As a Project Leader, you will own the end-to-end execution of medium-complexity projects &mdash; from contract award through close-out. Key Responsibilities

Contract Management
<ul><li> Manage all contract administration for assigned projects, including contract summaries, review comments, and execution activities.</li></ul>

<ul><li> Review and approve project schedules, including field activities, ensuring all scope and time requirements are properly addressed.</li></ul>
<ul><li> Issue Release for Production requests with the required documentation; seek client approval for priced Bills of Quantities.</li></ul>
<ul><li> Monitor and compare base plan with actual progress; report and escalate delays as required.</li></ul>
<ul><li> Control the Training Schedule within the project and ensure its alignment with the overall project plan.</li></ul>
<ul><li> Manage the formal project close-out process, communicating close-out requirements to the organisation and executing contract-specific terms and conditions.</li></ul>

Reporting and Communication
<ul><li> Agree with the client on the content of Client Project Reports; issue reports on schedule.</li></ul>

Risk, NCRs, and Continuous Improvement

<ul><li> Control assigned project issues; support and verify the execution and close-out of related improvement actions.</li></ul>
<ul><li> Facilitate client satisfaction surveys per project and provide project KPIs to support the improvement process.</li></ul>
<ul><li> Maintain the Client Communication Record File; support timely resolution and closure of client complaints.</li></ul>

Document Control and Records Management
<ul><li> Set and communicate project document control requirements to the document control team, including distribution matrix, VDRL, and MRB requirements.</li></ul>

Job Summary
We are seeking an experienced Development Lead to direct application development operations for a federal government IT program. You will lead a team of developers and testers through the full software development lifecycle using DevSecOps and Agile methodologies, ensure code security and compliance, and drive modernization of enterprise web applications and APIs serving a federal agency mission. 
Key Responsibilities<ul><li> Lead application development operations for a federal government enterprise IT program</li><li> Direct a team of software developers and testers through full DevSecOps/Agile lifecycle</li><li> Establish and enforce code quality standards, secure coding practices, and testing requirements</li><li> Manage code scanning and vulnerability remediation using Fortify, Sonatype, and BurpSuite</li><li> Develop and maintain the Code Management Plan, project schedule, and improvement roadmap</li><li> Lead SOA and API architecture design and development</li><li> Oversee Section 508 compliance and U.S. Web Design Standards adherence</li><li> Drive application modernization and technology refresh efforts</li></ul> 
Required Qualifications<ul><li> U.S. Citizenship required</li><li> Active Secret or TS/SCI and/or ability to obtain;</li><li> Bachelor's degree in Computer Science, Software Engineering, or a related field</li><li> Minimum 8 years of software development with 3+ years in a technical lead role</li><li> Proficiency in Java, HTML5, PHP, or similar languages</li><li> Experience with RESTful APIs, SOA, and DevSecOps/Agile methodologies</li><li> Familiarity with secure coding practices and static/dynamic analysis tools</li></ul> 
Preferred Qualifications<ul><li> Oracle APEX or similar low-code platform experience</li><li> Experience with SAST/DAST tools (Fortify, Sonatype, BurpSuite)</li><li> Cloud-hosted development environment experience (OCI, AWS, or Azure)</li><li> Federal government web application development background</li></ul>

Job Description:
Parsons are looking for a talented and highly motivated Project Manager - Development Districts to join their team!
The Project Manager provides oversight to realize execution excellence in the delivery of all phases of detailed design projects under his/her direction. He/she shall be responsible for the technical excellence of the tasks and analyses performed, regulatory compliance, and for on-schedule completion of design projects within or below budget in accordance with contractual obligations.
What You&rsquo;ll Be Doing&rdquo;<ul><li>
Supervise the preparation, design and presentation of high-quality development design drawings and reports.</li><li>
Supervise the preparation of technical design packages through to tender and monitor construction quality.</li><li>
Liaise with other district Project Managers, Discipline Leads, internal and external team members including master planners, architects, urban designers, specialist designers, all engineering disciplines and quantity surveyors.</li><li>
Plan, program and delegate within the team structure and participate in workflow reporting and planning.</li><li>
Provide high level liaison with Clients and Client&rsquo;s representatives.</li><li>
Participate in writing technical proposals, estimating levels of effort, work plans, and schedules as required.</li><li>
Maintain affiliations with professional societies to keep abreast of development of trends and technologies.</li></ul>
What Required Skills You&rsquo;ll Bring<ul><li>
Bachelor&rsquo;s degree in project management, architecture from a recognized university</li><li>
Minimum of 10 years&rsquo; experience in the masterplan/urban design field showing increasing levels of responsibility</li><li>
Experience managing groups for established Architecture/Engineering firms or the client side</li><li>
Experience dealing with GCC based municipalities and developers</li><li>
Proven leadership and delivery ability</li><li>
Excellent English verbal and writing skills</li></ul>
