SUMMARY
 The Property Manager is fully accountable for all property operations. The purpose of this role is to effectively manage and coordinate employees, activities and available resources in order to accomplish property objectives as set forth by the Regional Vice President, ownership group, and Fogelman Properties. These objectives will include maximizing occupancy levels and property values.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
 Conduct all business in accordance with company policies and procedures, Fair Housing laws, Americans with Disabilities Act, Fair Credit Reporting Act, and all other laws pertaining to multifamily housing.
 
Financial: 
<ul>
<li>Assists the RVP in formulation of budgets for each upcoming calendar year.</li>
<li>Responsible for staying within the established budget guidelines throughout the year, escalating any anomalies or exceptions.</li>
<li>Responsible for monthly review of financial statements and preparing owner reports.</li>
<li>Ensures that all rents are collected, posted, and deposited in a timely manner.</li>
<li>Performs evictions and utility cut-offs as required on delinquent rents.</li>
<li>Maintain a positive relationship with vendors to ensure accurate invoicing, work scheduling, and obtaining certificates of insurance (COI).</li>
<li>Responsible for approving and submitting all invoices to corporate office for processing.</li>
<li>Approves property expenditures.</li>
</ul>
Personnel: 
<ul>
<li>Recruits, hires, trains, and supervises all on-site property staff in order to achieve operational goals of assigned property. This process includes new employee orientation, review and approval of timesheets, instructing and advising on-site staff of employee policies and procedures, and performance evaluations.</li>
<li>Works with the Human Resources department in developing and coaching employees to achieve property and company goals.</li>
<li>Conducts ongoing training with property staff; e.g., leasing paperwork, workplace safety, and any other type of training that may be needed.</li>
</ul>
Administrative/Office: 
<ul>
<li>Ensures that lease files are completed accurately and timely.</li>
<li>Reviews all lease applications and signs new move-in leases and addendums.</li>
<li>Conducts property inspections with government agencies, Fogelman leadership, and property owners.</li>
<li>Ensure that the property meets all requirements as outlined in Fogelman audits and regulatory agency audits.</li>
<li>Responsible for office opening on schedule, condition of office and model apartments.</li>
<li>Maintains all on site local and state licenses.</li>
<li>Reports all liability and property incidents through the online incident reporting system.</li>
<li>Responsible for other special projects and reports upon request (e.g., Capital Improvement and Interior Renovations).</li>
</ul>
Resident Relations: 
<ul>
<li>Builds a resident focused culture.</li>
<li>Ensure employees are in compliance with all Fair Housing laws.</li>
<li>Reviews all notices to vacate to determine the cause of the move-out. Locates any problem areas and develops plans for process improvement.</li>
<li>Follows Fogelman policies and procedures to maintain positive resident communications; e.g., resolving complaints, service requests, etc.</li>
</ul>
Maintenance: 
<ul>
<li>Physically walks and inspects the entire property on a regular basis, including verifying the condition of the overall property, common areas, and vacant apartments.</li>
<li>Ensures that all service requests are assigned and completed in a timely manner.</li>
<li>Coordinates with maintenance staff to ensure timely turnover of apartments after move-out.</li>
</ul>
Marketing/Leasing: 
<ul>
<li>Develops a property marketing plan and oversees outside marketing.</li>
<li>Ensures that the marketing reports are completed in a timely manner.</li>
<li>Trains the leasing staff to properly welcome and show the property to prospective residents.</li>
<li>Maintains awareness of market/industry conditions and trends.</li>
</ul>
General: 
<ul>
<li>Weekend work may be required.</li>
<li>Adhere to all company policies including but not limited to safety and Fair Housing.</li>
<li>Less than 5% overnight travel may be required.</li>

QUALIFICATIONS AND SKILLS
 <ul>
<li>Five years of experience in on-site property management preferred.</li>
<li>Three years of experience as a property manager preferred.</li>
<li>Must have background in supervision and a successful track record of accomplishments.</li>
<li>Certified Apartment Manager (CAM), Residential Apartment Manager (RAM) or Certified Property Manager (CPM) certification preferred.</li>
<li>Working knowledge of Entrata preferred</li>
<li>Excellent communication (verbal and written), relationship-building, and customer service skills.</li>
<li>Lease up or new construction experience with proven results preferred for new development properties.</li>

General Description
 Day-to-day management of property or properties as assigned.
Essential Duties and Responsibilities
Coordinates the activities of an on-site rental property management office, including but not limited to:<ul><li>
Supervises administrative and maintenance staff and monitor workflow; approve timesheets and complete annual performance reviews of staff</li><li>
Interviews prospective tenants to complete housing applications and collect eligibility information and documentation</li><li>
Effectively communicates to applicants and tenants the property and/or program guidelines, eligibility requirements and lease restrictions, and the rules and regulations applicable to the property and/or program</li><li>
Conducts recertification of housing eligibility for current tenants</li><li>
Verifies accuracy of information provided by tenants or prospective tenants in accordance with regulatory requirements</li><li>
Recommends eligibility and suitability of tenants and prospective tenants for residency</li><li>
Computes income and expenses to determine applicants&rsquo; and tenants&rsquo; rental charges according to one or more applicable funding agency regulations</li><li>
Inspects rental units to assess housekeeping habits of tenants and identify repair and maintenance needs, status of safety equipment and need for any corrections and tenant notification</li><li>
Manages tenant complaints such as poor housekeeping habits, insect infestations, landlord/neighbor relations, noise, etc.; prepare and deliver oral and written lease enforcement notices when necessary</li><li>
Observes and addresses needs of tenants as they age in place</li><li>
Refers tenants to appropriate social service agencies, when necessary</li><li>
Recommends eviction of tenants when necessary and prepare initial eviction documents</li><li>
Prepares work orders for required repairs and maintenance</li><li>
Collects rents and other tenant charges, makes deposits and prepares appropriate documentation</li><li>
Writes letters, memos, reports, and complete a variety of forms and ledgers on computer</li><li>
Keeps Regional Property Manager/Director of Asset Management informed of activities and property status</li><li>
Ensures rents are collected according to the lease agreement</li><li>
Prepares late and 3-day notices in accordance with company policy. Execute eviction process for tenants delinquent with their rent</li><li>
Process accounts payable in accordance with company procedures</li><li>
Assists with the annual property budget preparation and monitors financial performance monthly</li><li>
Keeps apprised of all rules, regulations, statutes, laws, required to maintain a low-income housing property</li><li>
Compiles reports on a monthly, quarterly, semi-annual and/or annual basis, as required by PHDC and funders</li><li>
Participates in appropriate neighborhood associations</li><li>
Ensures compliance with all policies, procedures and regulations, including fair housing regulations</li><li>
Ensures safety of building, employee(s) and tenants</li><li>
Provides positive marketing efforts for PHDC and property, including preparation and distribution of monthly tenant newsletters</li><li>
Ensures accuracy of all marketing materials</li><li>
Responsible for ensuring all information in systems is accurate and complete</li><li>
Mentors/trains new staff</li><li>
Performs other related duties as determined by the Regional Property Manager</li></ul>
KEY PERFORMANCE MEASURES<ul><li>
100% compliance with fair housing regulations and regulatory requirements</li><li>
Achieve targeted cash flow for property(ies)</li><li>
Maintain an overall annual occupancy rate of 97% or more</li><li>
Ensure units do not remain vacant for more than 30 days</li><li>
Collect 95% of all scheduled rents by the 5th day of each month and a minimum of 98% by the end of the month in which they are due</li><li>
Ensure that 100% of tenants with unpaid rent either have a written payment plan or eviction process started by the 15th of each month</li><li>
100% of tenant recertifications are completed at least 30 days prior to the effective date</li><li>
Friendly, helpful, courteous interactions with tenants, vendors and co-workers</li><li>
Ensure overall tenant satisfaction</li></ul>

 Qualifications
Education: High School Graduate
Credentials: Valid NY State Driver License and access to a reliable vehicle
Experience: 3 years of experience with affordable housing programs desired
