work closely with all Utility RSU/RSG departments together with the asset owner where the equipment is located.
Moreover, the incumbent will be responsible for managing the maintenance and reliability strategy, field operational objectives, field maintenance operations. He/she shall ensure overall functioning of field operations and maintenance within stipulated budget &amp; timelines established within RSU thereby ensuring compliance towards processes and guidelines laid, proactively measuring operational efficiency &amp; suggesting course corrections, and managing prompt response towards escalations through the team.

Strategic Contribution

</li><li>Manage Oversight &amp; Interaction with PPP Company &ndash; Wastewater: Ensure the operational management of influent delivery to the STP, ensure efficient sewage/wastewater handling &amp; maintain the influent delivery records, and oversee the quality control processes, including sampling and testing of TSE.</li>
<li>Direct the examination of PPP procedures and maintenance schedules for district cooling, formulate and recommend rescheduling alternatives, and facilitate the exchange of schedule revisions with PPP.</li>
<li>Managing oversight &amp; interaction with PPP Company: district cooling/water: Ensure the review of operations &amp; maintenance procedures and schedules for district cooling and water networks, approve rescheduling by providing alternative periods, ensure effective liaison with PPP, and supervise water quality and sampling protocols at plant collection and delivery points.</li>
<li>Ensure the issuance of work orders, distribution of the approved drawings specific to pipeline modifications, review of the as-built drawings followed by issue of completion certificate and closure of work order along with necessary updating of records at RSU end.</li>
<li>Coordinate the release and tracking of work orders and the dissemination of approved drawings for water pipeline modifications.</li>
<li>Coordinate the water tank maintenance plan revisions and end-user notifications, assist in workforce allocation for inspections, and contribute to the management of work orders and communication strategies.</li>
<li>Direct all related activities for water tankers management, manage dispatch plan adjustments with PPP, and handle rescheduling communications as needed.</li>
<li>Assist with managing supplementary &amp; emergency water services, collect water requirements, communicate tanker schedules to end users, and maintain records of schedule notifications and any changes.</li>
<li>Manage receiving sewage maintenance requests, confirm details with end users, and contribute to the communication process regarding maintenance schedule changes and updates.</li>
<li>Coordinate the leakage detection process, assist in work order management for repair activities, and facilitate updates to end users or customer services.</li>
<li>Assist in overseeing and operating water network parameter controls and the handling of trouble calls and support the documentation process for field inspection work orders and log report updates.</li>
<li>Oversee the control and operating of local distribution network parameters, liaise with PPP for high-severity planned outages, and direct field operations for all severity-related network incidents.</li>
<li>Coordinate the logistics for segregated waste collection, including the communication of bin locations to PPP, the development of collection schedules, and the facilitation of additional waste collection</li></ul> 
 
Risk Management:
