The Arapahoe Facility is a 125 MW combine cycle, natural gas-fired, intermediate facility with a PPA until 2046, in Denver, CO.
THE CHALLENGE
The O&amp;M Manager is responsible for providing leadership along with daily oversight, direction, and guidance to operations and maintenance within the plant. Assist the Plant Manager in ensuring achievement of key operating objectives in the areas of employee safety, employee relations, environmental, profitability, unit availability, efficiency, equipment safety and reliability in full compliance with all applicable laws, regulations, polices, and procedures. In addition, provide specialized knowledge, skills, and oversight of day-to-day plant functions.
THE RESPONSIBILITIES
<ul><li>Assist Plant Manager in providing oversight of and direction to all mission critical programs and processes such as performance management, outage management, project management, asset integrity and financial management.</li>
<li>Ensure high plant reliability and overall cost competitiveness, without compromise to employee safety or environmental commitments.</li>
<li>Support and emphasize importance of safety and environmental programs and ensure regulatory compliance.</li>
<li>Ensure the safety of all employees of the facility through elimination of injuries to employees, contractors, and visitors.</li>
<li>Interface with regulatory, political, business, civic and public representatives.</li>
<li>Identify all permit requirements and ensure the applicable testing is performed and proper information is provided for renewing the permits as required by jurisdictional regulatory agencies.</li>
<li>Assist in the development and administration of the operating budget.</li>
<li>Prepare, maintain and provide a variety of reports/documents as required or upon request.</li>
<li>Qualify operators as O &amp; M Technician I for the plants and ensure all operators maintain proficiency in safely operating the plants.</li>
<li>Fill in as plant operator as needed, including start-up and shutdown.</li>
<li>Respond to plant trips and upsets as required.</li>
<li>Create and support an organizational culture that encourages and rewards employee involvement, innovative thinking, adaptation to change, responsible risk taking, and continuous improvement.</li>
<li>Promote productivity and teamwork with open communication, timely decision making, and use of leadership skills to set high standards of performance, while providing the direction necessary to achieve performance.</li>

THE PROFILE TO SUCCEED
<ul><li>Minimum of a bachelor&rsquo;s degree in engineering or related technical discipline</li>
<li>Minimum of 7 years&rsquo; experience in power generation field or exceptional work or military experience in a related technical field may substitute for the degree.</li>
<li>Previous second-line supervisory experience (i.e. Assistant Plant Manager, O&amp;M manager, O&amp;M Supervisor) is preferred.</li>
<li>Knowledge of operation and maintenance of gas &amp; steam turbines, electrical generators and heat recovery steam generators</li>
<li>Maintain the highest standards of conduct and integrity in all dealings with or on behalf of ONW at all levels inside and outside the organization.</li>

<div>The Consortium of AL JOMAIH ENERGY AND WATER CO. LTD. (JENWA) and TOTAL ENERGIES RENEWABLES is developing new solar PV power plant on a build, own and operate (&ldquo;BOO&rdquo;) basis. The Power Plant, REEM RABIGH ENERGY COMPANY LTD, shall comprise all facilities necessary for the generation of power with a total net capacity of 300 MW. The Initial Commercial Operation Date (ICOD) is planned early summer 2026 and the Scheduled Project Commercial Operation Date (SCOD) for December 2026. The Project Company will sell the power capacity and output of the Plant to SPPC (SAUDI POWER PROCUREMENT COMPANY) under a 25-year PPA.

The project comprises of 300 MW Solar photovoltaic (PV) technology on 6.56 km2 area that includes PV field, the plant&rsquo;s substation and OHTL (Approx. 500 ML).
Job Overview
The O&amp;M Manager will be responsible for Operation and Maintenance of 300 MW industrial-scale photovoltaic (PV) plant, which operates under a Power Purchase Agreement (PPA) and various project agreements. 
 
 
Requirements 
JOB FUNCTIONS (DUTIES &amp; RESPONSIBILITIES)<ul><li>
Participate in the design Review, Construction and Commissioning period support.</li><li>
Ensure Operational Readiness before takeover from EPC.</li><li>
Staff Mobilization, hiring, training, and support of the O&amp;M staff.</li><li>
Establish plant policies and procedures and implement CMMS.</li><li>
Ensure that all consents, permits, approvals and licenses are obtained, valid and in force to ensure safe operation of the plant.
</li><li>Search and selection of suppliers and service providers.
</li><li>Optimize, order and manage inventory of materials and supplies.</li><li>
Operational Management: Lead and oversee operation and maintenance of the Power Plant adhering to HSE and Project Agreements.</li><li>
Develop and implement operational strategies to maximize energy production and achieve performance targets outlined in the PPA and the Project Company&rsquo;s annual budget.</li><li>
Develop and manage the Annual and Long-term Operating Plan and ensure reliability, profitability and operational efficiency.</li><li>
Budget preparation, monthly analysis of revenues &amp; expenses and required mitigations.</li><li>
Comply with the accounting principles and maintain proper books and records in accordance with Legal Requirements</li><li>
Schedule and prioritize O&amp;M tasks effectively. Ensure proper stakeholder Management (SPPC, NGSA, SEC, SWCC, HCIS, MiM, NCEC, Modon&hellip;etc.).</li><li>
HSSE Management: Maintain a safe working environment. Ensure adherence to safety protocols and environmental regulations, conduct regular safety audits and training sessions for staff. Achieve annual HSE KPIs.

Contracts &amp; Compliance Management: Ensure compliance with all regulatory requirements, project agreements, and operational standards as specified in the PPA and other contractual obligations.</li><li>
Establish Delegation of Authority Matrix (Operations phase).</li><li>
Identification of opportunities to enhance revenues and profit margins.</li><li>
Provide monthly and annual reports about plant performance, incidents, failures, and the general operation and maintenance activities developed in the Plant.</li><li>
Report accurately and timely to the Board/Owner and maintain regular communication.</li><li>
Develop and nurture strategic relationships with key stakeholders, including lenders, contract counterparties, insurers, partners, suppliers, OEM companies, and regulatory/government authorities.</li><li>
Establish and maintain community relations.</li><li>
Liaise with construction management team, EPC Contractor, OEM vendors, Subcontractors and other suppliers to ensure efficient and timely resolutions of Punch List Items, Warranty Defects, Novation of Key OEM Contracts, LTSAs, procurement of essential spares and tools.</li><li>
Management of Project as Built Documentations, Plant O&amp;M documentation, official communications, regular reporting.</li><li>
Work with Admin and Finance team in the day-to-day tasks needed.</li><li>
Monitor and supervise the EPC Contractor interim O&amp;M period to maximize availability, performance and production of electricity.</li><li>
Elaborate, improve the O&amp;M Manual and Procedures based on the version provided by EPC Contractor.</li><li>

8+ years of experience in managing operations of large-scale PV plants or similar renewable energy facilities, preferably in KSA and or GCC region.
