Nature of Work</b><br>
The fundamental reason this position exists is to manage and supervise the Airport Police Department and all aviation security related matters in support of the Airport Security Program. The BEV is recruiting for one (1) Associate Fraud Investigator II to function as a Borough Chief in the Centralized Rent Processing Unit who will:<br>

<ul><li>Manage the work assignments for all sub-units under supervision.</li></ul><br>
<ul><li>Monitor and implement (continuously) the investigative processes. Provide feedback as needed to staff.</li></ul><br>
<ul><li>Identify and schedule tasks, due dates and goals to ensure the efficiency and progress of the group.</li></ul><br>
<ul><li>Coordinate and research NYS DSS policy guidelines and prepare comprehensive reports.</li></ul><br>
<ul><li>Oversee and implement procedural manuals for the BEV/Group and provide technical assistance to staff on the implementation of new procedures and guidelines.</li></ul><br>
<ul><li>Monitor time and leave of subordinate staff. Provide trainings on policy and practices governing the unit. Evaluate and rate subordinate staff's job performance.</li></ul><br>
<ul><li>Coordinate the planning and implementation of Investigative special projects. Perform other supervisory and investigative functions as needed in the absence of the Director.</li></ul><br>

Minimum Qualifications</b></p><p><br>
1. A four-year high school diploma or its educational equivalent and five years of satisfactory, full-time experience, acquired within the United States in one or a combination of the following: performing investigations involving criminal and/or fraudulent activities; evaluating credit histories; searching for assets; and/or researching, compiling and/or locating evidence or information in order to build a case or uncover activities of criminal, corrupt, unlawful or unethical nature involving public or private funds, one year of which shall have been in a supervisory or administrative capacity; or

2. An associate degree or 60 semester credits from an accredited college, including or supplemented by 12 semester credits from an accredited United States college in criminal justice, forensic science, police science, criminology, criminal justice administration and planning, and/or law or related field and three years of satisfactory, full-time experience as described in &quot;1&quot; above, one year of which shall have been in a supervisory or administrative capacity; or

Candidates must minimally possess extensive supervision level experience in leading and managing a law enforcement workforce; Cal State is seeking an individual who is well-rounded, with experience in administration, investigations, and patrol. All candidates must possess current management and advanced California POST certifications or eligibility to attain them within 12 months of hire. Candidates from other states should consider the extensive California POST requirements for certification of experienced peace officers. A typical candidate will possess a bachelor's degree from an accredited college or university-with study in the areas of criminal justice administration, business administration, psychology, or a related field preferred-or an equivalent combination of education and management-level experience in an agency of similar size and complexity. A master's degree is desirable along with prior University law enforcement experience and knowledge of University regulations.</p>
<p><b>
Duties and Responsibilities:</b></p>
<ul>
<li>Provide overall leadership and direction for all law enforcement operations on a 24/7, year-round basis, including patrol, investigations, crime suppression, and emergency response.</li>
<li>Enforce federal, state, and California State University regulations while establishing policies, procedures, and work methods.</li>
<li>Oversee departmental and state-mandated training programs for all sworn and civilian staff.</li>
<li>Direct operations of a 24-hour communications and dispatch center handling 911 and emergency calls.</li>
<li>Manage the department&rsquo;s budget (approximately $3.8M), including General Fund, Foundation, Grant, and Parking Fund resources.</li>
<li>Oversee all personnel decisions, including hiring, development, and performance management, as well as departmental purchasing.</li>
<li>Promote a partnership policing philosophy through collaboration with campus leadership, academic units, and community stakeholders.</li>
<li>Lead campus public safety awareness and crime prevention initiatives and ensure compliance with federal and state crime reporting mandates.</li>
<li>Build and maintain relationships with media, community organizations, and local/state agencies; participate in campus and community committees.</li>
<li>Direct the campus Emergency Management Program, coordinating preparedness and response efforts for incidents such as natural disasters, public safety threats, and hazardous events.</li>
<li>Collaborate with internal departments and external agencies to develop emergency procedures and ensure effective response coordination.</li>
<li>Serve as Director of the Emergency Operations Center during activations and oversee emergency staffing and deployment strategies.</li>

The salary offered will take into account internal equity and experience among other factors.</p>
