An hourly salary range of $24.71 to $28.72 is anticipated for the Real Property Appraiser Trainee position. 
An hourly salary range of $27.45 to $31.91 is anticipated for the Real Property Appraiser I position.</div>

<div>The duties listed below are not all of the duties that may be assigned but are identified as those that are essential for an employee to perform.

Physically visits property sites for the purpose of measuring dimensions &amp; listing real property characteristics of both residential and commercial structures for tax assessment purposes. This requires work in all outdoor weather extremes.</li><li>
Differentiates and identifies quality grade, depreciated physical condition, foundation type, roof type, interior/exterior wall type, number/type of rooms, heating/cooling system, types of building attachments, etc. of real property structures encountered.</li><li>
Must possess strong customer service/communication skills to assist property owners and others with inquiries regarding property listing data and assessed values.</li><li>
Work product must meet expected production and quality requirements and be subject to continued and periodic reviews by the supervisor.</li><li>

Position 
 
The Tennessee Comptroller of the Treasury is seeking a Chief Appraiser to coordinate and perform advanced appraisal work with an emphasis on commercial/industrial real property. As the Chief Appraiser within the Division of Property Assessments, you will provide appraisal assistance to local governments for property taxation purposes, coordinate the preparation and presentation of appeals, and coordinate the appraisal analysis efforts regarding commercial/industrial properties in cyclical revaluations across the state.

Key responsibilities will include:<ul><li>
Collaborate with division leadership to establish strategic goals and action items that ensure fair and equitable assessments on a statewide basis through optimized standard operating procedures and sound appraisal practices.</li><li>
Provide recommendations for improvement on valuation methodologies to division leadership for statewide consistency and equity.</li><li>
Identify, coordinate, and defend major appraisal units that affect valuation practices statewide. Examples include Subsidized Apartments, LIHTC properties, leaseholds, minerals, appealed properties across the state, unique properties, and other properties as assigned.</li><li>
Assess and communicate risks to fair and equitable assessments across the state. Take action to document and mitigate identified risks.</li><li>
Represent the division in appraiser expert analysis for testimony or legal proceedings.</li><li>
Coordinate with the Office of General Counsel on all matters requiring legal assistance during the appeal process, including developing standard letters such as discovery requests, filing motions and briefs, developing appeal strategies, and interpretation of law.</li><li>
Maintain a statewide database that tracks the appeals and results of properties for which the office provides assistance with appeals.</li><li>
Provide training to State and County staff on the valuation practice and procedure for complex property.</li><li>
Assist in development of appraisal-related rules to be considered for adoption by the State Board of Equalization.</li><li>
Communicate clearly and frequently with leadership, team members, and customers while employing a high degree of tact and diplomacy in all interactions.</li></ul> 

Qualifications 
 
You are qualified for this position if you meet the following criteria:<ul><li>
Graduate of an accredited college or university with a bachelor's degree in public administration, business administration, real estate, or a related field</li><li>
Seven years of commercial appraisal experience</li><li>
State Certified General Appraiser</li><li>

</li><li>Interviews, telephones, and/or corresponds with claimant and witnesses regarding claim.
</li><li>Consults police and hospital records and inspects property damage to determine extent of company's liability and varying methods of investigation according to type of insurance.
</li><li>Estimates cost of repair, replacement, or compensation.
</li><li>Prepares report of findings and negotiates settlement with claimant.
</li><li>Recommends litigation by legal department when settlement cannot be negotiated.
</li><li>Attends litigation hearings.
</li><li>Revises case reserves in assigned claims files to cover probable costs.
</li><li>Assists in preparing loss experience report to help determine profitability and calculates adequate future rates.

</li></ul>QUALIFICATIONS
Education &amp; Licensing
 
Bachelor's degree from an accredited college or university preferred. Obtain IIA-AIC designation within 12 to 18 months. Appropriate state adjuster license is required.
