 Primary Objective
 
 
 
 Is permanently assigned to the Project&rsquo;s commercial and contractual management. A comprehensive knowledge of the principles governing all terms and conditions of contracts, Company contracts policies, and the Company industry, are prerequisites.
 
 
 <ul>
 <li>
 Responsible for preparation of tender packages for Assigned Projects for the Client approval in Client's standard terms and conditions format and layout.
 </li>
 <li>
 Responsible for raising requests of contract action once approved by the Client.
 </li>
 <li>
 Monitors and reports the progress of the tender packages for assigned projects.
 </li>
 <li>
 Assists the Client in conducting pre-tender meetings, site visits, replies to tenderers' queries, preparation of supplementary letters to the ITB, evaluation of tenders, recommendations of award, internal and external approvals for award recommendations, preparation of contract documentation for signature.
 </li>
 <li>
 Provides close monitoring of construction activities of awarded contracts with reference to areas of possible claims, review of construction contractor correspondence with respect to contractual impact, production of recommended responses by the Client, evaluation of construction claims as well as other related activities enumerated in the contract.
 </li>
 <li>
 Participates in Company strategic planning for specific projects, i.e., risk assessment, bid/no bid analysis, business plan.
 </li>
 <li>
 Ensures accuracy and timeliness of contract administration by the assigned Contract Administrators.
 </li>
 <li>
 Coordinates with affected groups to ensure proper support in contract administration, proposal preparation, and in negotiations.
 </li>
 <li>
 Reviews requests for proposals particularly to identify risks and terms which may not conform to company policy.
 </li>
 <li>
 Negotiates the more difficult, complex, or sensitive issues with client management
 </li>
 <li>
 Makes staffing assignments, offers training, reviews work produced, completes performance evaluations and counselling as needed.
 </li>
 <li>
 Completes other responsibilities associated with this position as may be appropriate.
 
 
 </li>
 </ul>
 
 Qualification:-

 Full-Time Bachelor&rsquo;s Degree from an accredited university.
 </li>
 <li>
 Qualified as a Certified Contracts Manager by any reputable professional association.
 
 
 </li>

 Experience:-
 
 
 
 <ul>
 <li>
 Minimum years of total post-graduation experience in contract administration within large, international engineering firm is preferred.
 </li>
 <li>
 Minimum years of minimum post-graduation experience in oil &amp; gas, refinery, or petrochemical industry
 </li>
 <li>
 Minimum years of minimum experience as Contracts manager in an Engineering Company.
 </li>
 <li>
 Preferably have minimum years experience with a Contractor.
 </li>
 <li>
 Must also have excellent communication skills for interaction with clients &amp; potential clients and capable of independently negotiating complex contractual issues.

 Primary Objective

 Manages, provides advice on and administers all activities concerned with contracts for works and services associated with oil and gas facilities projects carried out under various contract forms and modes of reimbursement.
 
 
 </li>
 </ul>
 
 Specific Accountabilities
 
 
 
 <ul>

 Responsible for pre &ndash; award activities including bid invitation preparation, processing queries from bidders, preparation of bid evaluation programs, evaluation of bids, negotiation, contract preparation and award formalities;
 </li>
 <li>
 Responsible for post &ndash; award activities including conducting kick &ndash; off meetings, coordinating all contract submittals and correspondence, preparation and processing of variation orders, claims and close out;
 </li>
 <li>
 Manages the drafting of Invitation to Tender packages for contracts for large O&amp;G facilities projects. Review and, if necessary, proposes comments on and propose alternative text/clauses to client contract conditions;
 </li>
 <li>
 Reviews issues with legal, risk management, tax, and accounting personnel as a condition precedent to submitting to management for approval;
 </li>
 <li>
 Functions as a part of a negotiating team consisting of project management staff, to establish the terms and conditions of a contract;
 </li>
 <li>
 Monitors and ensures the business provisions of assigned contracts are administered to ensure compliance with contractual terms and conditions. Keeps the Projects Contracts Manager advised as to the scope, financial, and risk features of applicable contracts;
 </li>
 <li>
 Ensures documentation to negotiate change orders are properly produced and maintained;
 </li>
 <li>
 Prepares letters to clients requesting approvals and interpretations necessary to comply with the provisions of the contract.
 </li>
 <li>
 Ensure project/facility acceptance documents are prepared and are followed through and that acceptances are signed by the client;
 </li>
 <li>
 Furnishes business and financial information requested by the client concerning the project, as delegated by the Project Manager;
 </li>
 <li>
 Identifies contractual problems and take appropriate action to ensure a satisfactory resolution. Follows up on those problems which demand management attention, to ensure timely response to the client; and
 </li>
 <li>
 Management of Contract Quality standards.
 
 
 </li>
 </ul>
 
 Qualifications/Experience
 
 
 
 <ul>
 <li>
 Must have a Bachelor's Degree in Engineering or Degree in Science, Commerce or Law.
 </li>
 <li>
 Chartered status (MRICS) or equivalent professional qualifications
 </li>
 <li>
 Relevant experience in similar role
 </li>
 <li>
 Extensive knowledge of Contractual Terms &amp; Conditions and Commercial Contract Law;
 </li>
 <li>
 Excellent understanding &amp; extensive experience of the procurement and contract administration processes and principles from preparation and issue of Bidders Lists, Contracting Plans and bid invitation package preparation through to award, administration and close out of Contracts;

 Strong grasp of procedural requirements &amp; necessity of providing an Audit Trail for Management purposes

 Job Responsibilities
 
 
 
 <ul>
 <li>
 Prepares material takeoffs on the most complex projects, drawings, and plans. Reviews takeoffs provided by the Engineering Department and checks for mathematical and technical accuracy.
 </li>
 <li>
 Develop procedures for the preparation of estimates for modifications and additions to the onshore and offshore facility.
 </li>
 <li>
 Prepare and/or supervise the preparation of estimates in accordance with the approved procedure for all phases of the works from the agreed engineering deliverables to the appropriate level of accuracy.
 </li>
 <li>
 Receive the engineering estimate from the lead/project engineer for each modification/addition and incorporate into the overall estimate for all phases of the work.
 </li>
 <li>
 Prepare rationale statements to support the estimate identifying areas of weakness and or areas of risk.
 </li>
 <li>
 Carry out validation and verification of the estimates using high level norms and by comparing with previous estimates, outcome costs and vendor prices.
 </li>
 <li>
 Continuously monitor the performance of the estimating process as part of the KPIs for the contract.
 </li>
 <li>
 From evaluation of the KPI data identify and make recommendations for improvement of the process.
 </li>
 <li>
 Assists in training, developing, and maintaining a staff of estimators qualified to carry out departmental and project needs.
 </li>
 <li>
 Assigns estimating personnel to projects and supervises their activities, reviewing work produced for accuracy.
 </li>
 <li>
 Reviews contractual documents and modifications to determine scope of work and scope of changes.
 </li>
 <li>
 Assists project management with preparation of schedules for estimate preparation, review, and publication.
 </li>
 <li>
 Develops forms, formats, and procedures to improve the quality of work produced in the Department.

 <li>
 Interfaces directly with clients.
 </li>
 <li>
 Leads a small estimating organization of 1 to 4 employees who are qualified to perform capital cost estimating requirements.

 Serves as a part of the Company&rsquo;s Quality Improvement Team.

 Accumulates, evaluates, and documents historical cost data and construction procedures and methods in order to maintain current estimating standards and data bases.

 Primary Objective

 To support the project control personnel of various projects utilising the WorleyParsons project control systems in the set-up and execution phases of the project.
 
 
 </li>
 </ul>
 
 Specific Accountabilities

 Provide specialist project control services for the support of the WorleyParsons project control system.
 </li>

 Assist the Business Systems Group in the rollout of the project control system including initial configuration and contribution to training activities.

 Undertake project roles, as required, to include:
