Job Summary:
The PSCI Research Operations Manager provides strategic, operational, and administrative leadership for a high-impact, multidisciplinary research institute; is responsible for overseeing the daily operations, financial health, compliance, infrastructure, and long-term planning of the institute; ensures that research activities align with the university's mission; supports faculty and research staff; and drives innovation and collaboration across academic and external partners.
Essenti al Functions and Responsibilities
<ul><li>Manage the staff of the institute's operations, including strategic planning, resource management, and organizational development
</li><li>Drive the alignment of the day-to-day admin operation to meet the Cancer Institute&rsquo;s goals
</li><li>Design and implement new administrative initiatives to enhance the research portfolio of the Cancer Institute
</li><li>Implement continuous process improvements in administrative systems, workflows, and service delivery
</li><li>Supervise administrative and operational staff
</li><li>Provide leadership, mentorship and training to ensure high team performance and foster a culture of collaboration, accountability and continuous improvement
</li><li>Manage large-scale cross-functional projects across departments and ensure timely execution, stakeholder coordination, and outcome evaluation
</li><li>Monitor the progress of strategic initiatives and research programs for the Cancer Institute by utilizing data analytics and performance metrics to inform decision-making and drive evidence-based improvements

SALARY &amp; BENEFITS
The salary range for this position, including all possible grades, is $97,100.00 - $145,700.00.

DESCRIPTION:
This position supports the JRO-CBRND of the J8 CJCS in development of military advice through the assessment of capability gaps, needs validation, and integration of joint capability to prevent use or prevail in a CBRN environment. Specifically, the position is designed to perform a broad range of operations research analysis for unique data problems requiring creativity, innovative use of techniques, advanced approaches, and/or new technologies. 


Primary duties will include (but not limited to):

<li>Establishes assumptions, measures effectiveness of approaches, and evaluates available alternatives.</li>
<li>Utilizes scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned data projects, studies, or problems.</li>
<li>Evaluates impacts of new technologies on current systems and policies and provides conclusions and recommendations that have a major impact on decisions regarding requirements definition, planning and acquisition of major upgrades, and new system capabilities.</li>

KNOWLEDGE AND SKILLS:
<ul>
<li>Knowledge of CBRN Defense and CWMD plans, policies, doctrine, capabilities, organizations, and general efforts within DoD.</li>
<li>Knowledge of Joint Strategic Planning System (JSPS) and Joint Staff Task Management Tool (TMT).</li>
<li>Provide expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives.</li>

EDUCATION / EXPERIENCE:

<li>A bachelor's degree or master's Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics; AND,</li>
<li>Guiding and overseeing the use of advanced analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to generate information, recognize patterns, and predict outcomes and their respective probabilities.</li>
<li>5-10 years of relevant technical area experience.</li>

Operations Experience Managers (Ops XM) are members of the store leadership team responsible for executing store standards, including customer service, department readiness, and operational processes. This role leads the Order Fulfillment team in executing best practices for picking, staging, and loading to ensure an excellent interconnected experience. The Ops XM drives operational excellence by physically executing inbound freight processes and auditing receiving procedures to verify SOP adherence. Additionally, they are responsible for implementing Shrink Action Plans within their areas of responsibility. The Ops XM performs Manager on Duty (MOD) functions - including safe opening and closing processes&mdash;strictly in accordance with established SOPs, escalating non-standard issues to the Store Manager or ASM. When serving as the MOD, they implement business decisions by partnering with appropriate resources and following SOPs. This position requires strict adherence to all timekeeping and break policies. Ops XMs provide input to store leadership on associate performance, talent planning, and selection. They coach and train associates on company policies, safety procedures, and customer service, while championing a safe working environment by ensuring associates complete training, correcting hazards immediately, and upholding all company safety standards. 
 
Key Responsibilities:<ul><li>
30% - Customer Service / Experience - Service Leadership: Champion the GET culture by working alongside the team to model proper techniques and providing real-time coaching on the sales floor. Fulfillment Operations: Direct D93 (Receiving) and D94 (Order Fulfillment) workflows to ensure all orders are received, picked, and staged within Service Level Agreements (SLAs).Quality Assurance: Proactively prevent customer issues by auditing delivery orders for accuracy and quality standards. Operational Execution: Conduct daily walkthroughs to validate safety, SOP adherence, RTV/ZMA audits, and inbound freight preparation. Employee Relations: Champion &quot;Voice of the Associate&quot; initiatives and actively resolve associate concerns consistent with company policy to maintain high engagement levels. Accountability: Enforce company policies and hold associates accountable for safety and operational standards.</li><li>
15% - Safety - Ensure strict adherence to hazmat procedures, SOPs, and Safety Matters guidelines : Immediately intervene to correct unsafe behaviors and recognize associates who demonstrate safe practices. Verify that all relevant safety checklists are completed on time and confirm that corrective actions are implemented. Model safe work practices and complete all assigned safety training. Guide associates on the proper use of Personal Protective Equipment (PPE) and safe lifting techniques. Enforce safe distances around Lift Equipment and ensure associates understand the correct policies. Maintain safe aisles and walking surfaces by keeping them clear of debris.
