The PMO Manager will oversee the full development delivery cycle: feasibility support, design management, consultant and contractor coordination, cost and schedule control, procurement tracking, risk management, project reporting, handover, and close-out.</p>
Key Responsibilities<ul><li>
Establish and manage PMO governance, reporting standards, project controls, templates, and approval workflows across the development portfolio.</li><li>

Lead coordination between development, design, finance, procurement, sales, legal, consultants, contractors, and government-related stakeholders.</li><li>
Review design deliverables, consultant outputs, BOQs, specifications, tender packages, and construction documentation for completeness before execution.</li><li>
Monitor consultant and contractor performance against their contractual scope, deliverables, milestones, quality requirements, and approved budgets.</li><li>
Maintain project risk registers, issue logs, decision trackers, action plans, and mitigation measures.</li><li>
Support tender evaluations, consultant and contractor appointments, variation reviews, claims assessments, and project close-out.</li><li>
Ensure projects are delivered in line with approved product positioning, financial objectives, delivery timelines, and quality standards.</li><li>

Mandatory Requirements<ul><li>
Bachelor&rsquo;s degree in Civil Engineering, Architecture, Construction Management, Project Management, or related discipline.</li><li>
Minimum 8 years of total experience in real estate development, project management, project controls, or construction delivery.</li><li>
Minimum 3 years of direct experience working for a real estate developer / owner / master developer is mandatory.</li><li>
Demonstrated experience managing residential, mixed-use, commercial, or hospitality development projects from the developer side.</li><li>
Proven experience in managing consultants, contractors, design coordination, budgets, BOQs, procurement, variations, project schedules, and handover.</li><li>
Strong understanding of the full real estate development lifecycle, not only construction execution.</li><li>
Proficiency in Primavera P6 or Microsoft Project, advanced Excel, PowerPoint, and reporting/dashboard tools.</li><li>
Strong commercial awareness, including budget monitoring, cash-flow tracking, cost forecasting, and variation control.</li><li>

<div><p>The Senior Manager &ndash; Residential Projects, Governance &amp; Reporting will support the Residential Business Unit by managing governance submissions, executive reporting, and committee coordination across the Residential portfolio.</p><p>
The role acts as the central point of control for Stage Gate reviews, Development Committee, N-1 / N-2 Committee, and other leadership submissions, ensuring all materials are clear, complete, aligned, and decision-ready.</p><p></p>
Responsibilities<ul><li>
Prepare and coordinate governance submissions, committee packs, Stage Gate reviews, and leadership presentations.</li><li>
Develop clear, concise, decision-led materials with defined asks, risks, recommendations, and approvals required.</li><li>
Consolidate inputs from Development, Delivery, Commercial, Cost Planning, Finance, Strategy, CDU, MDU, and other stakeholders.</li><li>
Ensure all submissions follow Qiddiya governance standards, templates, and approval processes.</li><li>
Track approvals, actions, conditions, and follow-ups from governance forums through to close-out.</li><li>
Prepare executive reports, dashboards, meeting minutes, and action trackers.</li><li>
Drive stakeholder alignment ahead of submissions to avoid late changes and improve approval success.</li><li>
Support continuous improvement of governance templates, checklists, reporting tools, and submission processes.</li></ul><br>

Requirements</b><br>
<ul><li>
Bachelor&rsquo;s degree in engineering, Architecture, Construction Management, Project Management, Business Administration, or related field.</li><li>
7+ years of experience in real estate development, project management, PMO, governance, reporting, or portfolio coordination.</li><li>
Experience supporting large-scale residential, mixed-use, masterplan, or giga-project environments.</li><li>
Strong understanding of governance processes, Stage Gate approvals, executive reporting, and committee submissions.</li><li>
Excellent PowerPoint and Excel skills, with the ability to create polished executive-level presentations.</li><li>
Strong stakeholder management skills and ability to coordinate inputs across multiple senior teams.</li><li>
High attention to detail and ability to turn complex project information into clear, decision-ready outputs.</li><li>
Strong follow-up, action tracking, meeting-minutes, and reporting discipline.</li><li>
