<div>This position is located in Carson City, Nevada, within the Construction Division. The incumbent will assist construction personnel in processing contract change orders and payments for alternative delivery contracts using the Construction Division&rsquo;s electronic documentation (EDOC) systems; assist in administering, configuring, and providing technical support for the Construction Division&rsquo;s electronic documentation (EDOC) systems; assist in ensuring EDOC systems function properly and troubleshoot any problems; assist construction personnel and vendors to implement, test and support changes to EDOC systems; assist in updating EDOC procedure manuals to accommodate system changes; assist with the creation, delivery and governance of digital content (e.g., written content, links, tags, metadata, images, video, etc.) for the Construction Division&rsquo;s areas on the NDOT SharePoint and Internet sites; assist with creating/updating web pages to improve navigation and maximize the exchange of information as well as the overall browsing experience; assist in editing, reviewing and compiling the Construction Division&rsquo;s user manuals and knowledge bases.

<div>Bachelor's degree from an accredited college or university in business, public administration, management information systems, or other disciplines related to the assignment and two years of professional experience in a related program area analyzing and interpreting program laws, regulations, policies and procedures, which included one year of experience applying recognized data processing concepts to business process planning and analyses; OR one year of experience as a Business Process Analyst I in Nevada State service; OR an equivalent combination of education and experience as described above.</div>

<div>Analyze business processes by maintaining documentation of agency business processes, developing procedural alternatives in the absence of properly operating software, identifying work processes that may be automated, researching and evaluating computer hardware and software needs, defining potential benefits of proposed system or deficiencies to be corrected in the existing system, proposing business process improvements, and defining and documenting data definitions and relationships to be used in the foundation of systems development.
Develop requirements by participating in agency program planning; determining business function and end-user requirements through consultation with end-users, technicians, vendors, management, and others; conducting detailed alternative analyses; developing written requirements for proposed systems and applications; writing technical requirements for grant proposals as required; and preparing documentation for the computer system manual.
Monitor financial aspects of system development by participating in recommending and justifying resource allocations and expenditure decisions, participating in budgeting, preparing purchase requests, tracking and recording expenditures, and tracking project progress and costs.
Test systems functionality by preparing test plans and participating in quality assurance.

Analyze the regulatory environment by reviewing new and revised federal and State laws, regulations, and agency policies and interpreting their effect on the program area.

In this role, you will: 
 
Lead and manage strategic projects within the Sales Transformation portfolio, with a focus on enhancing our content tech ecosystem and related sales processes. 
 
Partner closely with sales leaders and other key stakeholders to understand business challenges, elicit detailed requirements, and define optimal future state processes and solutions. 
 
Translate high-level business objectives and detailed requirements into comprehensive functional specifications, user stories, use cases, and process diagrams that engineering teams can effectively implement. 
 
Facilitate workshops, conduct interviews, and present findings and recommendations to various audiences, ensuring alignment and buy-in across all levels of the organization. 
 
Develop and manage detailed project plans, timelines, resource allocation, and budgets. Monitor project progress, identify risks and issues, and implement mitigation strategies to ensure successful delivery. 
 
Work closely with engineering, product management, UX/UI design, and other cross-functional teams throughout the entire software development lifecycle.

Support change management activities, including developing communication plans, training materials, and user adoption strategies for new processes and systems.

Preferred Qualifications 
 
Prior experience in a sales, marketing, or enterprise technology environment is highly preferred.

Foundational understanding of AI/ML concepts and the ability to effectively collaborate with AI/ML, product, UX, engineering, and analytics teams to guide the development of innovative, technology-driven solutions. 
 
Deep expertise in SDLC project management and business analysis (e.g., current state assessment, future state definition, gap analysis, requirements gathering, specifications, user stories, process flows, timelines, user acceptance testing, change management, etc.).

Pay &amp; Benefits 
 
At Apple, base pay is one part of our total compensation package and is determined within a range. This provides the opportunity to progress as you grow and develop within a role. The base pay range for this role is between $142,000 and $214,100, and your base pay will depend on your skills, qualifications, experience, and location.

Collaborate with sales, technical, and subject matter experts to gather information, develop proposal content, and address client needs.</li><li>Requirements Gathering and Analysis: Conduct interviews and workshops with stakeholders to understand business needs, document requirements, and define scope. Analyze and translate requirements into functional specifications and user stories, ensuring alignment with project objectives.</li><li>Process Improvement: Identify opportunities to improve existing business processes, workflows, and systems. Work closely with stakeholders to streamline processes, increase efficiency, and optimize resource allocation.</li><li>Data Analysis: Analyze and interpret complex data sets to identify trends, patterns, and insights. Experience in the software or technology industry is preferred.</li><li>RFP Expertise: In-depth knowledge and understanding of RFP processes, including requirements analysis, proposal development, and vendor evaluation. Familiarity with various RFP software tools and platforms is a plus.</li><li>Business Analysis Skills: Strong analytical and problem-solving abilities. Proficiency in gathering and documenting requirements, process modeling, and creating functional specifications. Knowledge of Agile methodologies is desirable.</li><li>Communication Skills: Excellent verbal and written communication skills. Ability to effectively collaborate with stakeholders, facilitate meetings, and present complex information in a clear and concise manner.</li><li>Data Analysis: Solid understanding of data analysis techniques and tools. Proficiency in Excel or other data analysis software. Experience with data visualization tools is a plus.</li><li>Stakeholder Management: Proven ability to build and maintain relationships with stakeholders at various levels.
