Northrop Grumman Aeronautics Systems, Air Dominance Division has an opening for two Level 3 Principal Proposal Analysts to join our team of qualified, diverse individuals! This position will be on site in in either Palmdale, California or Rancho Bernardo, San Diego CA and requires that the selected candidate work from the office daily.
The Analyst will lead efforts associated with proposal development, planning and scheduling during the acquisition process. Will perform cost estimating/pricing related duties and analysis in accordance with request for proposal (RFP) specifications and in compliance with regulatory requirements. Will coordinate with functional departments to facilitate the collection and accumulation of cost, scheduling, and performance elements and research and analyze historical data and develop cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings and and pricing reviews with management and customer representatives.
Responsibilities include, but are not limited to the following:<ul><li>
Prepare proposals in compliance with applicable government regulations and internal policies to ensure compliance with FAR, DFARS, and Northrop Grumman procedures.</li><li>
Develop, plan, and schedule proposals in a team environment in response to customer requests</li><li>
Coordinate internal comprehensive reviews of proposal cost and pricing</li><li>
Compile cost, schedule, and technical elements in the development of proposals in accordance with RFP specifications.</li><li>
Present proposal and pricing strategy recommendations to management</li><li>
Support proposal audits, fact-finding, and negotiations</li><li>
Analyze data such as direct labor hours, past performance, costs of previous procurements, Basis of Estimates (BOEs) and/or comparison to similar items/scope</li></ul>
Basic Qualifications:<ul><li>
Bachelor&rsquo;s degree in business, finance, economics or related discipline with 5 years of proposal or material estimating experience OR a Master's degree in business, finance, economics or related discipline with 3 years of proposal or material estimating experience</li><li>
Must have thorough understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS) related to cost volumes and Cost Estimating System requirements.</li><li>
Working knowledge of Enterprise Pricing Software (i.e., ProPricer) or an equivalent Pricing tool</li><li>
Must have an active Secret Clearance (with a background investigation completed within the last 5 years or currently enrolled into Continuous Evaluation).</li><li>
Must have the ability to obtain and maintain Special Access Program Clearance.</li></ul>
Preferred qualifications:<ul><li>
Air Vehicle or Aerospace/Defense industry experience</li><li>
Experience with SAP/S4</li></ul>
Primary Level Salary Range: $94,200.00 - $141,200.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. Sabre Systems is seeking a highly organized and detail-driven Proposal Support Analyst to join our proposal development team. In this role, you will play a hands-on part in supporting federal government proposal efforts across the full lifecycle, from early planning and coordination through final submission. Working alongside Proposal Managers, Subject Matter Experts, Technical Writers, and subcontractor partners, you will help ensure our proposals are compliant, polished, and delivered on time. This is a hybrid position requiring local presence in the Patuxent River Naval Air Station area with an expectation of working in the office approximately three days per week.<div>
Key Responsibilities:</div>
Proposal Planning and Coordination:<ul><li>
Support multiple concurrent proposal efforts across all phases of the proposal lifecycle, including pre-RFP planning, RFP release, proposal development, and final submission</li><li>
Manage data calls across internal teams and external subcontractor/teaming partners, including issuance, tracking, follow-up, and ensuring completeness of all responses</li><li>
Develop and maintain proposal schedules, action item trackers, compliance matrices, and deliverable checklists</li><li>
Track assignments, deadlines, and dependencies; proactively follow up to ensure timely completion and flag risks or gaps to the appropriate team members</li><li>

Editing Support:<ul><li>
Support the development of proposal content including executive summaries, transition plans, management plans, and contributor resumes</li><li>
Assist with creating templates, document formatting, proofreading, and integration of inputs across proposal volumes to produce cohesive, professional deliverables</li><li>
Review and refine RFI responses, white papers, and other proposal-related documents as needed</li></ul>
Proposal Production and Submission:<ul><li>
Manage proposal artifacts and maintain proper version control within SharePoint and other proposal repositories</li><li>
Support final production activities including file organization, naming conventions, and preparation of submission packages</li></ul>
Content Library and Knowledge Management:<ul><li>
Organize and maintain the internal proposal content library, including past performance summaries, proposal resumes, executive summaries, transition plans, management plans, and technical content</li><li>
Collaborate with Subject Matter Experts, Strategic Advisors, and Proposal Managers to ensure library content is regularly reviewed and kept current</li><li>
Partner with the Marketing team to support marketing materials and website content as needed</li><li>

Qualifications:
