Job Summary:
Assists with the development of all aspects of control systems, equipment, and machinery.
Key Responsibilities:
Assists with the development and design of control systems; assists with the development and implementation of bench tests; alters software and equipment to ensure that sensors and actuators are functioning according to specifications; supports and debugs basic problems and change requests. Assists with the preparation of cost estimates; compiles required cost and equipment information, and drafts appropriation requests. Pharma Technical Manufacturing (PTM) is responsible for managing all aspects of end-to-end drug substance and drug product manufacturing and supply. From the raw material to the final medicine, we contribute to deliver Roche&rsquo;s ground-breaking therapies to more than 120 million patients around the world. We make our medicines at 9 sites around the world and coordinate all aspects of production of Roche medicines in all disease areas and dosage forms.

The Opportunity
We're seeking a highly skilled and experienced Principal Instrumentation &amp; Controls Plant Engineer who will be the site&rsquo;s highest-level technical subject matter expert (SM) for the site&rsquo;s instrumentation program.
Pre-Startup:
During the plant start-up project you will be on the User Team and be accountable for establishing the site&rsquo;s foundational calibration strategy and program. In partnership with Project Engineering and the start-up project (user) team you will partner and collaborate with our partner site organizations (Engineering and MSAT, Quality, Supply Chain, Technical Development, Regulatory, CMO, Strategy) to provide expertise in project management and technical design, testing, qualification, validation, as well as all other activities related to design and start-up a new Drug Product Fill and Finish facility with a focused lens on instrumentation.
Initially, you will perform a mix of remote and onsite work (first at the General Planner&rsquo;s office, later at construction site/plant). You will transition to local full time on-site work once the site buildings are built and equipment delivered. Travel of up to 30% of the time is expected during the project phase.
Post-Startup:
You will provide strategic and tactical leadership to ensure that the facility's measurement and control hardware operates with maximum reliability and in strict compliance with cGMP standards.
What You'll Do<ul><li>
You will drive optimal greenfield facility and operations design towards high manufacturing efficiency and quality in line with product and regulatory requirements. The Cost Control Engineer ensures accurate, consistent, and data-driven costing practices across the organization. The role establishes a unified cost framework, standardizes assumptions, and enhances visibility into cost drivers and operational inefficiencies. By implementing structured processes and tools, the Cost Control Officer supports informed decision-making, competitive bidding, and sustainable financial performance within the company.</div></div><div><div><h2 class="jobSectionHeader">
Accountabilities</h2>
</div><div><ul><li>Develop and maintain a standardized costing template covering all cost categories.</li>
<li>Ensure consistent assumptions and methodologies across departments.</li>
<li>Establish structured data submission requirements for accurate and timely inputs.</li>
<li>Introduce dashboards for variance tracking and cost monitoring.</li>
<li>Identify cost inefficiencies and recommend corrective actions.</li>
<li>Provide regular reports on cost drivers and trends to management.</li>
<li>Conduct quarterly market research and benchmarking to update cost assumptions.</li>
<li>Maintain an updated cost library reflecting current market rates and supplier data.</li>
<li>Support competitive bid preparation with data-driven costing models.</li>
<li>Collect and validate cost inputs from Finance, Operations, HR, Procurement, and HSEQ.</li>
<li>Ensure completeness and accuracy of cost data through cross-departmental engagement.</li>
<li>Provide guidance and training to departments on cost control practices.</li>
<li>Establish clear reporting structures under Finance &amp; Commercial.</li>
<li>Provide management with transparent and timely cost control reports.</li>
<li>Support strategic decision-making by highlighting cost implications of projects and bids.</li>

</div><div><ul><li>Bachelor&rsquo;s degree in Engineering, or related field.</li>
<li>Professional certification such as CMA, CPA, ACCA, or equivalent preferred.</li>
<li>Minimum 5 years of experience in cost control, financial analysis, or management accounting, ideally within facility management, real estate, or service industries.</li></ul></div></div></div></div></div>
