JOB SUMMARY:
The Property Manager is a business leader who focuses on resident customer service and manages operations, leasing activity, renewals, collections, financial reporting, supplies, and communications for an assigned residential property. Manages the day-to-day operations of an assigned property including managing the team members, daily activities, and resources of the property to achieve established budgeted financial and operational goals, and ensures that the operation of the property complies with Company policies and procedures, Fair Housing, Americans with Disabilities Act, Fair Credit Reporting Act, and other laws and regulations governing multi-family housing operations.
CLASSIFICATION: Full-Time, Hourly/Non-Exempt
SHIFT: Monday - Friday 8 am-5 pm
COMPENSATION: $32-$35 per hour (eligible for monthly commissions; quarterly bonuses)
ESSENTIAL DUTIES:
1. Manage day-to-day operations.<ul><li>
Inspect property on a regular basis and verify condition of vacant units.</li><li>
Manage daily property requirements and maintain long-range capital improvements planning.</li><li>
Ensure all monies received are deposited and recorded on a daily basis and confirm proper bookkeeping procedures are followed.</li><li>
Compile weekly/monthly property status reports.</li><li>
Promptly respond to resident concerns, comments, and/or complaints.</li><li>
Ensure that the proper move-in paperwork, keys, and remotes are prepared for a new resident.</li><li>
Operate the office in a professional, clean, uncluttered, and well-staffed manner.</li><li>
Inspect make-ready apartments prior to move in.</li><li>
Maintain and/or create a resident renewal program to encourage resident retention.</li><li>
Create a sense of community at the property while maintaining the policy of non-fraternization.</li></ul>
2. Manage property maintenance with the assistance of the maintenance team.<ul><li>
Manage requests for repairs and maintenance and evaluate timely completion of work orders.</li><li>
Maintain compliance with required permits for operating the property, such as, pool, elevator, etc.</li><li>
Monitor electric, water, and gas usage on the property.</li></ul>
3. Maintain and manage all financial responsibilities.<ul><li>
Approve and submit invoices for payment in a timely manner.</li><li>
Maintain accurate records of property transactions and submit on timely basis (i.e., rent rolls, delinquency reports, move-in/move-outs, etc.)</li><li>
Complete variance reports and other weekly reports.</li></ul>
4. Manage and monitor rental collection.<ul><li>
Ensure rent and other charges are collected timely and posted daily.</li><li>
Ensure the proper legal notices are given and deadlines met concerning filing eviction, filing writs, and attending court hearings.</li><li>
Ensure compliance with community policies and lease agreements. Respond to violations and communicate with the residents.</li><li>
Assess move-out condition of apartments and have a final account statement sent with the final disposition.</li><li>
Immediately inform and refer any liability claims, legal complaints, or other violations to the Regional Manager and/or corporate office.</li></ul>
5. Manage property personnel.<ul><li>
Create, mentor, and manage a cohesive property management team in accordance with policies.</li><li>
Coordinate orientation and ongoing training programs for property staff.</li><li>
Complete performance reviews for staff and make recommendations for salary increases and/or advancement.</li><li>
Manage time off for property management team and submit payroll for processing.</li><li>
Ensure staff receives new hire safety orientation as well as annual safety training.</li><li>
Coordinate with the maintenance supervisor and attend monthly safety meetings and training for property staff; monitor the use of proper safety precautions on the property.</li><li>
Follow company procedures and report any workers&rsquo; compensation issues and/or employee incidents immediately to the workers&rsquo; compensation carrier, to management, and to human resources.</li></ul>

Understand the market and any other aspects of the sub-market that could impact occupancy and/or income of the property.</li><li>
Assist with the creation of marketing surveys and understand marketing strategies to secure prospective residents.</li><li>
Supervise the leasing team to ensure property is rented to the fullest capacity.</li></ul>
7. Perform other duties as assigned or requested to support property operations.
Requirements:

Required<ul><li>
High school diploma or GED.</li><li>
Must have minimum two years&rsquo; experience as multi-family property manager for HUD/LIHTC property.</li><li>
HUD and Tax Credit Section 42 experience required</li><li>
Working knowledge of OneSite or other property management software.</li><li>
Must have reliable transportation, maintain auto insurance, and have a valid driver&rsquo;s license.</li><li>
Proven ability to market properties.</li><li>
Strong communication and customer service skills.</li></ul>

Financial Oversight
<ul>
<li>Assists in the formulation of budgets and responsible for staying within the established budget guidelines.</li>
<li>Ensures all rents are collected when due and posted in a timely manner.
</li><li>Performs evictions, utility cut-offs, and landlord liens as required.</li>
<li>Responsible for ensuring all invoices are submitted and approved in the appropriate system for timely payment.</li>
<li>Completes month-end procedures and reports including deposit accounting, variances, expiring leases, write off register, receivable aging, security deposit activity, gross potential rent.</li>
<li>Uses and safeguards and reconciles the property credit card in accordance with accounting policies and deadlines.</li>
<li>Ultimately responsible for the financial success of the property.</li>
</ul>
Personnel &amp; Leadership
<ul>
<li>Responsible for hiring and staffing including posting job ads for vacant roles, advertising their open position where appropriate, actively interviewing, and making timely offers to candidates. Works with Human Resources on recruiting support, as needed.</li>
<li>Hires, trains, empowers, develops, supervises, disciplines, and terminates on-site staff, as needed, and under the advice and approval of leadership and Human Resources.</li>
<li>Conducts bi-annual performance reviews in alignment with Thrive's values.</li>
<li>Reviews and approves of associate timesheets to ensure accurate pay</li>
<li>Instructs and advises on-site staff of employee procedures and guidelines.</li>
<li>Conducts on-going training with site team such as marketing activities, leasing paperwork, workplace safety, systems, and any other type of training that may be needed on a daily basis.</li>
<li>Provides leadership, coaching, recognition and works towards building strong professional working relationships amongst the team.</li>
<li>Delegates appropriate tasks and responsibilities to site team, and ensures accountability and follow-through.</li>
<li>Maintains awareness of employee resident delinquency and works closely with HR to correct.</li>
</ul>
Administrative/Office/Compliance
<ul>
<li>Ensures that lease files are current, complete, and in compliance with MFTE, Section 8 or other applicable affordable program requirements, if applicable.</li>
<li>Responsible for office opening on schedule. This may require early arrivals or late departures, depending on staffing.</li>
<li>Responsible for the condition of the entire property including the leasing office, common areas, trash rooms, model units, etc.</li>
<li>Attends scheduled management meetings, typically held on a quarterly basis.</li>
<li>Maintains records on all aspects of management activity on a daily, weekly, and monthly basis. Submits required reports to corporate office on a weekly and monthly basis.</li>
<li>Prepares for audits and complete annual reporting.</li>
<li>Issues appropriate notices, when necessary.</li>
<li>Completes required trainings, as assigned, and ensures associates are in compliance with all required coursework.</li>
</ul>
Resident Relations
<ul>
<li>Initiates and perpetuates a true sense of community.</li>
<li>Maintains positive customer service mindset.</li>
<li>Responsible for inspections with residents of move-in/move-outs.</li>
<li>Reviews all notices to vacate to determine the cause of the move-out.</li>
<li>Initiates and implements policies/procedures to maintain resident communications; e.g., complaints, service requests, etc.</li>
</ul>
Maintenance
<ul>
<li>Physically walks and inspects property on a regular basis; Verifies condition of vacant apartments.</li>
<li>Maintains awareness of make-ready board and vacancy status on a daily basis. Coordinates with maintenance staff to ensure timely recondition of apartments after move-out.</li>
<li>Oversees or delegates to the Maintenance Supervisor all vendor/contractor communications concerning work scheduling, billings, vendor relations and certificates of insurance.</li>
<li>Monitors all maintenance activities.</li>
</ul>
Marketing/Leasing
<ul>
<li>Maintains awareness of market conditions/trends.</li>
<li>Welcomes and shows property to prospective residents, as needed.</li>
<li>Ensures incoming phone calls and emails are being answered and responded to in a timely and professional manner.</li>
</ul>
Safety and Risk Management
<ul>
<li>Reports all liability and property incidents to Regional Manager and other appropriate Home Office departments immediately.
</li><li>Ensures workplace injuries are reported to HR immediately.</li>
<li>Maintains awareness of SDS binder and Thrive's Safety and Accident Prevention Manual; Trains team on safety protocols and ensure proper use of PPE.</li>
<li>Becomes familiar with and responsible for all Thrive and any property specific policies on Water Intrusion, AMG (apparent mold growth), or other health or building safety programs.</li>
<li>Completes any pertinent safety checklists with maintenance staff and ensures property is conducting a monthly safety meeting.</li>
</ul>
General
<ul>
<li>Partners and collaborates with home office departments in a productive and efficient manner.</li>
<li>Conduct all business in accordance with Company policies and procedures.</li>
<li>Performs any additional duties or tasks as assigned by the Regional Manager.</li>

Desired Skills &amp; Experience
<ul>
<li>3+ years of experience in property management or equivalent experience to demonstrate proficiency</li>
<li>1+ years experience directly supporting lease-ups; delete if not applicable</li>
<li>6+ months supervisory experience, with demonstrated, strong leadership skills</li>
<li>Proficient in Microsoft Word, Outlook and Excel.</li>
<li>Certified Apartment Manager (CAM) preferred</li>
<li>MFTE Program Experience Preferred; delete if not applicable</li>
<li>Prior experience working in affordable housing with LIHTC/Tax Credit certification preferred; delete if not applicable</li>
<li>Intermediate to advanced experience with Yardi/CRM and On-Site preferred</li>

<li>Notary License is required or able to obtain within 3 months of hire.</li>

Physical Requirements
