General Statement of Duties</div><div>
Performs responsible technical and administrative work in the listing and assessment of personal property; provides general customer service in the Tax Department.</div><div>
Distinguishing Features of the Class</div><div>
An employee in this class performs a variety of technical tasks in support of listing and assessment of personal property including motor vehicles, mobile homes and trailers and maintaining associated records and files. Work also includes administering the exclusion program for the elderly and disabled and the disabled exclusion program. Work includes researching and compiling information and sending listing forms data base to vendor; establishing values using schedules and resources; and entering value information into data base. Considerable independent initiative, judgment and accuracy are required as well as strong customer service and technology skills. Tact is necessary in working with property owners and their representatives. Employee works in an office setting and are not substantially exposed to adverse environmental conditions. Work is evaluated through daily conferences, observation, and reports, and through analysis of accuracy and results obtained.</div><div>
Essential Duties and Tasks</div><div>
Downloads and reviews DMV lists, assigns values to vehicles, updates situs and valuations and reviews for accuracy; processes valuation appeals; creates refund reports.</div><div>
Utilizes digital and/or manual references to determine valuation and situs of unregistered motor vehicles, mobile homes, aircraft, and other personal property as prescribed by N. C. General Statutes.</div><div>
Writes letters and makes telephone calls to set up new accounts; performs research as needed; makes corrections, additions, deletions to maintain up to date billing files; sets up payment agreements.</div><div>
Prepares gap and discovery bills; processes deed transfers of personal property; performs research as necessary to determine valuation and ownership.</div><div>
Checks mobile home park listings and aircraft reports against tax listings to ensure correctness; writes letters to late listers, makes discovery listings as necessary for personal and real estate.</div><div>
Processes adjustments, appeals and refunds through the NC Vehicle Tax System.</div><div>

The Tennessee Comptroller of the Treasury is seeking a Chief Appraiser to coordinate and perform advanced appraisal work with an emphasis on commercial/industrial real property. As the Chief Appraiser within the Division of Property Assessments, you will provide appraisal assistance to local governments for property taxation purposes, coordinate the preparation and presentation of appeals, and coordinate the appraisal analysis efforts regarding commercial/industrial properties in cyclical revaluations across the state.<br>

Provide training to State and County staff on the valuation practice and procedure for complex property.</li><li>

 Under general supervision of the Chief Appraiser, assists the appraisal department in preparation for the appeals process; proofs the appraiser&rsquo;s data entry into the Computer-Assisted Mass Appraisal (CAMA) System and verifies property records are accurate, equitable, and in compliance with state and federal regulations

   High School Diploma or GED equivalent and two (2) years of experience in a related field.
  </li>
  <li>
   Valid State of New Mexico Driver's license or able to obtain within six (6) months of employment.

   Work is performed in an office environment; may be subject to outdoor weather conditions; may be subject to repetitive motion such as typing, data entry and vision to monitor; may be subject to extended periods of intense concentration in the review of documents and reports.

   Work schedule for this position may include working on religious holidays.

   Coordinates work with the Chief Appraiser; assists in logging, tracking, and updating the status of appeals as required. Creates protest hardbound booklets for hearings.
  </li>
  <li>
   Answers the phone and assists property owners with questions and appointment scheduling.
  </li>
  <li>
   Proofs residential, commercial, and personal property appraiser&rsquo;s data entry into CAMA System using field drawings, field worksheets, rendition forms, and notes.
  </li>
  <li>
   Converts/verifies property records into CAMA System.
  </li>
  <li>
   Assists appraisers in the office with preparation of maps, worksheets and other documentation necessary to complete field inspections.
  </li>
  <li>
   Assists appraisers in the field as necessary; measures improvements; takes pictures; reads maps; drives and performs other duties as assigned.
  </li>
  <li>
   Assists in the entry of building permits from both the City of Farmington and the County building inspectors into the CAMA system; may perform field work to locate permits when addresses are unclear.
  </li>
  <li>
   Performs other related duties as assigned.
