</b></p><p>The Clinical Support Systems (CSS) team supports evidence-based, person-centered pharmacological and psychosocial interventions for individuals with serious mental illness (SMI), including those with schizophrenia, bipolar disorder, and recurrent major depression. The team provides a virtual resource center for clinicians and others caring for those with SMI, including physicians, nurses, psychologists, social workers, pharmacists, peer support specialists, administrators, psychiatric technicians, and others that is sponsored by private or government entities. The CSS provides accredited, evidence-based education, vetted resources and interactive tools, clinical communities, psychopharmacology and other treatment Centers of Excellence, and on-demand consultation to enhance service delivery for the population with SMI.
</p><p></p><p>The Program Manager manages the day-to-day functions required of the initiative or set of initiatives and is responsible for meeting the requirements and due dates of those initiatives which they oversee. The Program Manager is responsible for the management of faculty and vendors who deliver live and on-demand education, develop resources and interactive tools, manage clinical communities, develop and maintain centers of excellence, and respond to consultations and helpdesk tickets. The Program Manager is responsive to the needs of the funder including tracking needs and development of new, previously unidentified, assets. The Program Manager will often be the front-line communicator to those internal and external customers and will liaise with other APA divisions to realize the mission of the initiative. The Program Manager may liaise with project teams from external organizations with whom APA is partnering on the initiative(s). The Program Manager will be responsible for tracking of finances allotted to aspects of the initiative(s).

<div><div><p>The Mental Health &amp; Disabilities Manager (&quot;Manager&quot;) oversees the activities and services related to the Disabilities and Mental Health focus areas within Head Start. This role involves identifying individual special needs and creating a safe, stimulating, and supportive learning environment that enables children to thrive. The Manager must have a solid understanding of the basic requirements of the IEP/IFSP processes and the accommodations needed for children with disabilities. They will provide essential services to support families facing challenges related to mental and emotional health and assist their children with special needs and challenging behaviors. Support will be offered through various channels, including classroom assistance, parental engagement, teacher support, and access to community resources as necessary. The Manager will also coordinate services to help staff and parents address domestic issues, stress management, self-esteem challenges, and other mental and emotional health concerns. Key job responsibilities include observing Head Start children across all settings, collaborating closely with families, teachers, community partners, and service providers for appropriate interventions and referrals, promoting positive mental health and disabilities practices and prevention strategies, and providing staff development training on specific topics within the mental health field.</p>

<ul><li>Identify Head Start children enrolled in the Program who appear to have a disability, mental and/or behavioral health issue, and ensure through service planning that each child is diagnosed by a qualified diagnostician for the issues presenting</li>
<li>Provide education for staff and families on the importance and value of mental health and wellness.</li>
<li>Develop and maintain a system whereby each Head Start child, through observation or referral, is ensured services by:
<ul><li>Partnering with the Local Education Agency (LEA), Child Development Services Agency (CDSA), to diagnose suspected disabilities and provide services and/or treatment to children with diagnosed disabilities.</li>
</ul></li><li>In cooperation with parents and teachers, providing directly or facilitating the provision of an Individualized Education Plan (IEP) goals for each child with a diagnosed disability.</li>
<li>Advocating, facilitating, coordinating, and monitoring services of service providers external to the program who may be engaged to provide specialized services.</li>
<li>Facilitate multidisciplinary coordination and collaboration between mental health and other relevant program services, including education, disability, family engagement, and health services.</li>
<li>Assist in planning and coordinating the Health and Mental Health Services Advisory Committee in conjunction with the Health Services Coordinator</li>
<li>Provide regular and requested classroom observations.</li>

<b>POSITION PURPOSE:</b><br>
Under direction and policy guidelines from the Supervising Director, and the General Manager of Programs and Clinics as needed, and related funding agencies, plans, organizes, directs and integrates Neighborhood House Association’s (NHA) Faith Based Wellness and Mental Health In-Reach Ministry, i.e., Project In-Reach Ministry; provides expert assistance and information to executive management and others regarding mental health and substance use-related matters; and performs related work as required.

<b>EXAMPLES OF ESSENTIAL DUTIES:</b><br>

Responsible for the development and maintenance of a faith-based outreach and engagement program for incarcerated individuals age 18+ who live with a serious mental illness/co-occurring disorder as they prepare to exit the detention facility, including providing case management, outreaching and organizing the necessary community resources in order to support client’s transition out of the correctional facility, and individual counseling;
<br><br>
Ensure that specificities of faith-based component in contract can be met at all times including developing partnerships with churches and faith-based organizations and developing subcontracts as needed to meet program goals;
<br><br>
Perform subcontractor monitoring including documentation on a monthly basis;
<br><br>
Provide clinical oversight and guidance while adhering to the highest ethical standards;
<br><br>
Integrate faith-based subcontractors with team processes and procedures;
<br><br>
Respond to all inquiries in a timely manner;
<br><br>
Ensure that individuals connect and engage with the appropriate resources in the community; plans, organizes, controls, monitors, integrates and evaluates the work of NHA’s PIRM components;
<br><br>
Lead the field-based services that integrate mental health, substance use and recovery services, case management, individual counseling, and crisis intervention for TAY and adults in correctional facilities;
<br><br>
Conduct an assessment for substance use issues and/or potential mental health issues, domestic/community violence, physical/sexual/emotional abuse, and physical health needs;
<br><br>
Consultation and care coordination with integrated primary care, mental health and substance use treatment, correctional staff, and other community resources;
<br><br>
Supervise documentation, accuracy in program records, and quality improvement of all case files, including all program staff; review and discuss client cases with staff, provide support and direction regarding clients to staff in the areas of case management, outreach, as well as client and community engagement;
<br><br>
Enforce all Program Safety Policies and Procedures and ensure that clients, staff and program facility are safe at all times;
<br><br>
Maintain a good rapport, respect and communication with law enforcement or court officials, agency visitors, clients, staff, and community service agencies;
<br><br>
With staff and, at times, other NHA management staff, develop, implement and monitor long-term plans, goals and objectives focused on achieving NHA’s mission, program and funding agencies’ priorities;
<br><br>
Direct the development of and monitor performance against the annual program budget;
<br><br>
Manage and direct the development, implementation and evaluation of plans, policies, systems and procedures to achieve program goals, objectives and work standards;
<br><br>
Plan, organize, direct and evaluate the performance of staff;
<br><br>
Select and hire staff in accordance with NHA’s human resources rules and regulations;
<br><br>
Establish performance requirements and personal development targets; regularly monitor performance and provide coaching and guidance for performance improvement and development;

Experience with motivational interviewing. Experience working with corrections and/or incarcerated adults in alcohol or other substance use treatment setting is required.

<b>LICENSES, CERTIFICATES & SPECIAL REQUIREMENTS:</b><br>
A valid LCSW, LMFT, LPCC or licensed PhD issued by the state of California is required. Licensed mandatory; Good driving record; CPR/First Aid Certified. Must obtain and maintain a valid Criminal Background and Sheriff’s Department Clearance within the first 6 months of hire, Negative TB test results provided before hire. TB must be maintained every four (4) years. CPR/First Aid training required at hire and must be maintained every two (2) years.
