(ARA) is seeking to contingently hire a <b>Program Analyst</b> for ARA&rsquo;s effort supporting the Assistant Secretary of War for Critical Technologies (OASW(CT)). This position will support the Critical Technology Area (CTA) offices within OASW(CT). This work requires a candidate with experience in one or more of the following: artificial intelligence (AI), directed energy, communication and sensing technologies, precision navigation, electronic warfare, hypersonics, biomanufacturing, and/or contested logistics. The candidate will perform functions such as:</p>
<ul><li>Engage with technical and non-technical audiences, including within the DoW, industry, and academia</li>
<li>Support the collection and analysis of information to provide insights into the Critical Technology Areas (CTAs) investment portfolio, workforce, infrastructure, and industry capabilities</li>
<li>Provide analysis and project management support to monitor CTAs</li>
<li>Conduct systems trade-off and technical analysis</li>
<li>Coordinate requirements for the application of current and emerging technologies</li>
<li>Analyze and evaluate project proposals to ensure alignment with DoW strategies and goals</li>
<li>Track efforts to rapidly identify and resolve potential and new problems</li>
<li>Conduct technical analysis for proposed, ongoing, or completed projects</li>
</ul><p><b>Required Qualifications:
</b></p><ul><li>BS degree in scientific or technical discipline from an accredited institution</li>
<li>5-8 years of relevant experience</li>
<li>Current DoW TOP SECRET clearance with SCI eligibility</li>

Under the supervision of a Licensing Program Manager I (LPM I), the Licensing Program Analyst (LPA) is responsible for a full range of licensing duties which may include: developing and implementing orientations/training programs, reviewing applications, recommending license approval/denial, performing on-site facility evaluations, investigating complaints in licensed and unlicensed facilities, recommending and preparing administrative actions to deny, revoke, and suspend facility licenses.</div><div></div><div><br>
Licensing Program Analysts (LPA) must possess a valid driver&rsquo;s license and be able to travel frequently (sometimes overnight). LPAs must have good verbal and written communication skills and be able to maintain composure in stressful situations. LPAs are subject to fingerprinting and a criminal record check by the Department of Justice and Federal Bureau of Investigation.</div><div></div><div><br>
LPAs have regular contact with licensees, facility staff, children in care, their parents/responsible parties, and the public; may also meet with or conduct joint visits with fire marshals, long term care ombudsmen and other client advocates, local law enforcement and personnel from other agencies.</div><div></div><div><br>
LPAs determine facility compliance or noncompliance with statutory and administrative law, issue civil penalties, and may be the first to detect and recommend the need for administrative or misdemeanor prosecution. Failure to observe and cite deficiencies may result in health and safety hazards to clients resulting in neglect, abuse, injury or death, and potential liability to the Department.</div><div></div><div><br>
LPAs are supervised by a Licensing Program Manager I (LPM I). LPAs receive training and general instruction on licensing policy and division goals. LPMs closely supervise LPAs at Range A and B level and perform quality assurance evaluations frequently.
