JOB SUMMARY:
The Property Manager is a business leader who focuses on resident customer service and manages operations, leasing activity, renewals, collections, financial reporting, supplies, and communications for an assigned residential property. Manages the day-to-day operations of an assigned property, including managing the team members, daily activities, and resources of the property to achieve established budgeted financial and operational goals, and ensures that the operation of the property complies with Company policies and procedures, Fair Housing, Americans with Disabilities Act, Fair Credit Reporting Act, and other laws and regulations governing multi-family housing operations.

SHIFT: Monday - Friday 8 am-5 pm

ESSENTIAL DUTIES:
1. Manage day-to-day operations.<ul><li>
Inspect property on a regular basis and verify condition of vacant units.</li><li>
Manage daily property requirements and maintain long-range capital improvements planning.</li><li>
Ensure all monies received are deposited and recorded on a daily basis and confirm proper bookkeeping procedures are followed.</li><li>
Compile weekly/monthly property status reports.</li><li>

2. Manage property maintenance with the assistance of the maintenance team.<ul><li>
Manage requests for repairs and maintenance and evaluate timely completion of work orders.</li><li>
Maintain compliance with required permits for operating the property, such as, pool, elevator, etc.</li><li>
Monitor electric, water, and gas usage on the property.</li></ul>
3. Maintain and manage all financial responsibilities.<ul><li>
Approve and submit invoices for payment in a timely manner.</li><li>
Maintain accurate records of property transactions and submit on timely basis (i.e., rent rolls, delinquency reports, move-in/move-outs, etc.)</li><li>
Complete variance reports and other weekly reports.</li></ul>
4. Manage and monitor rental collection.<ul><li>
Ensure rent and other charges are collected timely and posted daily.</li><li>
Ensure the proper legal notices are given and deadlines met concerning filing eviction, filing writs, and attending court hearings.</li><li>
Ensure compliance with community policies and lease agreements. Respond to violations and communicate with the residents.</li><li>
Assess move-out condition of apartments and have a final account statement sent with the final disposition.</li><li>
Immediately inform and refer any liability claims, legal complaints, or other violations to the Regional Manager and/or corporate office.</li></ul>
5. Manage property personnel.<ul><li>
Create, mentor, and manage a cohesive property management team in accordance with policies.</li><li>
Coordinate orientation and ongoing training programs for property staff.</li><li>
Complete performance reviews for staff and make recommendations for salary increases and/or advancement.</li><li>
Manage time off for property management team and submit payroll for processing.</li><li>
Ensure staff receives new hire safety orientation as well as annual safety training.</li><li>
Coordinate with the maintenance supervisor and attend monthly safety meetings and training for property staff; monitor the use of proper safety precautions on the property.</li><li>
Follow company procedures and report any workers&rsquo; compensation issues and/or employee incidents immediately to the workers&rsquo; compensation carrier, to management, and to human resources.</li></ul>
6. Manage, create and monitor marketing activities.<ul><li>
Understand the market and any other aspects of the sub-market that could impact occupancy and/or income of the property.</li><li>
Assist with the creation of marketing surveys and understand marketing strategies to secure prospective residents.</li><li>
Supervise the leasing team to ensure property is rented to the fullest capacity.</li></ul>

<div>This is supervisory work managing the day-to-day operations of single and multi-family properties, consisting of 500 to 700 units, directly and through subordinate staff. An employee in this class is responsible for budget preparation and execution, lease enforcement, unit occupancy, tenant relations, and property maintenance. Work includes supervising a staff involved in managing a housing development, such as lease readings, rent collection, property inspections, property and unit repairs, records maintenance, and resident economic independence programs. Work is performed with considerable independence of action under the general supervision of the Assistant Director for Housing Management. 


Essential Duties and Responsibilities 


The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

Collect rent and other charges from residents</li><li>
Process requests for rent adjustments in accordance with established procedures</li><li>
Prepare and monitor annual site budget; monitor expenses according to guidelines</li><li>
Follow-up with delinquent accounts and pursue collections</li><li>
Maintain tenant files and related documents regarding eligibility and rent adjustments</li><li>
Lease units i.e., showing property, reviewing and signing lease, and collecting deposits</li><li>
Conduct tenant orientation and provides information regarding rent schedules, payment dates and property rules and regulations</li><li>
Collects and/or monitors the bank collection of monthly payments; records delinquencies and accounts in collection</li><li>
Coordinates vacant unit preparation with maintenance staff; recommend capital improvement projects as needed</li><li>
Conducts property inspections, move-in, move-out, housekeeping, and grounds; notes deficiencies and takes appropriate follow-up measures to correct the problem</li><li>
Maintains records of the status of assigned units, i.e., filled, vacant, and anticipated vacancies</li><li>
Conducts evictions and works with security personnel in eviction cases; represents the Authority in court appearances required for eviction cases</li><li>
Respond to after hours emergencies on nights, weekends, and holidays</li><li>
Counsel residents who do not comply with terms of the lease</li><li>
Resolve resident conflicts and complaints in an effort to resolve problems and avoid grievances</li><li>
Recommends evictions for residents who fail to comply with rules and regulations; prepare documentation to support recommendation</li><li>
Participates in hearings and appeals as needed</li><li>
Supervise property management and maintenance personnel</li><li>
Conduct employment interviews and make hiring recommendations</li><li>
Draft performance expectations and counsel employees on goals and objectives; document performance problems according to established policy and guidelines</li><li>
Counsel employee on disciplinary issues; recommend appropriate action as needed</li><li>
Recommend training to professional, administrative, and maintenance staff as needed.</li></ul>

Education and/or Experience (The following requirements may be used to evaluate applicants for employment. When applicable, equivalent substitution will be allowed for differences in experience and education.) 
Education: Successful completion of a bachelor's degree in management, business, public administration, or any related social science field. 
Experience: Five years of experience in property management. Must obtain certification as a Public Housing Manager (PHM) or Certified Property Manager (CPM) within two years of employment. 
Preferred Qualifications: Certification as a Public Housing Manager (PHM), Certified Property Manager (CPM.) Prior work experience in public housing property management and tax credit programs is preferred
