This position evaluates contractors' performance related to treatment process and outcomes and monitors for adherence with the Behavioral Health and Recovery Division (BHRD) contracts, and adherence to associated RCWs, WACs and other State and Federal laws, rules, and regulations. This position is also responsible for creating and maintaining long-term relationships with behavioral health providers and supports the development of formal cross system relationships to coordinate care for individuals who are in service in more than one service system.</div></div><p></p>

The candidate should have highly developed organizational skills, and an understanding of federal, state and local government mandates related to substance use disorder and/or mental health treatment. The applicant should have a minimum of three years of experience in the areas listed below OR equivalent education and/or experience that provides the knowledge to meet the job requirements.</li><li>
Bachelor's degree and/or an equivalent combination of education and relevant job experience.</li><li>
Experience with and knowledge of the publicly funded substance use disorder and/or mental health treatment system of King County and the state of Washington.</li><li>
Experience with, and an understanding of federal, state, and local government funding, as well as program mandates related to substance use disorder and/or mental health treatment.</li><li>
Demonstrated recent experience providing treatment services to the diverse populations served by the publicly funded treatment systems in the state of Washington.</li><li>
Demonstrated knowledge and recent experience in contract development, negotiation, budget development and management, and policy and/or program development.</li><li>
Demonstrated ability to negotiate terms of contracts or similar formal agreements.</li><li>
Demonstrated experience in gathering and analyzing data for needs assessments, outcomes reports, and quality improvement recommendations and the ability to develop formal reports for professional and community audiences.</li><li>
Demonstrated knowledge of contractor compliance monitoring methods, and quality assurance strategies.</li><li>
Demonstrated knowledge and experience with best treatment practices utilized in the current substance use disorder, mental health or co-occurring disorder services to youth or adults.</li><li>
Demonstrated knowledge of service delivery system payment structures, utilization management strategies and quality management practices including those associated with behavioral health managed care.</li><li>
Ability to coordinate and collaborate with both the youth provider and the adult provider system, as well as a variety of persons from the community and professional agencies, such as medical, ethnic and sexual minority groups, mental health, substance use disorder, and correction or judicial agencies.</li><li>
Demonstrated experience with provider selection processes including development and evaluation of Requests for Proposals, and evaluation of responses.</li><li>
Demonstrated ability to work independently and as a member of a team.</li><li>
Demonstrated verbal communication skills and professional level writing skills.</li><li>

The Behavioral Health and Recovery Division (BHRD) team works in a hybrid model, with days in the office as well as telecommuting. About the Role</b></p>
<p>
The Case Manager will have the prime responsibility for organizing comprehensive service planning and assessment activity and assuring service plan implementation through direct case management or co-provider services. The Case Manager will also have either primary or shared responsibility, depending upon the specialty/discipline, in providing the residents with specific linkages/advocacy services with co-providers of housing, mental health, substance abuse, and healthcare services etc. as well as with parole boards. Together with the residents, the Case Manager will formulate residents' comprehensive service plan in conjunction with specialty program staff. For some residents the Case Manager will be the major provider of a particular service and, for others, a secondary support agent.</p>

The Case Manager, under the general supervision of their Clinic Manager, is responsible for the coordinating of resources and services for clients. This staff member provides case management services and assists the mental health clinician in the development and delivery of services to mentally ill individuals; participates in group and individual counseling programs; acts as an advocate for the client and creates/maintains relationships with community groups; and completes documentation in case records. Emphasis is on the interdisciplinary team approach as a problem-solving process in providing comprehensive care to clients and their families. Essential Functions:</b></p><br>

Responsible for assisting the client to complete appropriate releases of information important to client compliance with individual plans of care.</li><li>
