Principally, the position will be assigned a facility(ies) as a part of team to ensure projects are completed safely, on-time, and under budget. Duties include the project initiation, planning, coordination, and execution of the project of general scope and projects related to the Health and Specialty Care System. The Project Manager IV communicates with the stakeholders, HHSC Management, Facility personnel and other relevant parties on a regular basis. The Project Manager IV may direct and supervise the work of design architects and engineers, oversees the construction, and administers the related contracts.</p><p>
Project Manager IV works under the supervision of the Director of Facility Maintenance Support Team with limited supervision and considerable latitude for the use of initiative and independent judgment.</p><p><b>
Essential Job Functions (EJF):</b></p><p>
Acts as principal project manager for maintenance operational support project that require coordination and oversight of a variety of system installations and operations, including ensuring completion and building commissioning. 20%</p><p>
Principally responsible for the review and approval of project schedules, design and work plans to ensure reasonableness, accuracy, and compliance with appropriate regulatory requirements. Providing instructions, forms, submission requirements to architects, engineers, construction contractors on required processes for regular and ad hoc project/issue reporting. 20%</p><p>
Manages specialty architectural and engineering contracted experts, conducting independent reviews of codes and regulatory oversight regulations to determine if existing architectural and engineering conditions comply with current requirements and determine solutions for compliance. Conducts initial review of design submittals for best practice, conformance with building codes and technical correctness. 20%</p><p>
Conducts on-site inspections of construction work to ensure project quality and completion levels that informing allowable invoicing to ensure that project deliverables are acceptable, fulfill the terms of the project contract and specifications. Assists in identifying and putting into place performance criteria to ensure building and support systems protect the safety of clients/patients and staff when delivering clinical services. 20%</p><p>
Proactively manages project risks that could adversely impact operations of a facility upon completion of construction/renovation project and take action to mitigate or avoid them based upon inspections and reviews of project documents (architectural drawings, engineering specifications, issues logs). 10%</p><p>
Advises and assist in the maintenance of current and accurate data in the facility management and facility assessment system database. 10%</p><p><b>
Knowledge, Skills, and Abilities:</b></p><p>
Knowledge of construction project management theories and practice applicable to highly complex projects; of systems and procedures used to evaluate third party vendor performance; of local, state, and federal laws and regulation relevant to the administration for the project undertaken.</p><p>
Skill in project management monitoring; in addressing changes in scope and budget and monitoring the schedule of the project.</p><p>
Demonstrates ability to manage project activities; establish project goals and objectives; to exercise sound judgment in making critical decisions; to identify project risks and gaps; to understand the construction and different construction procurement methods, to prepare reports and communicate effectively and to plan, and supervise the work of contractors and contracted professionals.</p><p>
Demonstrates ability to manage preparation of and perform quality control reviews of architectural and engineering discipline construction documents</p><p>
Shows proficient skill in the use of personal computers and applicable programs, applications.</p><p>
Knowledge of regulations and laws related to construction contracts.</p><p>

Licensure, Certification or Registration:</b></p><p>
Acquire a Certified Texas Contract Manager license as issued by the State of Texas within 6 months from the date of hire.</p><p>
Certification as a Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified Construction Manager (CCM), licensed architect or a professional engineer by the State of Texas is preferred but not required.</p><p>
Prefer experience supervising and supporting maintenance operations of an HHSC facility.</p><p><b>
Initial Screening Criteria:</b>
</p><p>1. Minimum of three years of experience acting as a project or maintenance manager for a contractor, owner representative, or an owner. Prefer experience at an HHSC facility.</p><p>
2. Experience in reviewing and approving drawings, submissions, project schedules, or project draws. Experience supervising maintenance operations is preferred.</p><p>
3. Experience with projects local, state, and federal, healthcare, or non-profit entity is preferred.</p><p>
4. Experience using maintenance databases is preferred.</p><p><b>
Additional Information</b>:</p><p>
Mobile Work: This position will be responsible for managing operational projects across the state of Texas, potential assignment headquarters may be designated at an HSCS facility or in Austin at the State Office. This position may have an opportunity for mobile work part-time. The candidate will attend new employee orientation and manage administrative functions through their designated headquarters or in Austin. There is no guarantee of permanent mobile work, employees must meet eligibility requirements in accordance with agency policy, and any mobile work options are subject to change. The person holding this position is responsible to provide leadership for the safe, reliable, compliant, and cost-effective operation of a simple cycle power plant consisting of four GE 7FA dual-fuel combustion turbines. This position provides leadership and oversight for plant operations, maintenance, NERC compliance, safety programs, and environmental compliance under the general direction of the Plant Manager.

<li>Ensure compliance with all local, state, and federal environmental regulations.</li>
<li>Lead and manage all operations and maintenance activities for four GE 7FA combustion turbines and associated balance-of-plant systems.</li>
<li>Manage the preventive, predictive, and corrective maintenance programs for plant electrical and mechanical systems.</li>
<li>Ensure system reliability through root cause failure analysis (RCFA) and reliability-centered maintenance (RCM).</li>
<li>Oversee outage planning, execution, and contractor management.</li>
<li>Optimize plant performance including reliability, availability, and heat rate.</li>
<li>Ensure effective spare parts inventory management.</li>
<li>Serve as the site lead for NERC Reliability Standards compliance.</li>
