Primary Purpose:

The Project Accountant performs complex financial activities for large-scale capital construction projects, including, but not limited to, budgeting, cost tracking, cost projections, forecasting, and billing. This involves analyzing and recording financial transactions, preparing and reviewing financial records, reports, and statements, and overseeing day‑to‑day project accounting for construction projects. The Project Accountant works day-to-day with the Construction Team and closely with the Contracts unit on project financials, including subcontract and procurement processing and payments. 


Essential Functions:
<ul>
<li>Monitor a construction project budget for compliance with a bond document, MOU, or other funding agreement.</li>
<li>Coordinate the systems set-up and maintenance of a project, insuring consistency among systems, databases and applications.
</li><li>Monitor contract and purchase order payments, ensuring compliance with DASNY procedures and specific contract requirements.
</li><li>Monitor change-orders, reviewing for completeness and compliance with DASNY procedures.</li>
<li>Input and update change-orders with cost values, cost codes, billing, retainage, insurance and other financial components.</li>
<li>Review, evaluate and verify supporting documentation for progress payments, work with vendors on providing missing documentation to substantiate payments.</li>
<li>Review, evaluate and resolve billing line items in schedules of values for vendor payments.</li>
<li>Process payment requisitions and review contractor progress payments for accuracy and appropriateness, verifying the payment requisition includes prevailing wage, certified payrolls and M/WBE SDVOB (opportunities) compliance certifications.
</li><li>Prepare and reconcile project financial reports.
</li><li>Develop and maintain project spending forecasts for all project related contracts based on actual spending and adjusted contract scope</li>
<li>Ensure potential costs/pending changes are entered into the Financial Management System and Project Management system as directed by the Project Manager.
</li><li>Maintain project files.
</li><li>Verify all necessary forms are completed as required for stored materials and release of retainage.
</li><li>Verify final payment requests and assist with project closeout.
</li><li>Assist Project Manager, DASNY Claims Analysts and Construction Manager/ Technical Advisor in establishing and maintaining project claim files.
</li><li>Perform complex financial calculations, financial analysis, and account reconciliations.</li>
<li>Review financial statements, analyses and reports for internal and external parties.</li>
<li>Research and analyze financial discrepancies between records, reports and systems and coordinate resolution.</li>
<li>Assist in ensuring compliance with Federal and State laws, financial standards/practices, project contracts, and DASNY policies and procedures.</li></ul> 


Other Duties and Responsibilities:

<li>Assist internal and external auditors in their review.</li>
<li>Assist with the development, documentation, and implementation of procedures.</li>
<li>Assist with the assessment/development and implementation of internal controls and participate in the testing of same.</li>
<li>Assist with the project tracking systems related to payments, change-orders and related items.</li>
<li>Undertake special assignments as directed.</li>
<li>Maintain regular, consistent attendance and punctuality in accordance with DASNY policy.</li>
<li>Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination.</li></ul> 


 Supervision:

 Supervision of employees may be required. 

Physical/Mental/Visual Demands:

Occasional travel may be required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. May require exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and other work-safety hazards (chemicals, fumes, etc.) of a construction site. Requires complex and time-pressured decision-making. Must be able to work overtime or extended work hours as needed. 


Work Environment:

Workstation and location varies depending on assignment. May be standard office environment or a construction site. 

Minimum Qualifications:

Bachelor&rsquo;s degree in Accounting, Finance, Business Administration or related field plus two years as a DASNY Accountant II or three years relevant professional accounting or project accounting experience; or Associate&rsquo;s degree plus five years relevant professional accounting or project accounting experience; or High School Diploma or equivalent plus eight years relevant DASNY professional accounting or project accounting experience or nine years relevant professional accounting or project accounting experience. 


Preferred Qualifications:

CPA or Bachelor&rsquo;s degree in Accounting plus five years relevant professional accounting experience, including two years supervisory experience, public accounting experience, application of GAAP, and financial statement preparation. Three years of project accounting experience.

Summary
 Balfour Beatty is seeking a Project Accountant for their projects in Hermiston, OR/Tri-Cities, WA. The Project Accountant is the primary accounting and administrative support for a construction project, from project startup through final closeout. Serves as the liaison between the jobsite and the finance department, ensuring all accounting standard operating procedures are followed at the jobsite. Performs activities related to contracts, bonds, insurance, payables, liens, billings, payroll/cost/budget reports for the jobsite management team.
 Essential Functions
 <ul>
<li>Project Accounting</li>
<li>Provides information to appropriate people regarding project status (i.e. PFR, job cost reports to owners, etc.) and communicates between the field and corporate office.</li>
<li>Ensures job cost reports and accounts receivable reports are accurate at all times and in balance with the general ledger.</li>
<li>Ensures all information in the project cost system and underlying supporting records are properly classified in a manner that best facilitates the use of the information.</li>
<li>Understands the nature of the project cost systems and the information processed. Bring issues to the attention of Financial Services and the Project Manager for assistance and further evaluation.</li>
<li>Enters all financial paperwork into the accounting system to ensure timely and accurate job cost information. This includes owner and sub change orders, owner billings, budget transfers, subcontractor pay requirements, payroll and A/P invoices.</li>
<li>Processes all miscellaneous and blanket purchase order invoices in a timely manner and ensure supporting paperwork is attached, correct and approved.</li>
<li>Collaborates with key people to process monthly billings to owners and runs projected final cost report.</li>
<li>Subcontractor Management</li>
<li>Processes subcontractor monthly pay requisitions and ensures all supporting attachments are correct. Follows up with subcontractors to obtain any missing documents so subcontractors are paid on time.</li>
<li>Maintains subcontractor/vendor purchasing register. Verify all subcontractors have current insurance certificates by checking the insurance/held check database and the fully executed contract prior to the subcontractor starting work.</li>
<li>Project Administration</li>
<li>Implements and maintains a filing system according to company guidelines. Establishes and maintains files required for company Equal Employment Opportunity (EEO) and Minority Business Entity (MBE) requirements.</li>
<li>Performs various administrative tasks for the jobsite, including: handling incoming/outgoing mail and overnight mail; establishing new supplier accounts; purchasing office supplies; preparing payroll; answering telephones; filing; etc.</li>

Minimum Requirements

<li>Associate’s or bachelor’s degree in Accounting or related field preferred (or equivalent experience) and 2 to 4 years of experience, preferably in the construction industry on large, complex projects. Depending upon the role, this may require demonstrated ability to assist with more than one project at a time.</li>
<li>Demonstrates proficiency in basic accounting principles.</li>

Apex Clean Energy is seeking a Project Accountant to support all aspects of project cost accounting and financial reporting for Apex&rsquo;s utility-scale renewable energy projects. As a vital member of the Accounting team, the Senior Accountant will report to the CFO and assume a strategic role in the management of accounting processes and team. The Senior Accountant is responsible for overseeing the general ledger, payroll, accounts payable, accounts receivable, and analysis of costs. He/she is accountable for presenting and reporting accurate and timely financial information and analysis. 
 
Responsibilities

The following responsibilities are essential to this position and are not all inclusive. Other responsibilities may be assigned.

<li>Participate in establishing financial objectives, operational plans, and policies.</li>
<li>Implement financial plans, policies, procedures, and practices that support the corporate plans and objectives.</li>
<li>Communicate and adhere to financial operating policies and procedures at staff and departmental levels.</li>
<li>Assist in maintaining the firm's relationships with professional services providers such as bankers, independent auditors, insurance agents, plan administrators, and vendors.</li>
<li>Develop internal controls to ensure validity of financial reporting, promote adherence to policies and procedures, and promote effectiveness and efficiency of operations.</li>
<li>Developing accounting practices with collaboration from the team.</li>
<li>Work with the Accounting team to promote team collaboration for a one team approach with the Design team.</li>
<li>Pilot the development of benchmarking, monitoring, and analyzing firmwide and departmental metrics.</li>
<li>Manage annual collection of tax data for CPA (Certified Public Accountant) firm, Workers Comp audit, and 401k audit documentation.</li>
<li>Oversee year-end financial statements</li>
<li>Act as an added resource to management regarding financial matters.</li>
<li>Lead efforts to maintain and enhance the usage of the accounting information system as a Project Management resource.</li>
<li>Assist Project Accountant(s)in Project setup and invoice entry as needed.</li>
</ul>
Qualifications
<ul>
<li>Experience: 10+ years of progressively responsible financial leadership roles, preferably in the architecture or engineering industry.</li>
<li>Education: Bachelor's degree in accounting, Finance, or Business Management.
</li><li>Understanding that accounting provides a service to both our internal and external clients.</li>
<li>High standard of professionalism.</li>
<li>Strong interpersonal skills with the ability to communicate and manage well at all levels of the organization and with staff at remote locations with a distinctive culture.</li>
<li>Strong problem-solving skills, creativity, and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.</li>
<li>Enthusiasm for executing positive changes.</li>
<li>Ability to manage challenging issues and handle conflict appropriately.
</li><li>Technology: Proficiency in a Windows environment is essential. Experience working in Deltek is preferred.</li>
