Job Summary: 
Program Manager I is an entry level program management position. Working under the supervision of a more senior program leader, the Program Manager I has responsibility for ensuring the planning and performance of assigned smaller projects or programs throughout all phases of the program lifecycle. The Program Manager I is responsible for the cost, schedule, quality, customer satisfaction, and technical performance of assigned projects and/or programs and for using that successful execution to drive future growth. The Program Manager I is responsible for effective customer communication, with minimal oversight from senior program leadership, to proactively respond to the customer, and gain customer trust by meeting commitments and quality standards. This position will be required to forecast sales, new business, and gross profit on their projects or programs, needed to meet the operational goals of the business unit. The Program Manager I will direct smaller program teams or Integrated Product Teams in achieving excellence in program execution and is familiar with Earned Value and/or other techniques to identify program issues and monitor program performance. Program/Portfolio value may vary depending on the mix of programs.
 
Responsibilities and Tasks (listed in bullet format) in order of priority to be successful

<li>Primary responsibility is the execution of technology development and demonstration programs of capabilities related to counter intrusion and border security</li>
<li>Responsible for holding self and team accountable for high performance standards and is able to effectively manage changing priorities and technical solutions, with some oversight.</li>
<li>Understands and effectively communicates project or program objectives to the team; understands how the program supports the strategic plans of the Company and Business Area.</li>
<li>Supports technical discussions, both internally and externally, to ensure all technical requirements are met.</li>
<li>Leads the development of detailed project or program plans through the application of company Policies and Procedures and Program Management industry best practices.</li>
<li>With minimal oversight, prepares and interprets Risk and Opportunity analyses and financial reports to anticipate problems and take corrective action to prevent/mitigate problems, and plan for management reserves.</li>
<li>Working with finance and Business Area leadership, prepares forecasts of new business, sales, and gross profit for annual operating plans for assigned projects or programs. Establishes project budgets and holds Control Account Managers responsible for adherence.</li>
<li>Builds, develops, and maintains close customer relationships, anticipates customer needs, creatively addresses customer issues, and continually pursues open communications.</li>
<li>May be asked to coordinate with marketing personnel and assists in the preparation and implementation of marketing plans and proposals.</li>

Education, Experience/Knowledge & License/Certification
 <ul>
<li>Bachelor's degree (such as in Computer Science, Engineering, Business, or a related field).</li>
<li>5 years of functional (using skill set) experience is required, with technical leadership background preferred</li>
<li>CAPM®/PMP® Certification or Equivalent is preferred.</li>

The Program Manager (PM) serves as the Contractor&rsquo;s senior delivery authority and single point of accountability for successful execution of cloud platform operations and modernization support services for USDA/FPAC federal agency. DUTIES
Program Leadership &amp; Governance

The high level:
The Program Manager (PM) is part of a team of leaders rallied together to eradicate the early literacy crisis. The Program Manager&rsquo;s main role is to lead, develop and mobilize a team of AmeriCorps members and volunteers to deliver high-quality, effective one-on-one instruction to our students that maximizes students&rsquo; literacy outcomes.
Reporting directly to the Program Director at Reading Partners New York, the Program Manager manages all aspects of program quality, delivery, and implementation in five schools. The Program Manager directs the day-to-day operations of our reading centers, internal and external relationships (e.g. principals, community-based organizations, etc.), leads and supports a team of 9-11 AmeriCorps members, coaches and supports volunteers, drives processes and strategies to maximize literacy development in our students, and uses data to drive decision-making and progress. The Program Manager is an inspiring team leader, is savvy at the art of managing people and projects, is goal-oriented and is excited by both strategic and on-the-ground work.
They will partner closely with the National Program Team on quality standards, problem-solving, student assessment, progress monitoring, program accountability, and related activities to program enhancements or program pilots. The PM will work closely with a program management team on the ground to ensure successful outcomes for over 1650 of students in the region.
What you&rsquo;ll do:
Execute the Reading Partners program across five schools
<ul><li>Ensure that our program is implemented and executed with fidelity in alignment with the program quality standards</li><li>
Ensure the program is implemented and executed to the highest quality to have the highest impact for an average of at least 50-70 students per reading center in your portfolio.</li><li>
Supervise program implementation so that students enrolled achieve their literacy goals:<ul><li>
Ensure each student is assessed, enrolled and placed properly in the curriculum</li><li>
Achieve 90% enrollment of students by the beginning of February each school year.</li><li>
Achieve and maintain above 90% attendance for all students enrolled in the program</li><li>
Ensure every student completes milestone assessments
</li><li>Provide support so that students will master grade-appropriate foundational literacy skills, as measured by a research-based, elementary literacy assessment:<ul><li>
85% of all students will meet their individualized end-of-year literacy growth goal</li></ul></li></ul></li><li>
Create and manage systems to ensure student success (e.g. students are properly placed in the curriculum, every student is enrolled in 2 sessions per week)</li><li>
Design and supervise the implementation of individualized learning plans</li><li>
Manage execution of the Reading Partners program, so students are receiving the necessary academic intervention as it pertains to literacy through our program
</li><li>Conduct regular observations of students/tutors to collect anecdotal data to monitor progress</li><li>

Be present, in person, each reading center observing sessions and coaching at least 6 hours a week</li></ul>
Create and cultivate Reading Partners champions within each school and each community<ul><li>

Share student impact information with the school or community space throughout the year (notably with the Principal, a student&rsquo;s teacher, and/or site administration)</li><li>

Demonstrate an ability to work collaboratively as an ambassador of Reading Partners externally, specifically with site leaders and staff. Be able to set up strong systems for communication and messaging, tailor communication to audiences, and contextualize messaging. Demonstrate an ability to break down complex topics for a variety of audiences. Employ excellent written communication skills.</li></ul>
Educational expertise:<ul><li>
Lead implementation of our organization&rsquo;s assessment and curriculum and serve as a local subject matter expert on Reading Partners&rsquo; curriculum. The Office of Workforce Engagement (WE), a division within Human Resources, works in collaboration across MCW to drive initiatives that enhance faculty and staff engagement, promotes a culture of belonging, and offers workplace programs that strengthen all of MCW&rsquo;s organizational values &ndash; caring, collaboration, curiosity, inclusivity, integrity and respect.
The Program Manager I is responsible for designing and managing programs for the Office of Workforce Engagement. The Program Manager collaborates across HR divisions to enhance talent pipelines, build internal mobility initiatives, support workforce planning efforts, and manages the MCW Engagement Survey. An auxiliary focus of this role is to create pipelines and pathways that strengthen and foster a flourishing workforce.
The Program Manager reports to the Program Director in the Office of Workforce Engagement and regularly partners with WE team members. The Program Manager also collaborates with internal HR and MCW stakeholders and is encouraged to contribute to all aspects of workforce engagement.

Partner with Employee Relations to assist with the design, execution, and analysis of the new hire experience survey and offboarding surveys.</li><li>

Develop, scale and execute new programs to support workforce development initiatives and assist in the launch of new interventions.</li><li>
Serve as the Subject Matter Expert for the Workday Peakon Employee Voice integration work.</li><li>
Meet regularly with external partners to advance workforce development initiatives (e.g. clinical partners, community organizations).</li><li>
Participate in community events and job fairs to enhance MCW&rsquo;s outreach efforts and strengthen community partnerships.</li><li>
