Job Summary
The Site Manager is responsible for the overall management, coordination, execution, and performance of all Base Operations Support Services (BOSS) activities at Prince Sultan Air Base (PSAB), Kingdom of Saudi Arabia, under the AFCAP V program. Reporting directly to senior program leadership, the Site Manager serves as the primary on-site representative with full authority to act on behalf of KBR for all daily contract operations. This position provides leadership and oversight for all operational areas outlined within the Performance Work Statement (PWS), including Civil Engineering support, food services, recreational services, linen and laundry operations, fitness center operations, subcontractor management, force protection escort operations, quality control, and customer support functions.
The Site Manager ensures all services are executed safely, efficiently, and in full compliance with contract requirements, USAF standards, AFCAP requirements, host nation regulations, and company policies while maintaining mission readiness and operational continuity in a high-tempo deployed environment. The Site Manager is responsible for workforce management, operational readiness, customer engagement, safety compliance, reporting requirements, and continuous operational improvement while leading multidisciplinary teams and coordinating directly with Government stakeholders to ensure uninterrupted mission support operations
Roles and Responsibilities
<ul><li>Provide overall leadership, management, and operational oversight for all BOSS contract activities at PSAB.</li><li>
Maintain full responsibility for contract execution, personnel management, scheduling, subcontractor oversight, and quality performance across all supported service areas.</li><li>
Serve as the primary liaison between KBR and Government leadership, including the COR, ACO, and functional commanders.</li><li>
Ensure all operations are executed in accordance with the PWS, AFCAP V requirements, host nation laws, USAF regulations, and applicable safety and environmental standards.</li><li>
Lead and enforce a ZERO Harm safety culture while ensuring compliance with Environmental, Safety, and Quality Assurance requirements.</li><li>
Direct daily operations supporting Civil Engineering, Food Services, Recreational Services, Linen and Laundry Operations, Fitness Center Operations, and other mission support functions identified within the PWS.</li><li>
Oversee execution of the Task Order Management Plan (TOMP), mobilization plans, demobilization plans, staffing matrices, transition activities, and operational reporting requirements.</li><li>
Manage staffing accountability, workforce planning, subcontractor coordination, and personnel readiness requirements, including SPOT accountability and deployment tracking.</li><li>
Ensure all required reports, CDRLs, staffing reports, quality documentation, and operational updates are submitted accurately and on time.</li><li>
Monitor performance metrics and implement corrective actions to maintain compliance with performance objectives and customer satisfaction requirements.</li><li>
Coordinate emergency response activities, operational recovery actions, and contingency support requirements as necessary.</li><li>
Ensure all LN/OCN escort and monitoring requirements are executed in compliance with AFCENT escort program requirements and local security procedures.</li><li>
Maintain accountability of Government Furnished Property (GFP), contractor-managed property, equipment inventories, and operational assets.</li><li>
Support transition, mobilization, and demobilization activities while ensuring uninterrupted mission support capability.</li><li>
Be available within four (4) hours to meet on-site with Government representatives when required.</li></ul>
Basic Qualifications
<ul><li>Must be a U.S. citizen</li><li>
Ability to obtain/maintain a SECRET clearance</li><li>
Ability to maintain operational continuity across rotations and work within Government-led governance rhythms</li><li>
Minimum ten (10) years of experience related to overseas contingency operations, base operations support, installation support services, or large-scale government operations management.</li><li>
Previous experience managing multi-functional operations in austere or deployed environments strongly preferred.</li><li>
Strong knowledge of USAF operations, AFCAP programs, contingency logistics, facilities management, and performance management.</li><li>
Demonstrated experience supervising large, diverse workforces, including subcontractor and multinational personnel.</li><li>
Strong understanding of safety, quality control, force protection, and operational compliance requirements.</li><li>
Excellent communication, leadership, organizational, and customer engagement skills.</li><li>

The HYCO Operations shift Supervisor is accountable for managing and supervising the operations shift team including shift leads and operators for BHIG facilities which include a Hydrogen Steam Methane Reformer, a CO2 Removal Unit &amp; CO2 Compression, HPSA, Membrane Unit, related Utilities and pipeline network. Fully accountable to ensure his logs and that his operator&rsquo;s logs are accurate and compliant with published matrix.</li><li>

Accountable to personally inspect all Active Leaks each shift and update any degradation in his report.</li><li>

Minimum Requirements and Qualifications<ul><li>
Bachelor&rsquo;s degree in chemical, Mechanical, or Chemical Process Operations preferred. An associate technical degree (2-year certificate) will be considered based on years of experience and competence.</li><li>
Experience in gas, petrochemical, or related industries in operations, engineering, and/or a maintenance function. Demonstrated HYCO knowledge a plus, with a minimum of 10 years&rsquo; experience with 4 + years in line supervision of process operations roles.</li><li>
Expectation based on level of experience for the operations team to achieve a &lsquo;Level 1 / Board Level&rsquo; status within 2 &ndash; 4 years. Operators will be evaluated during the training period and placed at the level of competence accordingly. All the operations team are considered field and board operators when Level 1 is achieved. Leadership positions are expected to follow the progression process.</li><li>
The HYCO Operations Supervisor is an extension of the operating team and is expected to engage in plant operations when required.</li><li>
Proven coordination experience in a multi team environment which includes operations, engineering, and maintenance.</li><li>

Safety<ul><li>

Operations<ul><li>
Ensure the safety of all operations personnel by utilizing the APQ Basic Safety Practice program, which includes Safety Work Permits, LOTO, Confined Space, etc. The position facilitates planning, organizing, auditing, and follow-up, to build the Air Products safety culture into the APQ.</li><li>
Ensure all Environmental Regulatory requirements are met.</li><li>
Ensure compliance to all CM, PM tasks.</li><li>
Support and prepare for Shutdown Planning and Turnaround Planning.</li><li>

Maintain a relationship with the customer&rsquo;s counterparts from other Refinery Units where from APQ either receiving Feedstock, Utilities &amp; Power or supplying Hydrogen and Steam to different Refinery Units on a regular basis through Refinery Shift Superintendent to ensure alignment of expectations for APQ and the customers current and future product demand.</li><li>
Fully accountable to ensure his logs and that his operator&rsquo;s logs are accurate and compliant with published matrix.</li><li>

Minimum Requirements and Qualifications<ul><li>
Bachelor&rsquo;s degree in chemical, Mechanical, or Chemical Process Operations preferred. An associate technical degree (2 year certificate) will be considered based on years of experience and competence.</li><li>
Experience in gas, petrochemical, or related industries in operations, engineering, and/or a maintenance function. Demonstrated HYCO knowledge a plus, with a minimum of 10 years&rsquo; experience with 4 + years in line supervision of process operations roles.</li><li>
Expectation based on level of experience for the operations team to achieve a &lsquo;Level 1 / Board Level&rsquo; status within 2 &ndash; 4 years. Operators will be evaluated during the training period and placed at the level of competence accordingly. All the operations team are considered field and board operators when Level 1 is achieved. Leadership positions are expected to follow the progression process.</li><li>
The HYCO Operations Supervisor is an extension of the operating team and is expected to engage in plant operations when required.</li><li>
