<div><p>The VHA Survey of Veteran Enrollees&rsquo; Health and Utilization of Health Care (Survey of Enrollees) began in 1999 as a key input for the Enrollee Health Care Projection Model. It is an annual survey that gathers information from enrolled Veterans regarding their perceived health status, experiences with health services, current and anticipated future health care usage, insurance coverage, access to telehealth, and demographic characteristics. Participation remains voluntary. The data collected has supported projections of future health care utilization and informed VHA leadership in planning for the evolved needs of the Veteran population. This information is being collected in accordance with section 3507 of the Paperwork Reduction Act of 1995. We are seeking a Senior Program Analyst to help with this potential upcoming project.

<p></p><div><div><div><div><p>This position is located in the Department of Health Care Finance (DHCF), Long Term Care Administration (LTCA) Elderly &amp; Persons with Physical Disabilities (EPD) Unit.</p><p>
The position has responsibility for developing procedural policies and guidelines for the administration of programs offered through the LTCA particularly the EPD Waiver program. This position will conduct research and analysis of program components and processes pertaining to operations and administration of the EPD Waiver program. This position will also provide leadership and assist in coordination of monitoring and oversight of federal and state standards related to the EPD Waiver program.</p><p><b>
DUTIES AND RESPONSIBILITIES</b></p><p>
Develop databases and other information depositories to store information collected in the course of routine oversight monitoring of the EPD Waiver and other state plan Medicaid programs. Develops standards and expectations of EPD Waiver service providers and program participants; ensures accuracy, timeliness and integrity of information processed and maintained by LTCA. Leads and facilitates communication in committees and work groups formed to monitor operations and guide administration of the EPD Waiver program (i.e. Provider Enrollment/Readiness Review; Discovery Review Committee (DRC), etc.). Works closely with the Division of Quality &amp; Health Outcomes in establishing, implementing and measuring performance standards for EPD LTCA programs. Prepares visual presentations for discussions on the status of performance and operations of LTC programs (EPD Waiver and/or special projects) with a targeted audience to include senior management, stakeholders and other key personnel.</p><p>
Comprehensive knowledge of general guidelines related to Medicaid programs offered through the LTCA, other general health care laws, regulations and practices. Expert knowledge in interpreting and analyzing information in the district' state plan, laws, regulations and program policies related to services delivered through the LTCA. Comprehensive knowledge of the mission, goals and expected program outcomes for DHCF and Medicaid funded services and supports. Expert knowledge of standard research, data analysis techniques and ability to summarize information inclusive of recommendations derived from information gathered through data pulls and research. Ability to use personal computers and software such as Microsoft Office package, Vizio, Adobe Photoshop, Corel, SPSS, STATA, and SAS. Project management skills to assist in planning and organizing projects scheduled concurrently. Effective oral and written communication skills. Exercise professional tact and discretion when handling sensitive information. Ability to interact with and present to all staff levels including senior and executive management staff.</p><p><b>

</b></div><div>Under direction of the Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) serves as an independent field analyst who collects, analyzes, and evaluates complex data collected from school districts, school garden organizations, non-profit organizations, community-based organizations, local governments, Tribal communities, historically excluded communities, and other entities engaged in school food transformation. The Farm to School Network Regional Leads work with CDFA Farm to School Regional Producer Engagement Specialists, the CDFA Farm to School Network, and regional partners to create solutions that serve the California school food community and advance CDFA&rsquo;s Farm to School Roadmap.<br>
</div><div>The incumbent must have initiative, good judgement, independent action, timeliness, prioritization of multiple projects, good verbal and written communication skills, proficient computer skills and knowledge of a variety of software, including but not limited to: Microsoft Word, Microsoft Excel, Power Point, Outlook and Internet social media functions.<br>
</div><ul><li>Travel to conduct grant required site visits throughout the Bay Area region and California, provide technical assistance, and organize regional and virtual gatherings related to program implementation and other in-person programmatic activities.</li></ul><br>
<ul><li>Establish interview schedule, interview script, and interview record keeping system, conducting interviews, and regularly reviewing, updating, and analyzing information shared by community stakeholders.</li></ul><br>
<ul><li>Design, implement, and evaluate public events with California school food stakeholders, specifically school districts, school garden organizations, non-profit organizations, community-based organizations, and other entities engaged in school food transformation.</li></ul><br>
<ul><li>Prepare status reports for supervisor on a regular basis, including tracking community stakeholder contacts and relationship status.</li></ul><br>
<ul><li>Coordinate and discuss farm to school programs and opportunities with regional and statewide farm to school staff.</li></ul><br>

<p></p><div>This position may/may not be eligible for telework. The amount of telework is at the discretion of the department and based on the current CDFA Telework Policy. While CDFA supports telework where possible, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite when required.<br>
</div><div>This position&rsquo;s designated headquarters (HQ) address will be in one of the following counties: Sonoma, Napa, Solano, Contra Costa, Marin, San Francisco, San Mateo, Alameda, and Santa Clara.</div><div><br>
</div><div>For hybrid positions, employees may be required to report to their HQ location depending on operational need. Travel expenses to and from HQ are not reimbursed, however other authorized transit subsidies do exist for those who qualify.<br>

The Division is comprised of three branches: Center for Analytical Chemistry; Feed Fertilizer &amp; Livestock Drugs Regulatory Services; Inspection &amp; Compliances and, an Administration Unit.
