Incumbent serves as Bridge Program Engineer for the Highway Department, responsible for managing the Department&rsquo;s Bridges including Bridge Preservation Program, assuring the County Bridge Program meets state requirements and County/department policies and procedures.
DUTIES:
Consults with County Highway Engineer regarding bridge project priorities, plans, scope, and objectives.
Maintains Department&rsquo;s annual Bridge Asset Management plan, making recommendations for bridge maintenance priorities and bridge capital project priorities.
Responds to public requests and complaints regarding bridge repair/improvement projects, including meeting/discussing with complainants, investigating/inspecting project sites, recommending or taking appropriate action to resolve valid complaints, and attending meetings and public hearings as needed.
Oversees development of bridge projects, including directing design consultants, and reviewing design consultant invoices and authorizing payments. Performs utility and right of way acquisition coordination as needed.
Functions as the designated liaison for all bridge-related procurement matters, ensuring effective communication between internal stakeholders and external vendors, facilitating timely resolution of inquiries, and supporting the execution of procurement processes in accordance with established policies. 
Reviews bridge project design plans for compliance with department policies, procedures and standards. Consults with County Highway Engineer regarding bridge priorities, scope and objectives, making recommendations regarding approval.
Reviews or prepares surveys, specifications, contracts, and advertisements for bridge projects, and recommends contract award to County Highway Engineer.
Oversees bridge construction/repair, including coordinating or occasionally conducting inspections, reviewing invoices and authorizing payments to consultants and construction contractors, and ensuring timely completion of projects. Periodically issues binding statements as needed regarding department position on bridge specifications, standards and policies.
Periodically meets and consults with Indiana DOT, other municipalities, consultants, contractors, utilities, drainage districts, and railroads to coordinate department activities.
Coordinates Federal Aid project development as needed.
Periodically supervises and directs assigned part-time, temporary personnel, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, and maintaining discipline.
Maintains county bridge inventory and classification program, ensuring required inspections and maintenance of related records according to statutory requirements.
Prepares and recommends annual budget for bridge design, inspection, construction, and maintenance.
Reviews and recommends changes in bridge standards and specifications, and prepares/updates Five year Bridge Replacement Program.
May occasionally attend court proceedings and provide testimony regarding litigation by and against the County as assigned.
Maintains current knowledge of bridges by periodically attending seminars and meetings.
Serves on 24-hour call for bridge emergencies.
Performs related duties as assigned.
I. JOB REQUIREMENTS:
Baccalaureate Degree in civil engineering, and possession of valid Indiana professional engineer license, or successful completion/passage of Fundamentals of Engineering (FE) exam and minimum of one year relevant experience as civil engineer.
Thorough knowledge of and ability to ensure adherence to standard principles and practices of engineering, and applicable federal, state and local regulations regarding bridge construction and maintenance.
Ability to assess County bridge needs and effectively plan, coordinate, and oversee appropriate, cost-effective projects.
Working knowledge of standard English grammar, spelling, and punctuation, and ability to effectively communicate orally and in writing with co-workers, other County departments and municipalities, Indiana DOT, regulating agencies, utilities, contractors, consultants, drainage districts, railroads, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to supervise and direct assigned part-time temporary personnel, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, and maintaining discipline.
Ability to properly operate standard office and surveying equipment, including calculator, computer, printer, copier, telephone, scanner, plotter, digital camera, laser level, and distance measuring device.
Ability to effectively use a variety of technical reference materials, and department software, such as network, computer aided drafting, GIS, word processing, and spreadsheet.

II. DIFFICULTY OF WORK:
Incumbent's duties are somewhat restricted in scope, but are of substantial intricacy, involving many variables and considerations. Incumbent exercises independent judgment in ensuring compliance with state and local codes and standard practices of the profession in planning and completing bridge projects.
III. RESPONSIBILITY:
Incumbent receives general supervision, with purpose and desired results indicated. Incumbent makes recommendations based on department policies and accepted engineering standards, discussing unprecedented situations with supervisor as needed. Decisions and work product are reviewed for soundness of judgment, attainment of objectives, and compliance with department policies and legal requirements.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains communication with co-workers, other County departments and municipalities, Indiana DOT, regulating agencies, utilities, contractors, consultants, drainage districts, railroads, and the public for purposes of exchanging information, explaining/interpreting policies and procedures, coordinating/managing projects, resolving problems, and supervising/directing personnel.
Incumbent reports directly to County Highway Engineer.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs a majority of duties in a standard office environment and sometimes outdoors, involving sitting and walking at will, standing/walking for long periods, driving, lifting/carrying objects weighing under 50 pounds, walking on uneven terrain, color perception, hearing communication, speaking clearly, working in high places, and exposure to varying weather conditions and physical hazards normally associated with construction sites. Incumbent occasionally works extended, weekend and/or evening hours, and occasionally travels out of town for meetings and seminars, sometimes overnight. Incumbent occasionally serves on 24-hour call for bridge emergencies.

Lilly recently announced a $4.5 billion investment to create the Lilly Medicine Foundry, a new center for advanced manufacturing and drug development. The first-ever facility of its kind, combining research and manufacturing in a single location, the Medicine Foundry will allow Lilly to further develop innovative solutions to optimize manufacturing processes and increase capacity for clinical trial medicines, while also reducing costs and environmental impact.
 
What You’ll Be Doing: 
As an Informatics Engineer, you will partner with the Process Translation and Analytical Laboratories functional areas and site, group, and global IT teams to implement and support digital laboratory solutions that enable the Foundry’s operational objectives. Your scope includes key lab systems such as Laboratory Information Management Systems (LIMS), Laboratory Execution Systems (LES), Electronic Lab Notebooks (ELN), Chromatography Data Systems (CDS), and Environmental Monitoring (EM) platforms.
 You will be driving and supporting system design, configuration, validation, and release - serving as an IT domain expert (SME) for analytical laboratory IT systems at the Foundry.
 
How You’ll Succeed: 
System Implementation & Configuration
 
<ul>
<li>Lead system design and configuration sessions with analytical lab SMEs for LIMS, LES, ELN, and CDS platforms, translating business and scientific processes into validated technical solutions.</li>
<li>Develop and implement Installation Qualification (IQ), Operational Qualification (OQ), and Performance Qualification (PQ) protocols in compliance with 21 CFR Part 11 and EU Annex 11.</li>
<li>Lead data integrity requirements across lab systems and ensure audit readiness for regulatory inspections.</li>
<li>Coordinate instrument integration and data flows between lab equipment and LIMS/LES platforms.</li>
<li>Support site deployment and upgrade of analytical laboratory IT systems throughout the facility’s startup and operational phases.</li>
</ul>
Validation & Compliance
 
<ul>
<li>Produce and maintain Computer System Validation (CSV) documentation, standard operating procedures (SOPs), and validation plans in alignment with applicable regulatory frameworks.</li>
<li>Ensure systems remain in a validated state and lead their lifecycle through releases, recapitalization, and retirement.</li>
<li>Build and maintain awareness of regulatory, legal, and quality requirements impacting the quality control laboratory, ensuring solution requirements comply.</li>
</ul>
Collaboration & Readiness
 
<ul>
<li>Collaborate with site and global IT system teams to ensure operational readiness of laboratory systems supporting the Foundry’s release objectives.</li>
<li>Act as a key IT SME for analytical laboratory IT systems, organizing and educating peers on system use and best practices.</li>
<li>Support audits and provide oversight for management reviews, laboratory metrics, equipment records, and laboratory documentation.</li>
</ul>
Location & Work Flexibility
 This role will initially be located out of Indianapolis, IN. Once constructed the permanent location will be based at our new Lilly Medicine Foundry in nearby Lebanon, IN. We offer a flexible hybrid work model, with three days onsite and two days working remotely each week, supporting both collaboration and work‑life balance.
 
Your Basic Qualifications: 
<ul>
<li>Bachelor of Science degree in IT, Chemistry, Pharmacy, Science, Engineering, or related field.</li>
<li>3+ years of relevant experience in information technology, engineering, computer system validation, quality control support, or a related area.</li>
<li>Experience with Computer System Validation (CSV) methodology.</li>
</ul>
Additional Skills / Preferences: 
<ul>
<li>Strong working knowledge of analytical laboratory IT systems including:</li>
<li>LIMS: LabVantage, LabWare</li>
<li>ELN: Benchling, Signals Notebook, or equivalent</li>
<li>CDS: Empower, or equivalent</li>
<li>LES/MES: L7, MODA, or equivalent</li>
<li>Solid knowledge of CSV process and electronic records/electronic signatures (ERES) requirements.</li>
<li>Experience working in a GMP-regulated environment (pharmaceutical, biotech, or equivalent).</li>
<li>Demonstrated ability to prepare and implement IQ/OQ/PQ protocols and associated documentation.</li>
<li>Experience with API/middleware integration and instrument connectivity between lab equipment and informatics platforms.</li>
<li>Understanding of data integrity frameworks applicable to GMP lab environments.</li>
<li>Familiarity with Agile or iterative delivery methodologies in a regulated setting.</li>
<li>Demonstrated learning agility and curiosity; ability to analyze, anticipate, and resolve complex issues through sound problem-solving.</li>
<li>Ability to accurately translate business and scientific processes into IT requirements and solutions.</li>
<li>Effective communicator across diverse forums and audiences, including technical peers, QA, and business customers.</li>
<li>Certification in relevant IT areas (e.g., ITIL, cloud, AI) is a plus.</li>

Actual compensation will depend on a candidate’s education, experience, skills, and geographic location. The anticipated wage for this position is
 $126,000 - $224,400
