Purpose of Division 
The Operations Division is responsible for the Airport Operations Centers (AOC), Airside and Landside Operations, Security, Airport Badging Offices, Safety, and Emergency Management at George Bush Intercontinental and William P. Hobby Airport. The team works around the clock ensuring a safe, secure, and efficient customer experience from the roadway to the runway. The Operations Division is also the liaison to key stakeholders such as the Transportation Security Administration(TSA), Houston Fire Department (HFD), Houston Police Department (HPD), Federal Aviation Administration (FAA), and other agencies ensuring the highest level of safety and security for our customers.. 
 
Description of Duties/Essential Functions of the Position 
The Traffic Operations Agent assists in the daily operational activities to ensure a safe and seamless movement of customers using roadways, terminal(s), and ground transportation. The Traffic Operations Agent maintains efficient operations of roadways and ground transportation activities by identifying impediments, collaborating with peers to delegate tasks based on operational peaks and needs, keeping the Landside Operations Supervisor informed, and staying abreast of changes to Code of Federal Regulations Title 49, Parts 1542, 1540, and other state, local regulations related to the operations of the airport. The Traffic Operations Agent provides a safe airport environment by conducting vehicle and road inspections, monitors weather, coordinating the elimination of safety hazards, controlling emergency responses until relieved, and participating in emergency preparedness events and activities. This position ensures a secure airport environment through compliance enforcement from persons using airport facilities and services. The Traffic Operations Agent achieves compliance through enforcement of airport operation procedures, government regulations, and challenging airport badge holders attempting to bypass security procedures. Further, the Traffic Operations Agent builds working relationships with ground transportation providers based on commitment and trust and proactively anticipate incidents by identifying resolutions to the benefit of all parties involved. 
 
Essential job duties and responsibilities for the Traffic Operations Agent include but not limited to: 
<ul><li>Monitors curb zones for safe and efficient traffic flow of both pedestrians and vehicles. Enforces tow and parking regulations and issues citations.</li><li>Monitors passenger and guest access to airport terminals. Assists with traffic accidents and disabled vehicles by notifying emergency personnel and maintenance teams as needed.</li><li>Provides customer service while performing duties. Assists airport customers by answering questions and resolving issues.</li><li>Responds to calls for assistance by customers and the Airport Operations Center (AOC) in a timely manner. Addresses and deescalates situations as appropriate and takes necessary corrective actions to remedy issues that arise.</li><li>In accordance with CFR 1542, which covers airport security and safety, notifies supervisor of any unsafe conditions, violations and/or discrepancies at airport facilities and terminals. May monitor security access points, challenge airport badges, conduct periodic and random checks, in partnership with all stakeholders, tenants, contractors and other governmental agency representatives.</li><li>Completes daily reports/logs of all activities (/vehicle activity, etc.) conducted during a shift.</li><li>May facilitate commercial vehicle processing (i.e. limousines, shuttles, taxis and Transportation Network Company &ldquo;TNC&rdquo; vehicles), including permit sales and compliance by conducting inspections in accordance with applicable regulations and policies.</li><li>Supports passengers, guests, and operational activities during emergencies, outages, construction-related closures and other irregular operations. During emergencies, acts as a field liaison and maintains order following the Airport Emergency Plan and other airport rules and regulations.</li><li>May suggest improvements to the customer experience, such as passenger processing and facility aesthetics, based on observations and/or input of passengers, business partners and team members.</li><li>Contributes to the team by performing other duties as assigned</li></ul> 

WORKING CONDITIONS 
Must be able to stand on hard surfaces, walk for extended periods of time, and multi-task. This position must also be able to work any shift to include: rotating shift, nights, weekends, holidays, and is expected to participate in emergency preparedness events and activities. The position requires intermittent stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are routine discomforts from exposure to heat, cold, moisture/wetness, and unpleasant air conditions. The position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated gross motor movements within low tolerance demands with no real speed requirements.</div>
<div><h2 class="jobSectionHeader">MINIMUM REQUIREMENTS</h2></div>
<div>EDUCATIONAL REQUIREMENTS: 
Requires an Associate&rsquo;s degree in Aviation Management, Airway Science, Criminal Justice, Law Enforcement, Business Administration, Public Administration or a related field. 
 
EXPERIENCE: 
Six (6) months of experience in airport operations, airport security, airport safety and/or any other customer service-related field is required. 
 
Directly related professional experience in airport operations/security or customer service may substitute for the above education requirement on a year-for-year basis. 
 
LICENSES/CLEARANCES: 
Requires a valid Class C Texas Driver&rsquo;s license and compliance with COH policies on driving.

 Position Summary
 
 
 
 The Airport Operations Agent works to ensure the safety, security, and maintenance of Airport grounds, equipment, buildings, and facilities as directed. The employee responds to Airport Rescue and Fire Fighting (ARFF) situations. The employee is also responsible for performing all Fixed Based Operator (FBO) services as necessary, including providing excellent customer service to all airport guests such as pilots, passengers, tenants, and the public.
 
 
 
 Essential Duties - Knowledge &ndash; Skills - Abilities

 Respond to any aircraft emergencies within the allotted 3 min time window and provide firefighting and rescue services.
 </li>
 <li>
 Test the firefighting foam to verify it is within regulatory specifications.
 </li>
 <li>
 Load dry chemical powder when needed to the fire truck.
 </li>
 <li>
 Refill the water tanks to maintain readiness.
 </li>
 <li>
 Perform visual inspections on ARFF truck to maintain readiness.
 </li>
 <li>
 Keep ARFF truck clean and waxed for readiness.
 </li>
 <li>
 Marshal aircraft on apron for proper parking.
 </li>
 <li>
 Provide pilots and passengers with any customer service needs, i.e.. coffee, ice water, rental cars, baggage handling, etc.

 Provide aircraft pilots services such as fuel request, ground auxiliary power unit, lavatory service, tie down services, deicing services, and any other aircraft services as necessary.
 </li>

 Verify that the aircraft is taking correct type of fuel and if not have the customer fill out a "Fuel grade confirmation" form.
 </li>
 <li>
 Ensure the correct fuel amount is put into the aircraft to ensure the aircraft is still within the weight and balance window.
 </li>
 <li>
 Tow the aircraft to better suit the airport's needs.
 </li>
 <li>
 Obtain aircraft information and pilot information for invoice and billing procedures.
 </li>
 <li>
 Answer incoming calls on the FBO phone.
 </li>

 Use proper communication on radio for other staff and air traffic control tower.
 </li>

 Perform nightly settlements on the AV Fuel hub.
 </li>
 <li>
 Complete truck sheets nightly, Fuel Truck inspection records, and airport runway inspection paperwork.

 Complete fuel farm reports.
 </li>
 <li>
 Receive fuel loads for fuel farm and complete proper paperwork for fuel loads. Make sure paperwork is accurate and tanker driver performs sump test on fuel load before receiving the load.
 </li>
 <li>
 Keep all airport training and certificates up to date such as A.R.F.F, FAR 139, NFPA 407, ATA, first aid training, and all other training requirements as may be required.
 </li>
 <li>
 Perform runway inspections 30 min prior to airline landing for wildlife, F.O.D, pavement conditions, taxiway and runway lights, and other items as required by 14 CFR 139.
 </li>
 <li>
 Perform wildlife management to ward off wildlife to ensure all aircraft have a safe and secure runway and document those actions.
 </li>
 <li>
 Replace any damaged, burnt out, missing light fixture which includes but is not limited to, the rotating beacon, PAPI lights, runway/taxiway ground lights, ramp lights, signs, parking lot, and streetlights.
 </li>
 <li>
 Patch holes in the airfield pavements from lighting strikes
 </li>
 <li>
 Issue NOTAMs for items that pilots need to know that they are non-operational or closed.
 </li>
 <li>
 Paint pavement markings and coat the painted areas with glass beads to ensure maximum visibility.
 </li>
 <li>
 Assist with mowing and weed eating airport areas as needed for appearance and wildlife management.
 </li>
 <li>
 Perform snow removal on runway and taxiways along with apron and parking lots and sidewalks.
 </li>
 <li>
 Perform friction tests and update NOTAMS (Notices to Airmen) during adverse weather conditions.
 </li>
 <li>
 Perform PAPI light calibration for vertical guidance for aircraft
 </li>
 <li>
 Ensure security of the airport by maintaining fence integrity, ensuring no unauthorized vehicles are within airport perimeter fenced areas, and keep all access points secured. Monitor security of airport through use of video surveillance system.
 </li>
 <li>
 Communicate with ground and tower frequency to access movement areas.
 </li>
 <li>
 Escort vehicles onto the ramp for passenger and crew pickup
 </li>
 <li>
 Clean airport terminal, ARFF, Hangars, and Maintenance buildings by performing such duties as sweeping, dusting, mopping floors, vacuuming carpets, cleaning windows, cleaning bathrooms, empty all trashcans inside and outside buildings, and any other janitorial needs.
 </li>
 <li>
 Perform maintenance of all airport grounds including, but limited to mowing, weeding, snow removal, and landscaping.
 </li>
 <li>
 Perform basic equipment maintenance, daily/weekly/monthly inspections, and keeping all vehicles &amp; equipment clean.
 </li>

 Perform refueling fuel trucks and performing proper vehicle inspections and tests such as sump of fuel trucks, fuel farm, and daily equipment inspections.
 </li>
 <li>
 Remove F.O.D (Foreign Object Debris) throughout the airfield and grounds of airport.

 Assist with projects such as painting, remodeling, construction, and basic electrical and plumbing duties, etc.

Hiring Range: $32.08-$38.50. The maximum pay for this position is $44.92.
Performs Aircraft Rescue and Firefighting (ARFF), airport operations, and maintenance duties. Responds as part of a team to airport emergencies to provide fire and rescue services. Performs snow removal, inspections, and maintenance, and operates equipment necessary to maintain airport property and facilities. Works rotational shifts that will include some holidays and weekends. Ensures safe airfield conditions and performs a variety of administrative, professional, and technical tasks in support of the airport.
Schedule: Staff will work two consecutive 17-hour shifts (typically 0530-2230) followed by four shifts off duty. This will be explained further during the interview.

This is a part-time opportunity. At Southwest, Part-Time Employees generally work 32 hours over 5 days, but schedules are determined in accordance with a seniority-based bidding process.
 
New Hires will complete 4- 6 weeks of training. Training will consist of 8-hours of classroom or on-the-job training over 5 days each week.
 
After completing training, Part-Time New Hire work weeks will consist of 6.5-hour shifts over 5 days, with the potential for mandatory overtime.
 
This role is part of a Collective Bargaining Agreement (CBA), which means pay, schedules, and other job details are set through an agreement with the labor union.
 
Work schedules are based on seniority and may include early mornings, late nights, weekends, and holidays. There may be times when mandatory overtime is required to support flight operations, but there are also opportunities to trade shifts and find a schedule that works for you.

 Duties and Responsibilities
 Provide friendly service to and maintains positive relationships with all internal and external Customers
 Work in a cooperative spirit to ensure the success of our Company
 Responsible for providing legendary Customer service to people desiring to travel, use cargo or baggage service by servicing aircraft at ramps and terminals
 Load, unload, service, guide, and direct Company Aircraft
 Receive and record Customer baggage, air freight, mail and company materials as required
 Handle all aspects of loading, stowing and unloading baggage, cargo airmail, air freight, ballast and company materials according to a predetermined plan received either electronically or manually from an Operations Agent. Submits, either electronically or manually, a Cargo Bin Loading Slip (CBLS) to an Operations Agent
 Pick up, deliver, and transport cargo and baggage to and from aircraft and prepares records in connection with these responsibilities
 Warehouses, weighs, stacks, picks up and delivers air cargo, checks air cargo handled against accompanying forms to identify any mishandling or discrepancies and corrects routine errors
 Safeguards Customers' baggage, air cargo, air mail, and COMAT from weather, loss, theft, damage and/or destruction
 Use jetway stairs frequently to carry items checked at the gate to the aircraft bin
 Review cargo forms for accuracy and corrects forms as necessary
 Perform interior aircraft cabin cleaning by hand, including sweeping upholstery, cleans windows, galleys and disposal containers in accordance with applicable paperwork
 Clean and service lavatories, operate lavatory carts and dispose of contents in accordance with established procedures
 May perform duties of a Provisioning Agent, including stocking aircraft cabin interiors for flights with equipment and supplies such as literature, disposal, and refuse containers and commissary items in accordance with applicable paperwork. Maintains an inventory of such items and supplies
 Transport cabin and cleaning equipment between aircraft storage area
 Operate and/or drive motorized equipment, such as belt loaders, air start units, lift trucks, push back tugs, bag cart, lavatory cart and de-icers
 Manually pushes and pulls push carts and containers
 Work in the vicinity of and between passenger terminals, hangars and airfreight facilities, both indoors and outdoors
 May be exposed to a wide variety of weather condition, jet and machinery noises, fumes, dirt and dust for extended periods of time
 Completes forms and paperwork connected with work assignments according to established procedures, and enters such information in to the Company’s information system as required
 Duties vary by size and organization of station.
