The Project Management Specialist - Research within the department of Research Operations is responsible for applying project management and business concepts and practices on the department&rsquo;s projects and activities. Also s/he is responsible for ensuring sustainability of project lifecycles, database management and optimal project management solutions to scientists and researchers.
The PM Specialist is responsible for supervising the entirety of research project documentation. Furthermore, s/he builds transparent and mutually beneficial relationships between other Sidra stakeholders and customers (researcher and clinician scientists), which also operate in the realm of research projects, is essential to guarantee an effective project management process.
The PM Specialist is required to manage an accurate and robust database in which the programmatic sustainability of research projects &ndash; and their associated documents &ndash; can be secured. 
KEY ROLE ACCOUNTABILITIES 
<ul><li>Utilizes project management best-practice and expertise to monitor research projects and provides updates to the respective stakeholder.

These disasters have deepened poverty, eroded institutional trust, and heightened vulnerability to exploitation by extremist actors, particularly in South Punjab. Districts like Multan and Muzaffargarh, repeatedly ranked among the most climate-vulnerable in Punjab, bore the brunt of these impacts, with thousands of homes damaged, over a million acres of farmland submerged, and entire communities uprooted. These dynamics underscore that climate shocks are not isolated events, reflecting a close intersection with human security, governance, and peacebuilding.
 
 
 The proposed project (Human Security through Youth-Led Disaster Risk Reduction and Community Resilience in Punjab Project) responds to this urgent need by shifting the focus from reactive relief to proactive resilience. Anchored in the UN human security framework and Japan&rsquo;s leadership in disaster risk reduction, the initiative adopts a youth-led, community-based preparedness model that prioritizes inclusion, trust-building, and local ownership. Over 12 months, the project will train 300 youth, women, and marginalized community members in early warning dissemination, contingency planning, and first response coordination. These individuals will form inclusive preparedness groups linked to formal disaster management systems, ensuring that local actions are integrated with institutional mechanisms.
 
 
 Embedded within UNDP&rsquo;s Flood Recovery Programme, the project leverages existing partnerships, institutional frameworks, and lessons learned to ensure cost efficiency, sustainability, and scalability. By acting during the critical early recovery window, Japan&rsquo;s Supplementary Budget provides a catalytic investment that can help bridge the gap between relief and resilience, demonstrating how early, inclusive action reduces future losses and fosters stability.  We are seeking a highly organized and analytical Project Planning Specialist/Planning Engineer. The successful candidate will be responsible for planning, scheduling, monitoring and reporting on project progress to ensure timely and efficient project delivery.
 
 
 
 Key Accountabilities

 Develop detailed project schedules, timelines, and work programs using industry-standard planning tools.
 </li>
 <li>
 Prepare baseline schedules, resource plans, and cost-loaded program.
 </li>
 <li>
 Monitor project progress and update schedules regularly to reflect actual performance.
 </li>
 <li>
 Identify critical path activities and potential project risks and propose mitigation measures.
 </li>
 <li>
 Coordinate with project managers, engineers, contractors, and stakeholders to gather progress information.
 </li>
 <li>
 Prepare weekly and monthly progress reports, dashboards, and presentations for management review.
 </li>
 <li>
 Analyze project performance, including schedule variances and productivity trends.
 </li>
 <li>
 Support project budgeting, forecasting, and cost control activities.
 </li>
 <li>
 Track deliverables, milestones, and contractual obligations to ensure compliance.
 </li>
 <li>
 Participate in project meetings and provide planning-related insights and recommendations.
 </li>
 <li>
 Ensure proper documentation and maintenance of project planning records.
 </li>
 <li>
 Assist in the preparation of extension of time (EOT) claims and supporting documentation when required.
 </li>
 <li>
 Implement best practices in project controls and planning processes.
 </li>
 <li>
 Collaborate with procurement and construction teams to align schedules with project requirements.

 Requirements
 
 
 
 
 Education &amp; Experience:
 
 
 
 <ul>
 <li>
 Bachelor&rsquo;s degree in Civil Engineering, Mechanical Engineering, Construction Management, or a related field
 </li>
 <li>
 Minimum of 4&ndash;6 years of experience in project planning and scheduling, preferably in construction, engineering, or infrastructure projects
 </li>
 <li>
 Experience working on large-scale projects in Qatar or the GCC region is highly preferred
 
 
 </li>
 </ul>
 
 Technical Skills
 
 
 
 <ul>
 <li>
 Proficiency in planning and scheduling software such as Primavera P6 and/or MS Project
 </li>
 <li>
 Strong knowledge of project management methodologies and project controls
 </li>
 <li>
 Solid understanding of construction sequences, resource planning, and cost management
 </li>
 <li>
 Ability to interpret technical drawings, BOQs, and contract documents
 </li>
 <li>
 Advanced skills in Microsoft Excel and reporting tools
